Book Synopsis Reform by Numbers by : Thomas Cantens
Download or read book Reform by Numbers written by Thomas Cantens and published by World Bank Publications. This book was released on 2012-11-13 with total page 175 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book was written in the context of new and innovative policies for customs and tax administration reform. Eight chapters describe how measurement and various quantification techniques may be used to fight against corruption, improve cross-border celerity, boost revenue collection, and optimize the use of public resources. More than presenting “best practices” and due to the association of academics and practitioners, the case studies explore the conditions under which measurement has been introduced and the effects on the administrative structure, and its relations with the political authority and the users. By analyzing the introduction of measurement to counter corruption and improve revenue collection in Cameroon, two chapters describe to which extent the professional culture has changed and what effects have been noted or not on the public accountability of fiscal administrations. Two other chapters present experiments of uses of quantification to develop risk analysis in Cameroon and Senegal. By using mirror analysis on the one hand and data mining on the other hand, these two examples highlight the importance of automated customs clearance systems which collect daily extensive data on users, commodities flows and officials. One chapter develops the idea of measuring smuggling to improve the use of human and material resources in Algeria and nurture the questioning on the adaptation of a legal framework to the social context of populations living near borders. Finally, two examples of measurement policies, in France and in South Korea, enlighten the diversity of measurement, the specificities of developing countries and the convergences between developing and developed countries on common stakes such as trade facilitation and better use of public funds.

This book was released on 1997-03-01 with total page 37 pages. Available in PDF, EPUB and Kindle. Book excerpt: Building on previous FAD work in the tax administration field, this paper defines broad criteria for diagnosing the problems in a country’s tax administration and formulating an appropriate reform strategy. To be effective, this strategy should be based on the size of the tax gap and the country’s particular circumstances. This paper discusses some guiding principles which have provided the basis for successful reforms, including: reducing the tax system’s complexity, encouraging taxpayers’ voluntary compliance, differentiating the treatment of taxpayers by their revenue potential, and ensuring the reform’s effective management. Also discussed are specific bottlenecks that hinder the effectiveness of the tax administration’s operations.

Book Synopsis The State of State Reforms in Latin America by : Eduardo Lora
Download or read book The State of State Reforms in Latin America written by Eduardo Lora and published by World Bank Publications. This book was released on 2006-10-23 with total page 474 pages. Available in PDF, EPUB and Kindle. Book excerpt: Latin America suffered a profound state crisis in the 1980s, which prompted not only the wave of macroeconomic and deregulation reforms known as the Washington Consensus, but also a wide variety of institutional or 'second generation' reforms. 'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.
Book Synopsis License to Sell: the Effect of Business Registration Reform on Entrepreneurial Activity in Mexico by : Miriam Bruhn
Download or read book License to Sell: the Effect of Business Registration Reform on Entrepreneurial Activity in Mexico written by Miriam Bruhn and published by World Bank Publications. This book was released on 2011 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper estimates the economic effects of a recent reform that simplified business entry regulation in Mexico. The reform was introduced in different municipalities at different points in time. Using microlevel data, I find that the reform increased the number of registered businesses by 5%. This increase was due to former wage earners' opening businesses. Former unregistered business owners were not more likely to register their business after the reform. The reform also increased wage employment by 2.2%. Finally, the results imply that the competition from new entrants decreased the income of incumbent businesses by 3%.

Download or read book Driven to Change written by Antoaneta L. Dimitrova and published by Manchester University Press. This book was released on 2004 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: Will joining the European Union help achieve prosperity, stability and democracy in Central and Eastern Europe? This book addresses this question by analysing how the European Union has approached this enlargement. Specifically, the book shows how, in its enlargement to the East, the European Union has tried to guide the post- communist states of Central and Eastern Europe towards new institutions and changing rules. In addressing the little explored link between post-communist transformations and enlargement, the book presents the effects of enlargement governance extended by the EU on domestic processes of reform and transformation. With its rich empirical overview of the reform challenges to various sectors, the author presents various scenarios of the interaction of EU rules with post communist reform. In contrast to other books on enlargement, this one relies on the perspective of scholars from Eastern Europe to illustrate the importance of the accession process to reform.

Book Synopsis Structural Reform in Japan by : Eisuke Sakakibara
Download or read book Structural Reform in Japan written by Eisuke Sakakibara and published by Rowman & Littlefield. This book was released on 2003-12-22 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this unusually candid book, Japan's former top financial diplomat asserts the urgent need for wholesale structural reform to revitalize the long-stagnant Japanese economy. Eisuke Sakakibara, whose influence over global currency markets earned him the nickname of "Mr. Yen," envisions a social and economic revolution that encompasses all sectors of Japanese society. Whereas previous analyses of Japanese policies of the past decade focus narrowly on such issues as nonperforming assets and deregulation, Sakakibara provides a new perspective. Japan's economic problems are structural, rather than cyclical, according to Sakakibara. Profitable investment opportunities are hard to find in the dysfunctional corporate sector, where costs are high and income continues to decline. The country's entrenched power elite—the Liberal Democratic Party, the bureaucracy, and vested interest groups—are threatened by reform efforts. It will be difficult to restore economic health to Japan until its political leaders are able to break the grip of this "iron triangle" and implement aggressive, widespread reforms. This book furthers the understanding that structural reform or new institution building in Japan needs an all-encompassing approach that includes the various sectors of Japanese society and the economy. Only with this kind of understanding can pragmatic and meaningful structural reform in Japan be implemented.
Book Synopsis Applying Economic Analysis to Technical Assistance Projects by : Gary McMahon
Download or read book Applying Economic Analysis to Technical Assistance Projects written by Gary McMahon and published by World Bank Publications. This book was released on 1997 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: April 1997 Although there is rarely any quantitative economic analysis of technical assistance loans or loan components, the author estimates that roughly 60 percent of the technical assistance in a sample of 40 projects was suitable for quantitative analysis. He also estimates that 80 percent of the technical assistance in the investment loans in his sample was not necessary for project implementation. Moreover, technical assistance was excluded from calculations of the economic rate of return, raising questions about its justification. McMahon recommends using more quantitative economic analysis in appraising technical assistance loans and loan components. After giving a brief history of technical assistance and the problems commonly associated with it, he describes classifications of technical assistance, proposes a new typology to be used for project appraisal, suggests methods for screening projects, and discusses different levels of economic analysis. He shows how the typology and economic analysis could be applied to 40 projects in the Europe and Central Asia region. Although some of the suggested approaches are sophisticated and demanding, much of it relies on fairly simple techniques. McMahon estimates that roughly 60 percent of the technical assistance in his sample was suitable for quantitative analysis. Using four case studies, he demonstrates how quantitative economic analysis could be used more frequently in the appraisal process. McMahon recommends that all technical assistance be classified according to the methodology suitable for its appraisal and evaluation. In cases in which little or no quantitative analysis is used, the staff officer can and should provide a justification - in which case it should still be possible to conceptualize the problem in economic terms. Essential technical assistance should be included when calculating the economic rate of return on a project. When technical assistance is excluded from this calculation, a strong justification for such assistance should be given or it should be omitted from the project. In his sample McMahon estimates that about 80 percent of the technical assistance in investment projects was not essential for project implementation. In the 12 projects for which an economic rate of return was calculated in the appraisal, the technical assistance was not included in the estimate - even though 53 percent of this technical assistance was deemed necessary to the project. This paper - a product of the Public Economics Division, Policy Research Department - is part of a larger effort in the department to study the effectiveness of foreign aid.
