Book excerpt: Evaluation, repair and rehabilitation of bridges are increasingly important topics in the effort to deal with the deteriorating infrastructure. For example, in the United States about 40 percent of the nation's 570,000 bridges are classified, according to the Federal Highway Administra tion's (FHW A) criteria, as deficient and in need of rehabilitation and replacement. In other countries the situation is similar. FHW A estimates the cost of a bridge replacement and reha bilitation program at 50 billion dollars. The major factors that have contributed to the present situation are: the age, inadequate maintenance, increasing load spectra and environmental contamination. The deficient bridges are posted, repaired or replaced. The disposition of bridges involves clear economical and safety implications. To avoid high costs of replacement or repair, the evaluation must accurately reveal the present load carrying capacity of the struc ture and predict loads and any further changes in the capacity (deterioration) in the applicable time span. Accuracy of bridge evaluation can be improved by using the recent developments in bridge diagnostics, structural tests, material tests, structural analysis and probabilistic methods. There is a need for an international exchange of advanced experience to increase the research effi ciency. The Workshop is organized on the premise that the exchange of existing American and European experience in the area of bridge evaluation, repair and rehabilitation is beneficial for both parties involved.

Book excerpt: The state of Wyoming alone has 13.1 million square feet of bridge deck, and evaluation of those decks has become an important part of the Wyoming Department of Transportation's (WYDOT) management of bridge repairs. The authors believe that development and advancement of nondestructive evaluation methods over the past 25 years may provide a more efficient, standardized, and accurate method for evaluating bridge deck conditions compared with current practices. A study was performed on three bridge decks in Wyoming: the First Street Bridge in Casper, the Douglas I-25 Bridge, and the Remount I-80 Bridge. For each bridge, an investigation was done using standard WYDOT practices for chain dragging. In addition, the bridges were evaluated using impact echo, thermal imaging, and ground-penetrating radar (GPR) techniques. All three methods considered were successful, and the damage locations between the impact echo, thermal imaging, and GPR generally correlated well. Based on this study, a complete bridge deck evaluation should combine impact echo with GPR testing to provide the most accurate predictions of delamination and debonding in support of optimal maintenance decisions.

Book excerpt: Fire events and impact damage on bridges are few of the least understood of common extreme events. Bridge infrastructures that are subjected to hazards such as fire or impact from over height vehicle can catastrophically collapse or be heavily damaged. External wrapping of damaged concrete bridge components with Fiber Reinforced Polymer (FRP) laminates has been used as a strengthening technique for these bridges. Two such in-service bridges, one of which was fire damaged and the other impact damaged, both aged more than 50 years old in Irving, Texas, were selected for this study. The damaged beams of the concrete girders were subsequently repaired and strengthened with carbon FRP (CFRP) laminates. The girders were instrumented with strain gauges and displacement transducers, and a non-destructive live load test was carried out. The results from the load test were used to evaluate the performance and determine the lateral flexural load distribution. The strengthened girder exhibited a lower midspan deflection and lower strain than a similar representative undamaged girder. FE models were prepared and calibrated using the experimental results. Fire model using a Fire Dynamics Simulator (FDS) and heat transfer analysis was used to accurately predict the post-fire material properties of concrete to calibrate the FE model for fire-damaged bridge. It was observed that the modulus of elasticity of the fire damaged section of the bridge was reduced by 20% to 75% in different sections of the bridge. A calibrated FE model for the impact damaged bridge was also able to mirror the experimental performance of the bridge. Load distribution characteristics of the bridge were studied and compared with AASHTO LRFD distribution factors for moment.

Book excerpt: The U.S. Army Engineer Research and Development Center (ERDC) is leading research efforts for the development of rapid bridge load-capacity assessment tools for the military, otherwise known as Military Load Classification (MLC). These tools may be used in the evaluation of the effects of heavy military-vehicles on civilian bridges and are based, in part, on field tests of concrete bridges. This field testing procedure is aimed at determining the MLC of a bridge by first estimating girder stiffness and considering load distribution effects associated with a test vehicle. This approach, while capable of providing the desired MLC estimate, does not provide an adequate measure of uncertainty or confidence in the estimate, since the field measurement may mask actual damage states in the bridge. Assessing the current condition of a bridge is a key component in the determination of its load-carrying capacity. As a result, tests in which the true condition of the bridge is determined can be useful in assessing the relative uncertainty or even the appropriate confidence level of the MLC estimate. This study describes field testing procedures using ambient, impact, and wave speed techniques on reinforced concrete bridges owned by the Virginia Department of Transportation. The ambient response measurements were used to determine fundamental characteristics including resonant frequencies and mode shapes, while the transient tests were designed to provide some measure of the relative condition that may exist between girders in the bridge. These measurements will supplement other measurements acquired using test vehicles and surveying techniques.

Limited research exists on the response prediction and protection of bridges under near-field blast loads. This research focuses on the evaluation of box girder bridges under blast loads. The objective of this research is to develop analytical and numerical models to predict the damage level in a concrete deck under blast loading and the corresponding dynamic response of the damaged bridge system. The numerical analysis starts from the verification of blast pressure in the free air using explicit LS-DYNA with the Arbitrary Lagrangian Eulerian (ALE) system of equations, followed by predicting the damage level on concrete panels under different charge weights and standoff distances and finally evaluating the dynamic response of bridge superstructure using the predominant damage levels. In addition, an analytical formulation will be presented to predict damage level of concrete structures under blast loading. Key parameters were studied during the analysis, such as the weight of the charge, the standoff distance, and concrete deck properties. Preliminary simulation results compared well with existing experimental blast test data on concrete panels for predicting the damage level. Simple analytical models for predicting the spalling/breaching of concrete walls under blast are development and will be refined using the numerical parametric study. An Artificial Network model (ANN) for predicting the concrete damage under near field blasts is also developed based numerical simulations of 125 slab blast configurations. The results compared reasonable well with existing empirical methods.
