Book excerpt: The decision not to launch negotiations in the World Trade Organization (WTO) on three of the Singapore Issues in the so-called July 2004 package provides an opportunity to revisit the knowledge base on which proposals for further international collective action may be drawn. This paper examines the available evidence on public procurement practices in developing countries that could be relevant to further multilateral rule making on state purchasing. Although there is considerable agreement on ends (efficient, non-corrupt, and transparent public purchasing systems), little information is available on means and, in particular, on the effective and replicable strategies that developing countries can adopt to improve their public procurement systems. A concerted effort to substantially add to the knowledge base on public procurement reforms in developing countries, through targeted research and international exchange of information on implemented procurement policies and outcomes, is critical to identifying areas where further binding multilateral disciplines may be beneficial.

Book excerpt: Considering that about 15 percent of global gross domestic product flows through public procurement systems, the lack of systematic evidence on what works in this field is a major challenge for effective policy making. Hence, this paper systematically reviews the state of the evidence on major public procurement reforms and their impact on value for money and open access to public tenders. It discusses the reliably identified costs and benefits and systematically evaluates the quality of the evidence base, relying on academic and policy literature. The quality of evidence on the impact of public procurement interventions is mediocre, with reliable evidence established in multiple countries using diverse analytical methods only for selective, typically narrow tools. Although there is a range of policy tools with global policy interest and extensive implementation record, these have received little to no evaluation. As high-quality research uses different outcome measures, comparing intervention effectiveness is only possible for a very narrow outcome: savings. Comparing intervention types according to their effects on savings, centralized procurement and framework agreements stand out with the largest effects, over 50 percent. Most other intervention types were documented to achieve about 5-10 percent price savings if they were well implemented. Given the estimated US$11 trillion spent on procurement annually around the world, even savings of 1 percent amounts to US$110 billion annually. This systematic review points out that research on e-procurement and its variants, transparency portals, civil society supervision, and opening up the black box of public management, among others, would deserve considerably more research going forward.

Recently, however, the thesis of an inverse correlation between corruption and economic and political development (and therefore democratic maturity) has been frequently and convincingly challenged. Countries with a long democratic tradition, such as the United States, Belgium, Britain, and Italy, have all experienced a combination of headline-grabbing scandals and smaller-scale cases of misappropriation.In Corrupt Exchanges, primary research on Italian cases (judicial proceedings, in-depth interviews, parliamentary documents, and press databases), combined with a cross-national comparison based on a secondary analysis of corruption in democratic systems, is used to develop a model to analyze corruption as a network of illegal exchanges. The authors explore in great detail the structure of that network, by examining both the characteristics of the actors who directly engage in the corruption and the resources they exchange. These processes of degeneration have caused a crisis in the dominant paradigm in both academic and political considerations of corruption.The book is organized around the analysis of the resources that are exchanged and of the different actors who take part. Politicians in business, illegal brokers, Mafia members, protected entrepreneurs, and party-appointed bureaucrats exchange resources on the illegal market, altering the institutional system of interactions between the state and the market.
