In an attempt to redress the imbalance, 'Improving Health Service Delivery in Developing Countries' presents evidence on strategies for strengthening health service delivery, based on systematic reviews of the literature, quantitative and qualitative analyses of existing data, and seven country case studies. The authors also explore how changes in coverage of different health services affect each other on the national level. Finally, the authors explain why setting international targets for health services has been not been successful and offer an alternative approach based on a specific country's experience. The book's findings are clear and hopeful: There are many ways to improve health services. Measuring change and using information to guide decisions and inform stakeholders are critically important for successful implementation. Asking difficult questions, using information intelligently, and involving key stakeholders and institutions are central to the "learning and doing" practices that underlie successful health service delivery.

Book excerpt: Reorientation from economic controls to a market-based approach led to significant changes in the economic policy of developing countries in the 1980s. Yet, with governments continuing to exercise economic management to accelerate growth beyond that achieved by market forces, techniques and models of development planning are still an integral feature of development policy management. Development Policy and Planning provides a non-technical explanation of the main techniques and models used for economic policy formulation. Each technique is illustrated in application through practical examples.

Book excerpt: The term capacity building refers to enabling the indigenous people of developing countries to carry out development processes successfully by empowering them through strengthened domestic institutions, provision of domestic markets, and improvement of local government efforts to sustain infrastructures, social institutions, and commercial institutions. Capacity building also involves the need to recognize indigenous interest groups, encourage local efforts, provide incentives for privatization, and coordinate local, regional, and international strategies to enhance productivity and wise use of natural and human resources. Most important, capacity building encourages a bottom-up or grassroots effort for sustainable development. The grassroots effort begins with the family unit. Capacity building addresses all areas of social, economic and health, and environmental processes through a holistic approach. The chapters of this book, written by experts in their fields, address these three areas of the developing societies.

Available in PDF, EPUB and Kindle. Book excerpt: In 1983 the Economic Development Institute (EDI) made three important decisions concerning its transport activities. First, it planned to shift the emphasis in these activities from teaching project analysis to helping countries strengthen their capability for policy analysis, formulation, and implementation. Second, the EDI decided to incorporate policy analysis into its transport activities as much as possible. And, third, it would try to develop this new strategy by using microcomputers to simulate policy options and explore their complex interrelationships, as well as the relationship between each policy and its stated goals. Because these objectives encompassed national and local policy along with a wide range of policy alternatives, a comprehensive transport model seemed appropriate. The purpose of this document is to demonstrate how such a model can be used to evaluate policies, to compare it with other kinds of models, and to examine the use of models in the wider context of policy objectives and instruments. It considers the relationship between policy objectives and instruments; places transport models in the context of policymaking; and demonstrates the use of a comprehensive model for testing policy strategies. This manual is intended for the policymaker who has little modeling expertise; it is designed to make the policymaker aware of the possible use of models in decisionmaking.
