Open Educational Resources (OER) are readily available to K-12 teachers at little to no cost. Consequently, schools across the United States are implementing Open Educational Resources as curricular materials, creating a need to understand how the implementation process can lead to the sustainability of Open Educational Resources in K-12 schools. Frameworks from OER implementation in colleges and universities are reviewed. A two-case case study of two public school districts in the United States help establish a model for other school districts to consider before implementing Open Educational Resources. A sustainability-planning model is reviewed and used as a logic model to analyze data attained in the study. Organizational-change theories, change management, and sustainability models are reviewed and synthesized with the results of this study. Culture, a curriculum-review process, roles of leaders, resource allocation, teacher development, and measures of effectiveness are used in the two school districts studied in this research. A new model is developed that includes assessing school culture, creating a curriculum-review cycle, roles of leaders, reallocating funding, teacher development, evaluating the curriculum-review cycle, measures of effectiveness, and assessing the relationships of teachers who implemented OER as a research-based model for implementation in K-12 education.
