Download or read book Environmental Infrastructure Management written by J.J. Boland and published by Springer Science & Business Media. This book was released on 2013-06-29 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: Environmental issues continue to burden governments and economies throughout the post-communist countries of Central and Eastern Europe and the newly independent states of the former Soviet Union. Severe environmental degradation is endemic to the region, the existing environmental infrastructure is often inadequate, significant new investment is perhaps decades away, and there is little knowledge of advanced techniques for impact assessment, project evaluation, and project financing. The first two papers of Environmental Infrastructure Management survey available cost-effective technology for solid waste treatment and air pollution control, providing guidance for possible incremental additions to existing infrastructure. There is also a discussion of transferable pollution credits as an instrument in regulating air quality. The discussion of economic incentives also embraces user fees and other pollution control instruments. A range of methods is presented for the evaluation and comparison of alternative projects where data are poor or scarce. Canadian experience with specific capital budgeting techniques is given comprehensive attention. Debt financing strategies are addressed in the context of present-day Ukraine. Finally, an outline is given of a general framework for making decisions about environmental projects, including the use of environmental impact assessments.

Available in PDF, EPUB and Kindle. Book excerpt: Combustion Ash and Residue Management assists owners and operators of Coal-fired and Resource Recovery Power Plants. By applying the principles and reviewing the case studies examples described within this book, accidents and upsets can be avoided and regulatory permitting can be achieved – reducing costs. This unique book is an essential reference for anybody responsible for disposal or utilization of combustion residues. It reflects over 30 years of engineering practice, applying the principles of concrete chemistry and civil engineering/soil mechanics as confirmed by field data. Dr. Richard Goodwin assesses the composition and environmental impact of combustion residues, and provides not only best practices for safe disposal, but also a blueprint for effective reuse, including applications like structural fill, grout, and capping material. Case studies and cost information for ash disposal options are included, in addition to the lessons learned by high-profile failures, such as the TVA Kingston fossil plant coal fly ash slurry spill in 2008. It also applies engineering principles to discuss how to avoid future upsets, including better operator training and monitoring methods. A comprehensive update to reflect changes in legislation and practice, including new material on the safe disposal or beneficial use of coal ash A straightforward engineering approach, providing practical guidance and field data Written by an established expert in the field

Download or read book Realising REDD+ written by Arild Angelsen and published by CIFOR. This book was released on 2009-01-01 with total page 390 pages. Available in PDF, EPUB and Kindle. Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.
