Air Force human-capital development doctrine requires each career field manager to provide appropriate education, training, and assignment vectors for officers in the field. Designing such vectors requires an understanding of the competencies required for field-grade and general officer jobs, an understanding of the competencies acquired in jobs at all levels, and an understanding of ideal career paths through the jobs in the community or external to the community but filled by its members. At the request of the Air Force, the RAND Corporation undertook an analysis of the competencies required for intelligence jobs and compared the qualifications in the officer supply with the qualifications the jobs demand.

The jobs available and the backgrounds required for them have changed substantially just over the careers of today*s officers. As a result, it has become difficult to match the right person to the right job--or even for an individual to prepare properly for a job that will be in demand at some time in the future. To address these and related issues, the authors surveyed experienced officers in these fields to identify the backgrounds--the education, skills, and experience--officers would need to perform each job (the demand), used personnel records to assess the backgrounds and career paths of today*s officers (the supply), and determined what gaps might exist between the supply and demand. Subsequent modeling showed that, while there are gaps, substantial improvement is possible. Recommendations included further refining the development and utilization patterns, use of the resulting information for career guidance, and possibly extending this guidance to enlisted and civilian space professionals.

Book excerpt: Air Force intelligence professionals play key roles in combating weapons of mass (WMD) destruction at combatant commands and components and national intelligence agencies. The Air Force, however, does not adequately prepare its intelligence analysts, targeteers, ISR operators, and unit-level and air and space operations center (AOC) personnel with the knowledge and the expertise required to fill these positions. This paper examines the current status of Air Force intelligence WMD expertise and proposes recommendations for improvement, utilizing Air Force intelligence-distinctive capabilities (predictive analysis, targeting, ISR operations, and unit-level and AOC operations) as a framework for discussion. In the areas of predictive analysis, targeting, and unit-level and AOC operations, Air Force intelligence training courses do not provide the requisite WMD expertise. The Air Force must leverage its technical and scientific core and expert organizations across the government to improve training for intelligence personnel requiring WMD expertise. In the area of ISR operations, the Air Force requires enhanced collection capabilities and better marketing of existing capabilities across the intelligence community. This paper also recommends changes to Air Force intelligence training, technical WMD expertise, and marketing and collection capabilities to improve the nation's ability to combat WMD. After the United States and coalition forces failed to find weapons of mass destruction (WMD) stockpiled after Operation Iraqi Freedom, the president charged a congressional commission with examining US intelligence capabilities regarding WMD. No great surprise, the commission found that the intelligence community had been "dead wrong" in many of its prewar estimates. Air Force intelligence is part of that intelligence community and shares responsibility for that failure. Air Force intelligence professionals play important combating-WMD roles at combatant commands, components, national intelligence agencies, and in operational units. In this paper Lt Col Cristina M. Stone argues that the Air Force does not adequately prepare its intelligence analysts; targeteers; intelligence, surveillance, and reconnaissance (ISR) operators; and unit-level and air and space operations center (AOC) personnel with the knowledge and expertise required to fill these positions. She examines the current status of the Air Force intelligence WMD expertise and proposes recommendations for improvement, utilizing Air Force intelligence-distinctive capabilities (predictive analysis, targeting, ISR operators, and unit-level and AOC operations) as a framework for discussion. To get to ground truth on the current status, the author conducted interviews with current and former WMD analysts and targeteers. Colonel Stone believes that in the areas of predictive analysis, targeting, and unit-level and AOC operations, Air Force intelligence training courses do not currently provide the requisite WMD expertise. The author recommends that the Air Force leverage its technical and scientific core and expert organizations across the government to improve training for intelligence personnel requiring WMD expertise. Regarding ISR operations, she proposes that the Air Force develop enhanced collection capabilities. This paper recommends changes to Air Force intelligence training, technical WMD expertise, collection capabilities, and marketing to improve the nation's ability to combat WMD.

Book excerpt: To assist in moving intelligence, surveillance, and reconnaissance (ISR) planning and execution forward from a fixed target and deliberate planning focus to one centered on emerging targets, the authors propose enhancing the collection management process with a strategies-to-tasks and utility framework. By linking collection targets to operational tasks, objectives, and the top-level commander's guidance with relative utilities, planning for the daily intelligence collections and real-time retasking for ad hoc ISR targets could be enhanced. When current tools are modified to provide this information, planners will be able to link collection targets to top-level objectives for better decision making and optimization of low-density, high-demand collection assets. Similarly, on the Air Operations Center (AOC) floor, intelligence officers will be better able to deal with time-sensitive, emerging targets by rapidly comparing the value of collecting an ad hoc collection with the value of collecting opportunities already planned. To handle the ISR demands posed by the rapidly changing battlefield of the future, this new, more-capable framework may be needed for making the best use of intelligence capabilities against emerging collection opportunities. Future research will focus on quantifying the advantages of this approach in comparison with the current process.

Specialization is the exception, and intelligence officers are assigned to a variety of missions, disciplines, and commands in an attempt to "broaden" their experience and maximize exposure to various disciplines. Because of this approach, specialization training after completion of the Air Force Intelligence Officer Course has become crucial to intelligence officer success at the unit level. This research examines specialization training provided to intelligence officers assigned to Air Force Special Operations Command (AFSOC) flying squadrons. Information gathered through surveys and interviews of AFSOC squadron leadership, weapons officers, and intelligence officers, coupled with a detailed analysis of AFSOC Intelligence Officer responsibilities and training, was utilized to develop a web-based survey designed to measure intelligence officer performance at unit level AFSOC flying squadrons. The survey results were analyzed to determine areas of strength and weakness, and recommendations for optimizing specialization training were created from the survey results. Recommendations include actions to enhance intelligence at the individual and team level in AFSOC flying squadrons, minor modifications to specialization training, and an alternative intelligence career path which allows increased specialization is discussed.
