Book excerpt: Since 2005, the European Union has provided farmers with subsidies that are not linked directly to production of specific crops, through the single payment scheme (SPS), as part of reforms to its common agricultural policy. This book investigates to what extent the SPS has led to the capitalization of support into land values in the EU. Economic theory and empirical findings suggest that the way in which agricultural support is provided to farmers has an influence on land markets. Subsidies tend to become capitalized into land values to some degree, affecting both the sales and rental prices of land. These effects in turn have a bearing on the transfer efficiency of the support and structural change in agriculture. Drawing from a combination of data sources, 11 country and 18 regional studies, this extensive empirical analysis offers preliminary findings of the reaction of EU land markets and asset values to the changes in EU policy.

Book excerpt: Against a background where farm incomes are falling, the Government needs to recognise that cutting payments to England's farmers will reduce their ability to compete in the marketplace, will leave farmers less able to invest in vital infrastructure and may make them more vulnerable to shocks such as poor weather, higher input costs and price variations. The Committee also warns against plans to transfer more money away from direct payments to farmers by shifting it towards environmental schemes. It recommends that the Government maintains the current 9% rate of transfer away from the direct payment budget. This rate of transfer should rise to 15% in 2017 only if it can demonstrate that additional funds are required and that this change will deliver a clear benefit. Money should also only go to people who actually farm the land and meet an 'active farmer test'. From 2015, 30% of the direct payment will be conditional on farmers achieving basic environmental measures. A National Certification Scheme approach to 'greening' does not offer the flexibility to avoid the Commission's impractical crop diversification rule so the Government is right to dismiss this approach. A new, single IT system is being developed, and the Government want access to CAP funding to be 'digital by default', meaning farmers will have to apply online. A lot went wrong in the last round of changes, and these problems gave rise to £580 million in penalties. Does it make sense to introduce a new computer system at the same time as complex new payment rules?

Book excerpt: After five years of debates, consultations and negotiations, the European institutions reached an agreement in 2013 on the Common Agricultural Policy (CAP) for the 2014-2020 period. The outcome has major implications for the EU’s budget and farmers’ incomes, but also for Europe’s environment, its contribution to global climate change and to food security in the EU and in the world. It was decided to spend more than €400 billion during the rest of the decade on the CAP. The official claims are that the new CAP will take better account of society's expectations and lead to far-reaching changes by making subsidies fairer and ‘greener’ and making the CAP more efficient. It is also asserted that the CAP will play a key part in achieving the overall objective of promoting smart, sustainable and inclusive growth. However, there is significant scepticism about these claims and disappointment with the outcome of the decision-making, the first in which the European Parliament was involved under the co-decision procedure. In contrast to earlier reforms where more substantive changes were made to the CAP, the factors that induced the policy discussions in 2008-13 and those that influenced the decision-making did not reinforce each other. The age-old practice of growing trees and crops and sometimes animals in interacting combinations – that has been ignored in the single-commodity-oriented agricultural and forestry development paradigms – has been brought into the realm of modern land-use. Today agroforestry is well on its way to becoming a specialized science at a level similar to those of crop science and forestry science. To most land-use experts, however, agroforestry has a tropical connotation. They consider agroforestry as something that can and can only be identified with the tropics. That is a wrong perception. While it is true that the tropics, compared to the temperate regions, have a wider array of agroforestry systems and hold greater promise for potential agroforestry interventions, it is also true that agroforestry has several opportunities in the temperate regions too. Indeed, the role of agroforestry is now recognized in Europe as exemplified by this book, North America, and elsewhere in the temperate zone. Current interest in ecosystem management in industrialized countries strongly suggests that there is a need to embrace and apply agroforestry principles to help mitigate the environmental problems caused or exacerbated by commercial agricultural and forestry production enterprises.

Book excerpt: Western democratic welfare states often featured sectoral governance arrangements where governments negotiated policy with sectoral elites, based on shared ideas and exclusive institutional arrangements. Food and agriculture policy is widely considered an extreme case of compartmentalized and ‘exceptionalist’ policy-making, where sector-specific policy ideas and institutions provide privileged access for sectoral interest groups and generate policies that benefit their members. In the last two decades, policy exceptionalism has been under pressure from internationalization of policy-making, increasing interlinkage of policy areas and trends towards self-regulation, liberalization and performance-based policies. This book introduces the concept of ‘post-exceptionalism’ to characterize an incomplete transformation of exceptionalist policies and politics which preserves significant exceptionalist features. Post-exceptional constellations of ideas, institutions, interests and policies can be complementary and stable, or tense and unstable. Food and agriculture policy serves as an example to illustrate an incomplete transformation towards a more open, contested and networked politics. Chapters on agricultural policy-making in the European Union and the United States, the politics of food in Germany and the United Kingdom, transnational organic standard setting and global food security debates demonstrate how ‘postexceptionalism’ helps to understand the co-existence of transformation and path dependency in contemporary public policies.
