Book excerpt: The purpose of this synthesis was to document the past and current experiences of public transit agencies that have planned, implemented, and operated fare-free transit systems. The report concentrates on public transit agencies that are either direct recipients or sub-recipients of federal transit grants and provide fare-free service to everyone in their service area on every mode they provide. The report will be of interest to transit managers and staffs, small urban and rural areas, university, and resort communities, as well as stakeholders and policy makers at all levels who would be interested in knowing the social benefits and macro impacts of providing affordable mobility through fare-free public transit. A review of the relevant literature was conducted for this effort. Reports provide statistics on changes in levels of ridership associated with fare-free service. White papers or agency reports identified by the topic panel or discovered through interviews with fare-free transit managers were also reviewed. Through topic panel input, Internet searches, listserv communications, and APTA and TRB sources, the first comprehensive listing of public transit agencies that provide fare-free service in the United States was identified. A selected survey of these identified public transit agencies yielded an 82% response rate (32/39). The report offers a look at policy and administrative issues through survey responses. Five case studies, achieved through interviews, represent the three types of communities that were found to be most likely to adopt a fare-free policy: rural and small urban, university dominated, and resort communities.

Available in PDF, EPUB and Kindle. Book excerpt: Cities across the globe are looking to develop affordable, environmentally friendly, and socially responsible transportation solutions that can meet the accessibility needs of expanding metropolitan populations and support future economic and urban development. When appropriately planned and properly implemented as part of a larger public transportation network, urban rail systems can provide rapid mobility and vital access to city centers from surrounding districts. High-performing urban rail services, when carefully approached as development projects, can help enhance quality of life by giving citizens access to employment opportunities, essential services, urban amenities, and neighboring communities. The purpose of this Handbook is to synthesize and disseminate knowledge to inform the planning, implementation, and operations of urban rail projects with a view towards: -- Emphasizing the need for early studies and project planning; -- Making projects more sustainable (economically, socially, and environmentally); -- Improving socioeconomic returns and access to opportunities for users; -- Maximizing the value of private participation, where appropriate; and -- Building capacity within project implementing and managing institutions This Handbook provides experiential advice to tackle the technical, institutional, and financial challenges faced by decision makers considering urban rail projects. It brings together the expertise of World Bank staff and the input of numerous specialists to synthesize international 'good practices' and recommendations that are independent of commercial, financial political, or other interests. The material presented is intended as an honest-broker guide to maximize the impact and manage the challenges of urban rail systems in cities in both developed and developing countries. Rather than identify a single approach, this Handbook acknowledges the complexities and context necessary when approaching an urban rail development by helping to prepare decision makers to ask the right questions, consider the key issues, perform the necessary studies, apply adequate tools, and learn from international good practice all at the right time in the project development process.

Book excerpt: Bus Rapid Transit (BRT) is commonly discussed as an affordable way for cities to build sustainable rapid transport infrastructure. This book is the first to offer an in-depth analysis of BRT, examining the opportunities it presents along with the significant challenges cities face in its implementation. A wide range of contributors from both developed and developing countries bring expertise in fields ranging from engineering, planning and public policy to economics and urban design to provide a big picture assessment of BRT as part of a process for restructuring transit systems. Academically rigorous, based on five years of research conducted by the BRT Centre of Excellence in Chile, the book is written in an accessible style making it a valuable resource for academic researchers and postgraduate students as well as policy makers and practitioners.

Book excerpt: ABSTRACT: With the population ever-increasing, gas prices on an upward climb, and citizens tightening their belts due to the current economic downturn, this is the most opportune time to look at alternative types of public transportation, with Bus Rapid Transit (BRT) being at the forefront. The implementation of BRT is a process that must be seriously scrutinized and thoughtfully planned out, but when applicable under certain conditions, the cost-benefit analysis favors BRT over any other form of mass public transit. This thesis project aims to develop the necessary pre-existing conditions and policies a municipality must have in place prior to implementation of a BRT system. These guidelines ensure that the BRT system will run efficiently, maintain a purpose, and will ensure the system can sustain itself once it is implemented into the existing transportation network. Several thriving BRT models will be examined and the principles they used will be applied to two existing cities that are proposing BRT within the confines of their existing transit systems.

Book excerpt: Emerging Paradigms in Urban Mobility: Planning, Finance and Implementation explains the types of new urban mobility planning paradigms that are emerging throughout the world, along with their potential to transform the transportation landscape. As half of the world’s 7 billion people now live in cities, thus causing severe road congestion, increased air pollution, energy insecurity and sustainability problems in cities and the planet itself, this book presents new paradigms that are emerging to address these problems, along with other topics of note, including economic efficiency, health, the well-being of cities and their residents, urban mobility transformations, and the role of social media. In addition, the book looks at Integrated Corridor Management and how it improves the people-moving performance of multi-modal transport systems in high demand urban corridors and how countries balance the mobility benefits of motorcycles with the environmental and safety threats they pose. Provides previously unpublished research on new approaches to integrating governance, the changing role of IT, and shared mobility initiatives Links transportation and land use, climate change, and poverty reduction and gender, going well beyond the technical issues of transport planning Highlights successful factors that have worked and how they can be tailored to different contexts Includes learning aids, such as case studies, text boxes and chapter openers and summaries

Available in PDF, EPUB and Kindle. Book excerpt: This book uses international case studies to present insights on the policies, actors, and institutions that are critical to successful transit-oriented development (TOD). TOD has many potential benefits for cities and regions, and is considered a critical element in reshaping sprawling car-dependent urban regions into denser regions built around transit corridors. However, it is not a magic bullet solution for metropolitan transportation problems: challenges persist, such as displacement of local residents and regulatory barriers. How has TOD been successfully implemented? How can we integrate the positive aspects of TOD while minimizing its negative impacts? This book presents a study conducted at the University of Amsterdam, exploring 11 international case studies, including a meta-analysis, rough set analysis and policy transfer workshops. The authors discuss the findings and present solutions to persistent challenges to transit-oriented development. Additional literature on eTOD (equitable TOD) strategies, as a fundamental component of planning for regional transportation, shows that these approaches can result in more collaborative processes, community-led development that minimizes the negative impacts of transportation infrastructure. As our Dutch colleagues stated, TOD can be considered a policy concept that can be used as a story to unite people.

Book excerpt: This report presents the findings from an investigation of opportunities to implement bus rapid transit systems in the San Francisco Bay Area with a focus on bus transit routes that travel on the state's highway system. A primary component of this project has been the consideration of inter-connectivity and regional aspects of bus rapid transit systems deployment in the Bay Area. We examined approximately 200 bus transit routes in the Bay Area that lie on the state highway system from which five routes were identified as likely candidates for bus rapid transit implementation. Two of the five routes _ VTA's Line 22 and SamTrans' Lines 390/391 _ were selected for follow-up case study analysis because they involve bus routes on the same roadway, SR 82, which includes not only multi-jurisdictional issues by including two counties and numerous local cities, but also two transit properties making this selection uniquely qualified to consider inter-connectivity and regional aspects of bus rapid transit systems deployment in the Bay Area. .
