Book excerpt: The report, building on a policy dialogue with a range of stakeholders in Korea, analyses how economic policy instruments under the responsibility of the Korean Ministry of Land, Infrastructure and Transport can be adjusted to contribute to water policy objectives. It also investigates how Smart Water Management Korea, an initiative by K-water that combines information and communication technology with water technology, can be harnessed to better contribute to water management in the country. Finally, it identifies some of the limitations of prevalent water allocation regimes which need to be addressed to make the best use of available water resources. Since 1965, the Korean Government has invested heavily in quantitative development strategies to meet water needs, and despite highly variable water availability, this has allowed for and facilitated rapid urbanisation and economic growth. However, several long-term trends are expected to affect the capacity of the current water management system to adequately respond to current and future water risks, such as rapid ageing of the population, fiscal consolidation and climate change. These call for a renewed emphasis on water use efficiency.

This will eventually lead to the increase of investment in Agricultural Water Management (AWM) in the targeted countries – and beyond – that is socially equitable, profitable at the farm level, economically viable, environmentally neutral or positive, and sustainable. The Guide focuses on the specific component of Enhancing Water Use Efficiency at small scale irrigation as one of the major outputs of the project. While creating and implementing Water Use Efficiency (WUE) measures at field level, existing policy frameworks were mapped and analyzed, and recommendations were defined as scalable policy instruments with the aim to demonstrate case-specific experiences to the collectively agreed goal of using water resources efficiently.

While worldwide many natural wetlands have disappeared due to climate change and/or human activities, constructed wetlands, which may be seen as 'artificial kidneys/sponges' of the earth, have been increasingly built to replicate the functions of the natural wetlands. This Research Topic aims to collect and present the latest research developments in natural and constructed wetlands in relation to either water resource functions or water quality. Articles published in this Research Topic will showcase new understandings of water balances and flow patterns, vegetation characteristics, and pollutant transformations in wetland systems; innovative designs and efficiencies of wastewater treatment wetlands; and technologies that revitalize the ecosystem functions of natural wetlands.
