Book excerpt: In Uganda, agricultural extension has been hotly debated since the implementation of the National Agricultural Advisory Services (NAADS) program in 2001. Conceived as a demand-driven approach and largely publicly-funded with services provided by the private sector, the NAADS program targets the development and use of farmer institutions. It is a key strategy in the government’s poverty reduction and national development plan. Due to methodological challenges arising from the complex ways that many factors influence the relationship between extension inputs and outcomes, as well as data-quality issues, the effectiveness of agricultural extension in raising agricultural productivity and incomes and reducing poverty is often viewed with skepticism among policymakers and development practitioners. The NAADS program has been no exception. Some initial evaluations, mostly qualitative in nature, indicate the program has had a favorable effect on increasing the use of improved technologies, marketed output, and wealth status of farmers receiving services from the program. However, the program does not appear to be promoting improved soil-fertility management, raising concern about the sustainability of potential productivity increases. Now that the first phase of the program has ended, this study rigorously assess the outcomes and impacts obtained thus far, in order to help inform the current second phase and offer lessons for others implementing or planning to implement demand-driven agricultural advisory services in developing countries. The findings presented here are useful to policymakers of central and local governments, farmer groups, advisory service providers, donors, and others seeking to improve agricultural extension services in Uganda and elsewhere. Program evaluators and policy analysts will find the methods instructive.

The overall objective of this dissertation was to examine the impact of National Agricultural Advisory Services on improving livelihoods. The specific objectives included: to identify how National Agricultural Advisory Service projects are being implemented, to find out how the program has contributed towards livelihood improvement among women, and to assess the impact of the program on improving livelihood among women. The contents of this dissertation are findings based on data collected from the field of study. Secondary data is only used for comparison or to back up the findings. The findings from respondents revealed that they had not registered any improvements in household food security and the lives of women. Disappointments were expressed in few service providers, high fees for extension services, delay in getting seeds, land shortage, high poverty and illiteracy levels. The study recommended that the program be re-focused and designed in a more participative way so as to transform agriculture from subsistence to commercial farming.

Book excerpt: Agricultural extensions systems were introduced in Uganda by the colonial administration, in the early twentieth century. It has been a key part of Uganda¿s agricultural development strategy, albeit with changes and innovations in approaches, institutional arrangements, methods, and strategies. There has been a dearth documented information on the subject, and this study now provides a systematic documentation and analysis of these changes and innovations, with a view to drawing lessons to inform theory and practice, and to avoid repetition of past mistakes. The book is organised in three parts: Uganda¿s Experiences with a Privatised contract Farmer-owned Extention Approach; Innovative Extension Methodologies; and Training and Capacity Development for Innovation and Reform in Agricultural Extension. Margaret Najjingo Mangheni is a senior lecturer in the Department of Agricultural Extension/Education at Makerere University. The contributors to the book have served in agricultural extension education as educators, managers and field practitioners, in Uganda and elsewhere.

Book excerpt: Extension services provide channels through which farmers are exposed to new information and agricultural practices that can increase their productivity. Because of differences in program design and resource availability, extension effectiveness has varied greatly across Africa. We investigate the impact of membership in a National Agricultural Advisory Service (NAADS) farmer group on farm yields in Uganda. We also investigate the household and farm characteristics that influence the effectiveness of NAADS farmer groups. We find farmer group membership has no impact on farm yields. Our investigation of factors influencing farmer group effectiveness reveals certain groups of farmers are not benefitting more than other groups. In particular, characteristics such as gender, wealth, age, and land ownership do not influence the effectiveness of farmer group membership.

Book excerpt: Agricultural transformation and development are critical to the livelihoods of more than a billion small-scale farmers and other rural people in developing countries. Extension and advisory services play an important role in such transformation and can assist farmers with advice and information, brokering and facilitating innovations and relationships, and dealing with risks and disasters. Agricultural Extension: Global Status and Performance in Selected Countries provides a global overview of agricultural extension and advisory services, assesses and compares extension systems at the national and regional levels, examines the performance of extension approaches in a selected set of country cases, and shares lessons and policy insights. Drawing on both primary and secondary data, the book contributes to the literature on extension by applying a common and comprehensive framework — the “best-fit” approach — to assessments of extension systems, which allows for comparison across cases and geographies. Insights from the research support reforms — in governance, capacity, management, and advisory methods — to improve outcomes, enhance financial sustainability, and achieve greater scale. Agricultural Extension should be a valuable resource for policymakers, extension practitioners, and others concerned with agricultural development.

This book was released on 2022-02-21 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study highlights how, through a series of scenarios, public investments promoting agricultural productivity in Uganda could drive growth in agrifood production, with favourable impacts on the economy, on well-being and on poverty, especially in rural areas. Using a modelling tool to represent the Ugandan economy, with its multiple sectors and current fiscal constraints, the study ranked the subsectors of Uganda’s agriculture that, through the productivity impact of public investments representing 0.25 percent of GDP (on average, about 373 billion 2017 Uganda shillings) during the years 2023–2025, will generate the greatest socio-economic benefits, maximizing the cost-effectiveness of the public investments. Generally, economic growth and the welfare of households, as measured by their consumption, will be positively impacted, but the impacts will ultimately depend on the sector that receives the investment, which is shown in a ranking. The agricultural sectors targeted for government investment will increase their output (and food prices will thus fall), and this will stimulate growth in non-agricultural sectors, both by increasing final demand for non-agricultural products and by lowering input prices and fostering upstream processing. Lower food prices will have a significant impact since food represents a relatively large proportion of the consumption basket of poorest households. Furthermore, labour income for rural households will increase with productivity growth, and this will reduce rural poverty. The findings of this study provide important information about the priorities of Uganda’s National Development Plan (NDP) III and vision for agriculture, as well as new priorities to be considered for enabling economic recovery with increased well-being post-COVID-19.

Book excerpt: This 32-chapter volume represents the core of several oral and poster presentations made at the conference. In addition to Introduction and Conclusion sections, the book is thematically divided into 7 sections, namely, 1) Land Use and Farming Systems, 2) Effects of Climate Change on Crop Yield, 3) Soil Nutrient and Water Management for Carbon Sequestration, 4) Rehabilitation of Degraded Lands through Forestry and Agroforestry, 5) Management of Animal Production for Greenhouse Gas Emissions, 6) Smallholder Adaptation to Climate Change, and 7) Economic, Social and Policy Issues. It addresses these themes in the context of sustainable intensification (SI). It implies increasing agronomic production from the existing land while improving/restoring its quality and decreasing the C or environmental footprint. Simply put, SI means producing more from less.

Available in PDF, EPUB and Kindle. Book excerpt: Agricultural Productivity in Africa: Trends, Patterns, and Determinants presents updated and new analyses of land, labor, and total productivity trends in African agriculture. It brings together analyses of a unique mix of data sources and evaluations of public policies and development projects to recommend ways to increase agricultural productivity in Africa. This book is timely in light of the recent and ongoing growth recovery across the continent. The good news is that agricultural productivity in Africa increased at a moderate rate between 1961 and 2012, although there are variations in the rate of growth in land, labor, and total factor productivities depending on country and region. Differences in input use and capital intensities in agricultural production in the various farming systems and agricultural productivity zones also affect advancements in technology. One conclusion based on the book’s research findings derives from the substantial spatial variation in agricultural productivity. For areas with similar agricultural productivity growth trends and factors, what works well in one area can be used as the basis for formulating best-fit, location-specific agricultural policies, investments, and interventions in similar areas. This finding along with others will be of particular interest to policy- and decisionmakers.
