Book excerpt: The Delta Regional Authority (DRA) began funding rural development projects in economically distressed counties in the Mississippi River Delta region in 2002. To assess the initial economic outcomes of DRA funding, we compared nonmetropolitan DRA counties with similar counties elsewhere in the same region as well as in the Southeast. Per capita income, net earnings, and transfer payments grew more rapidly in DRA counties than in similar non-DRA counties, and those impacts were stronger in counties in which DRA spending was higher. Each additional dollar of DRA spending was associated with an increase of $15 in the growth of annual personal income from 2002 to 2007, including an increase of $8 in annual earnings (primarily in the health care and social services sector) and an additional $5 in annual transfer (Government) payments (mainly due to increased medical transfer payments such as Medicare and Medicaid). Our findings suggest that investments supported by the DRA in improved medical facilities and DRA efforts to increase the supply of health professionals may be promoting additional health sector earnings and medical transfer payments.

Book excerpt: With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

Book excerpt: This volume applies the science of complexity to study coupled human-environment systems (CHES) and integrates ideas from the social sciences of climate change into a study of rural development amid flooding and urbanization in the Poyang Lake Region (PLR) of China. Author Qing Tian operationalizes the concept of sustainability and provides useful scientific analyses for sustainable development in less developed rural areas that are vulnerable to climatic hazards. The book uses a new sustainability framework that is centered on the concept of well-being to study rural development in PLR. The PLR study includes three major analyses: (1) a regional assessment of human well-being; (2) an empirical analysis of rural livelihoods; and (3) an agent-based computer model used to explore future rural development. These analyses provide a meaningful view of human development in the Poyang Lake Region and illustrate some of the complex local- and macro-level processes that shape the livelihoods of rural households in the dynamic process of urbanization. They generate useful insights about how government policy might effectively improve the well-being of rural households and promote sustainable development amid social, economic, and environmental changes. This case study has broader implications. Rural populations in the developing world are disproportionally affected by extreme climate events and climate change. Furthermore, the livelihoods of rural households in the developing world are increasingly under the influences of macro-level forces amid urbanization and globalization. This case study demonstrates that rural development policies must consider broader development dynamics at the national (and even global) level, as well as specific local social and environmental contexts. By treating climate as one of many factors that affect development in such places, we can provide policy recommendations that synergistically promote development and reduce climatic impacts and therefore facilitate mainstreaming climate adaptation into development.

Part II on ’Rural Entrepreneurship and Labour Markets’ explores the potential of business start-ups in rural spaces which are not only necessity driven. Part III ’Rural Innovation and Learning’ shows that rural places are also places for innovation and learning. Part IV on ’Rural Policies and Governance’ argues that regional policies for rural places should promote side activities to maintain social capital and that regional policy should take a more integrative perspective between urban and rural spaces in order to explore complementary development paths. It assesses the state of the art of systems approaches applied to eco-regional problems, presenting and discussing a number of case studies. Future research needs are discussed, as well as ways to improve collaboration between research institutes. The seminar on which the book is based was organised on behalf of the Directorate General for International Cooperation of the Netherlands Ministry of Foreign Affairs by the Research Institute for Agrobiology and Soil Fertility (AB-DLO), the Wageningen Agricultural University (WAU), and the International Potato Centre (CIP). It was held at the International Service for National Agricultural Research (ISNAR), and was attended by participants from all CGIAR centres, among others.
