Book excerpt: The purpose of this synthesis was to document the past and current experiences of public transit agencies that have planned, implemented, and operated fare-free transit systems. The report concentrates on public transit agencies that are either direct recipients or sub-recipients of federal transit grants and provide fare-free service to everyone in their service area on every mode they provide. The report will be of interest to transit managers and staffs, small urban and rural areas, university, and resort communities, as well as stakeholders and policy makers at all levels who would be interested in knowing the social benefits and macro impacts of providing affordable mobility through fare-free public transit. A review of the relevant literature was conducted for this effort. Reports provide statistics on changes in levels of ridership associated with fare-free service. White papers or agency reports identified by the topic panel or discovered through interviews with fare-free transit managers were also reviewed. Through topic panel input, Internet searches, listserv communications, and APTA and TRB sources, the first comprehensive listing of public transit agencies that provide fare-free service in the United States was identified. A selected survey of these identified public transit agencies yielded an 82% response rate (32/39). The report offers a look at policy and administrative issues through survey responses. Five case studies, achieved through interviews, represent the three types of communities that were found to be most likely to adopt a fare-free policy: rural and small urban, university dominated, and resort communities.

The material presented is intended as an honest-broker guide to maximize the impact and manage the challenges of urban rail systems in cities in both developed and developing countries. Rather than identify a single approach, this Handbook acknowledges the complexities and context necessary when approaching an urban rail development by helping to prepare decision makers to ask the right questions, consider the key issues, perform the necessary studies, apply adequate tools, and learn from international good practice all at the right time in the project development process.

Book excerpt: ABSTRACT: With the population ever-increasing, gas prices on an upward climb, and citizens tightening their belts due to the current economic downturn, this is the most opportune time to look at alternative types of public transportation, with Bus Rapid Transit (BRT) being at the forefront. The implementation of BRT is a process that must be seriously scrutinized and thoughtfully planned out, but when applicable under certain conditions, the cost-benefit analysis favors BRT over any other form of mass public transit. This thesis project aims to develop the necessary pre-existing conditions and policies a municipality must have in place prior to implementation of a BRT system. These guidelines ensure that the BRT system will run efficiently, maintain a purpose, and will ensure the system can sustain itself once it is implemented into the existing transportation network. Several thriving BRT models will be examined and the principles they used will be applied to two existing cities that are proposing BRT within the confines of their existing transit systems.

Book excerpt: This book uses international case studies to present insights on the policies, actors, and institutions that are critical to successful transit-oriented development (TOD). TOD has many potential benefits for cities and regions, and is considered a critical element in reshaping sprawling car-dependent urban regions into denser regions built around transit corridors. However, it is not a magic bullet solution for metropolitan transportation problems: challenges persist, such as displacement of local residents and regulatory barriers. How has TOD been successfully implemented? How can we integrate the positive aspects of TOD while minimizing its negative impacts? This book presents a study conducted at the University of Amsterdam, exploring 11 international case studies, including a meta-analysis, rough set analysis and policy transfer workshops. The authors discuss the findings and present solutions to persistent challenges to transit-oriented development. Additional literature on eTOD (equitable TOD) strategies, as a fundamental component of planning for regional transportation, shows that these approaches can result in more collaborative processes, community-led development that minimizes the negative impacts of transportation infrastructure. As our Dutch colleagues stated, TOD can be considered a policy concept that can be used as a story to unite people.

A primary component of this project has been the consideration of inter-connectivity and regional aspects of bus rapid transit systems deployment in the Bay Area. We examined approximately 200 bus transit routes in the Bay Area that lie on the state highway system from which five routes were identified as likely candidates for bus rapid transit implementation. Two of the five routes _ VTA's Line 22 and SamTrans' Lines 390/391 _ were selected for follow-up case study analysis because they involve bus routes on the same roadway, SR 82, which includes not only multi-jurisdictional issues by including two counties and numerous local cities, but also two transit properties making this selection uniquely qualified to consider inter-connectivity and regional aspects of bus rapid transit systems deployment in the Bay Area. .
