Book excerpt: It has been identified in the literature that there exists a "spatial mismatch" between geographical concentrations of lower-income or minority people who have relatively lower rates of car ownership, lower skills or educational attainment and who mainly rely on public transit for their travel, and low-skilled jobs for which they more easily qualify. Given this situation, various types of transportation projects have been constructed to improve public transit services and, alongside other goals, improve the connection between low-skilled workers and jobs. As indicators of performance, measures of job accessibility are commonly used in to gauge how such improvements have facilitated job access. Following this approach, this study investigates the impact of the Phoenix Metro Light Rail on job accessibility for the transit users, by calculating job accessibility before and after the opening of the system. Moreover, it also investigates the demographic profile of those who have benefited from improvements in job accessibility----both by income and by ethnicity. Job accessibility is measured using the cumulative opportunity approach which quantifies the job accessibility within different travel time limits, such as 30 and 45 minutes. ArcGIS is used for data processing and results visualization. Results show that the Phoenix light rail has improved job accessibility of the traffic analysis zones that are along the light rail line and Hispanic and lower-income groups have benefited more than their counterparts.

Book excerpt: Light-rail transit (LRT) is increasingly being implemented alongside supportive policies such as overlay zoning---a planning ordinance that specifies the type and density of development---to stimulate land use change. Despite this thinking, no studies have examined the extent to which overlay zoning articulates with the improved accessibility provided by LRT to affect station areas. GIS-based analysis quantified the effects of light-rail and overlay zoning on three separate aspects of station areas in metropolitan Phoenix, Arizona, defined as those land parcels located within ½ mile walking distance of LRT stations: (1) residential density; (2) the price of pre-existing single-family houses and condos; and (3) the amount and form of new construction (2000--2005), defined as transit-oriented development (TOD). The first set of results show that overlay zoning rather than station area proximity creates more compact cities. The second set of results show that the economic valuation of LRT-related accessibility and overlay zoning vary by land use type: (1) for single-family houses, LRT-related accessibility commands a premium but overlay zoning generates a discount; (2) for condos, there is no nuisance effect associated with being "too near" a light-rail station, but rather the opposite effect; (3) for condos, overlay zoning generates a premium. The third set of analyses produced a typology of station areas: Low-Income Mixed-Use neighborhoods, Employment and Amenity Centers, areas of Urban Poverty, High Population Rental neighborhoods, and Transportation Nodes. Parcels in areas of Urban Poverty were three times more likely than other station area types to have overlay zoning but attracted a disproportionately small share of TOD. Conversely, Employment and Amenity Centers attracted a disproportionately large share of new construction on parcels without overlay zoning. Policy implications are that barriers to TOD vary across locations, that overlay zoning is critical in some locations to produce TOD and seemingly unimportant in others, and that the geographic distribution of TOD is strongly influenced by forces of agglomeration. Overall conclusions are that light-rail and overlay zoning have a complex relationship. Theoretical frameworks describing how land use and transportation interrelate in contemporary cities need to take into account multiple aspects of urban geography.

The research on visualizing 3-dimensional environments have now entered the mainstream of computer science with a number of highly cited articles. Other disciplines, such as graphic design, geography and cartography have also lead in the development of new forms of vi- alization and communication, both conceptually and technologically. In contrast, the literature on modeling and visualization in planning has relied heavily on g- graphic information systems (GIS) tools that continue to provide two-dimensional spatial maps in formats not significantly different from those of a decade ago. This is not to suggest that research on planning support systems and GIS have been stagnant. Integrated models of transportation-land use-environment have become more sophisticated and several operational models are currently in use. Regardless, visualization research in planning has not kept pace with these developments. This volume attempts to redress this gap in the planning literature.

Elements of improving economic vitality include better access to markets and labor force, reduced cost of delay, reduced congestion, improved safety, reduced pollution, and a better quality of life. However, the ways in which new and improved highway capacity influences economic vitality are complex and often indirect. This project had three objectives: (1) to provide a resource to help determine the net changes in the economic systems of an area impacted by a transportation capacity investment; (2) to provide data and results from enough structured cases that project planners in the future can use the cases to demonstrate by analogy the likely impacts of a proposed project or group of projects (plan); and (3) to demonstrate how this fits into collaborative decision making for capacity expansion."--proj. desc. This project produced 100 case studies of already-built highway capacity projects and their economic development impacts. To accomplish this, the study team compiled pre/post economic and land development data and conducted local interviews, in order to portray the actual, observed economic development impacts of those projects. The results were put into a database and classified by type of project and local setting. An accompanying web tool, called T-PICS (Transportation Project Impact Case Studies), was developed to provide access to the case study information so it can be used to portray the range of economic development impacts occurring as a result of different types of projects in different settings.
