Book excerpt: In 2001, a new crash data system, including a new crash data report form, was implemented in an effort to improve the quantity and quality of crash information collected. Several data quality issues emerged following the implementation of this system. This project was developed in order to quantify issues associated with the data collection/storage process, better understand why some of these issues exist, and identify opportunities for improvement. Specifically, five project tasks were undertaken to meet these goals: Task 1: Kick-off meeting with State stakeholders to describe the project and gather input from highway stakeholders from across the Commonwealth; Task 2: Quantitative review of a sample of 2005 police crash reports to identify and quantify problem areas and review systems used by police to submit crash report information; Task 3: Qualitative collection of information from police and crash data users to understand data collection process and problem areas; Task 4: Development of recommendations that might be implemented to improve crash data quality; and Task 5: Briefing for key players regarding findings and recommendations. Based on the information collected throughout this project, a Massachusetts Action Plan was developed to provide the Massachusetts State agencies with identified problem areas and recommendations for strategies to improve these problem areas. Recommendations provided in the action plan include details regarding the problem being addressed, the type of recommendation (systems, training, etc), which agencies should be involved in the implementation of the recommendations, and an estimated timeframe for implementation (short, medium, or long). Recommendations included improved information sharing, development and/or updating of standards for data collection and reporting, police training, and changes to agency operational practices.

Book excerpt: This report presents the results of an analysis effort undertaken to address the following research question: What sensor(s) can be cost effectively added to vehicles on a wide scale to significantly improve our understanding and modeling of naturalistic near-crash/pre-crash driver performance? Current sensor and computer technology allows for the efficient collection and storage of driver and vehicle performance data on board vehicles. Crash data recorders or black boxes exist today on many vehicles though they are limited in number of recorded parameters and storage capacity. However, their capability is increasing. Recent field operational tests of advanced-technology crash avoidance systems and naturalistic driving data collection efforts have employed comprehensive data acquisition systems to characterize driver and vehicle performance as well as the driving environment. These projects gathered data on driver exposure to various environmental factors and on driver encounters with driving conflicts, near-crashes, and actual crashes. Unfortunately, the in-vehicle data acquisition packages in these projects cost over $10,000 per vehicle. It would be advantageous to build and install a very small, inexpensive package under $1,000 in a vehicle fleet of 5,000 or more. The presence of low-cost near-crash/crash event data recorders (EDRs) on thousands of vehicles would enable a more accurate assessment of safety benefits for intelligent vehicle crash avoidance technologies, and would greatly improve the quality of data in national crash databases such as the National Automotive Sampling System (NASS) Crashworthiness Data System (CDS) and General Estimates System (GES).

Book excerpt: Current literature predicts that climate change may increase both the occurrence and severity of heavy rainfall events and winter precipitation in the Northeast United States. A potential increase in intense precipitation events related to climate change would theoretically also cause an increase in weather-related delays, increase in overall traffic disruptions, a substantive shift in travel behavior, and presumably a negative effect on safety and maintenance operations of highways. This current research study examines the existing impacts from both an operational and behavioral perspective of how weather events currently impact overall safety along routes in Massachusetts. A secondary objective of the research effort is to evaluate the extent to which this information is captured on the crash report form for subsequent use in safety analyses. Utilizing data from Massachusetts Department of Transportation, National Climatic Data Center (NCDC) and the University of Massachusetts Data Warehouse, crash statistics were examined during varied levels of weather events and compared with non-weather conditions. In addition, crash report forms were analyzed in comparison to NCDC weather data to determine the correlation between of the weather specific fields of the reports and to help determine if crashes were weather-related. The results from the investigation show how the character of precipitation events impact traffic safety including both occurrence and intensity levels and in conjunction with existing weather predictions the relationships developed in this study are useful in evaluating how changes in extreme precipitation events projected for the Northeast may impact drivers' safety in the future.

Book excerpt: "The goal of this project was to analyze the collection and management of highway safety data by identifying issues and costs, and proposing means of resolving those issues and reducing the costs. Initial emphasis addressed known elements of the highway safety system, with emphasis on collecting and storing relevant data. Sources included the literature and what the States, local agencies, and researchers throughout the Nation were doing to improve data handling for the three largest sources--traffic crash, roadway inventory, and crash injury (emergency medical services and trauma). Visits to various providers throughout the United States helped identify and classify issues along with exemplary practices. A total of 41 issues were listed that affected collecting, storing, and managing traffic crash, roadway inventory, and medical data. The most important issue is that of quality, with data accuracy being the most critical. Lack of coverage is becoming an increasing problem that affects information used to recommend countermeasures. A major thrust of the research was directed toward identifying the costs of collecting, reporting, and managing safety data. Lack of cost data or lack of applicability of most data collected for roadway inventory and crash injury preclude an extension of the cost model beyond that of crash reporting. The three processes--collecting, reporting, and managing crash data--are estimated to cost 19.20 dollars per crash report filed, based on personnel and equipment costs, but disregarding "sunk costs." Additionally, the report estimates a range of costs by severity of the crash, number of vehicles involved, and region of the country. These ranges were found to be significantly less than those estimated by others. · Finally, a set of strategies was identified along, with goals to be met. The research team identified 23 strategies that were capable of being introduced without requiring substantial additional effort. A number of strategies were taken from exemplary practices discovered at the State and local levels. Each of these strategies was evaluated as it related to meeting the goals and objectives, and to reducing costs of operation. The report concludes with a discussion of how strategies may be grouped and introduced as a package.
