Book excerpt: The higher-level purpose of this study is to provide information to be used to raise the ambition of Georgia's nationally determined contribution (NDCs) and to consider adaptation targets for the Black Sea coast of Georgia. The study also aims to highlight how supporting a blue economy can accelerate the implementation of adaptation measures required to reduce climate risks and contribute towards the region's socioeconomic development and environmental conservation. The methodology used in the present study consists of five main steps: define the geographic scope; review available climate change projections; identify key climate risks and vulnerabilities for coastal Georgia; assess the impact of climate change on economic sectors and infrastructure, and possible adaptation options; and prioritize initial recommendations and key climate adaptation actions. The approach used to evaluate the various impacts on coastal Georgia consisted of a qualitative analysis and expert input from international and local teams. This included an assessment of feasible adaptation options. Discussions with local experts and government agencies were also carried out in order to gain further details of vulnerable areas and evaluate both the potential for specific adaptation measures to yield economic benefits as well as the feasibility and acceptability of these options. The report is organized in six chapters. Chapter one introduces the purpose, objectives, methodology, and limitations for the study. Chapter two provides an overview of Georgia's coastal zone economic sectors, while chapter three provides an overview of Georgia's coastal climate and climate change impacts. Chapter four presents the priority risks for coastal Georgia, based on the existing cost of environmental degradation estimates and climate change projections. Chapter five discusses the impacts of climate change on Georgian coastal economic sectors, health and infrastructure, through the prism of the priority risks described in the previous chapter and presents a menu of adaptation options. Chapter six discusses the conclusions of the study and makes initial information, institutional, and investment recommendations, and key actions, including key actions required to implement climate adaptation on the ground.

Georgia's coastal zone is crucial to the national economy but has been affected by substantial environmental degradation. This report estimates the impact of degradation that occurred in 2017, as a result of pollution, flooding, coastal erosion, and agricultural soil and forest degradation in eight of coastal Georgia's municipalities. Economic values are expressed in 2017 prices. This study is a first attempt to estimate the COED of Georgia's coastal zone and so features some uncertainties regarding data and information used for cost estimates. Therefore, estimates of this report provide an order of magnitude of the COED for selected areas affected by degradation. Raising awareness of the magnitude of coastal degradation is a critical step towards enacting positive change. Therefore, this report focuses on coastal Georgia's eight municipalities, estimating, in monetary terms, the COED in 2017. Estimates provide an indication of the real magnitude of damage and of the urgency of action needed to protect Georgia's coastal zone. The report is organized as follows: chapter one gives introduction. Chapter two provides an overview of the methods used for estimating the COED and covers the report limitations. Chapter three reports estimate of costs related to pollution, chapter four addresses the cost of flooding and coastal erosion, while chapter five analyzes costs associated with soil and forest degradation. Chapter six qualifies potential risks due to climate change in the coastal zone of Georgia. Chapter seven outlines some recommendations that Georgia may take to reduce annual degradation costs.

Book excerpt: Many Climate Scientists believe that global warming will produce more extreme weather events such as tropical storms, hurricanes, intense rainfall, and flooding. These events are considered to be the most catastrophic natural events for transportation systems especially in coastal areas. Due to the severe damage from storm surge and flooding. Evaluating the magnitude of possible storm surges and their impacts on transportation systems in coastal areas is fundamental to developing adaptation plans and impact assessments to mitigate the damage. : This thesis focuses on existing transportation systems in the Georgia coastal area that could be affected by several storm surges. An existing storm surge model is used to estimate the storm surges and the surge heights based on the category, direction, and forward speed of a storm. The ground elevation of the ports, interstates, state roads, railroads, and the principal airports on the Georgia coast are identified through a GIS analysis using the national elevation data set. Having the storm surge elevation and the elevation of the existing infrastructure, a GIS study is performed to identify those parts of the transportation system that will be affected by each type of storm giving results such as the length or sections of transportation assets under or above the surge elevation. A literature review of storm surge, rising sea levels, and their impacts on coastal bridges, roads, airports, ports, and railroads is presented in the thesis. Also, a description of the software used to analyze and estimate the impacts of climate change on transportation systems is described.
