They describe the reconstitution of the fleet under difficult conditions from the end of the Civil War up to the mid-1920s, leading to a change from classical naval strategy to a Jeune ecole model in the first two Five-Year Plans, including efforts to obtain foreign assistance in the design of warships and submarines. Their aim is to explain the reasons for the sudden change in 1935 to begin building a big ocean-going fleet. After a period of co-operation with Germany from 1939-41, the plans came to a halt when Hitler attacked the Soviet Union in 1941. Finally, this work covers the reopening of the naval planning processes in 1944 and 1945 and the discussions of the naval leadership with Stalin, the party and government officials about the direction of the new building programmes as the Cold War began.

Unfortunately they must depend on poor Soviet data that is largely unreliable and faulty. Much of it is ambiguous and therefore cannot be trusted with great significance. This is a theoretical analysis and empirical study. I postulate that the weak socialist fundamentals that supported the Soviet Union led it its imminent collapse. The Soviet Union economic model promoted excess centralization, vast amounts of inefficiencies and faulty priorities. External factors and economic shocks also prevented the Soviet Union from allocating their resources to their best uses. The Cold War, the largest external shock to the Soviet economy, resulted in large defense spending, which caused this internal economic collapse. I attempt to determine to what extent the Cold War impacted the economy in the long run and conclude that socialist theories fail to respond to such shocks. The Soviet Union deviated from these socialist principles, and I show this by examining Soviet behavior, including the theory of cognitive dissonance and how they ignored long-term problems (blat), which only exasperated the challenges Gorbachev faced. I draw appropriate conclusions of Gorbachev's economic reforms, in that they were inconsistent with economic models of Leninist-Marxist theories.

This report is part of a larger project to inform Australian policymakers of the economics and feasibility of various strategies for the Australian shipbuilding industrial bases that produce or repair naval surface vessels. The authors utilize a case study methodology to examine Newport News Shipbuilding in Newport News, Virginia, and Austal USA shipbuilding in Mobile, Alabama. They complement and contrast analysis of these shipbuilders by examining the impact of the Saab Aeronautics Gripen program on Linkoping, Sweden. Both shipbuilders have had favorable effects on their local economies. Neither shipbuilder shows evidence of sizable adverse displacement effects; the shipbuilders appear not to have deprived other local firms of labor. On the other hand, neither shipbuilder has given rise to the Silicon Valley type ecosystem of favorable spillovers and spin-offs that appears to have emanated from the Gripen program. The research therefore stakes out a middle-ground position in the Australian policy debate. The authors accept neither a shipbuilding has no impact argument nor a shipbuilding will have large-scale beneficial effects argument. The indigenous production of ships in Australia cannot be expected to have both low opportunity costs and displacements and high levels of favorable spillovers. Instead, these two objectives seem to trade off against one another."--Back cover.
