Despite the misconception that Italy is a water-scarce country, is in fact quite rich in water resources. Such resources, however, are unevenly distributed over the Italian territory. Moreover, climatic differences between North and South contribute to widen the divide. This disparity has notable consequences of socio-economic character, some of which, in turn, feed back into the environmental conditions of Italian regions: pollution, floods, landslides and droughts are among the problems affecting the country. There are numerous features of water use and consumption that distinguish Italy from other comparable countries, such as the significant role played by agriculture (a water-intensive activity), a lead position in the consumption of bottled water, lower-than-average prices of water and a far-from-optimal efficiency of waterworks. In 2016, the Commission undertook to report regularly on the state of the implementation of EU environmental legislation. It launched the Environmental Implementation Review (EIR), a tool that helps Member States address systemic obstacles to environmental integration by identifying the causes behind poor implementation and by sharing good practices through peer-to-peer support. This factsheet summarises the progress achieved and the remaining challenges identified for Italy in the third EIR package published in September 2022. Italy has a rich and diverse natural capital, as well as an unparalleled urban heritage. Its high population density, especially in the north, leads to environmental pressures, which have made environmental protection a matter of increasing public concern. On the other hand, the south suffers from deficits in environmental infrastructure. The success of the Italian public administration's management of environmental challenges, and provision of adequate financing, varies significantly across regions.

This is the first book to investigate from both empirical and normative perspectives the effectiveness of these directives at the national level. It provides by far the most extensive comparative analysis and evaluation of the industrial permitting and inspections, EIA, and major accident prevention in the EU. Offering an in-depth study of the transposition and implementation of EC environmental directives in eight EU member states (Denmark, France, Germany, Italy, the Netherlands, Spain, Sweden, and the United Kingdom), the author who has played a significant role in the formulation of environmental legislation and regulation at both the national (German) and EU levelsand¿provides a stable base for an assessment of the benefits and costs of the integrated approach to environmental protection. His comparative analysis of procedural, organizational, and substantive integration makes it possible to identify and compare national accomplishments in regulatory integration, and offers new insights into the effectiveness and limits of EC law.
