After the catastrophic 2004 tsunami in the Indian Ocean, legislation was passed to expand U.S. tsunami warning capabilities. Since then, the nation has made progress in several related areas on both the federal and state levels. At the federal level, NOAA has improved the ability to detect and forecast tsunamis by expanding the sensor network. Other federal and state activities to increase tsunami safety include: improvements to tsunami hazard and evacuation maps for many coastal communities; vulnerability assessments of some coastal populations in several states; and new efforts to increase public awareness of the hazard and how to respond. Tsunami Warning and Preparedness explores the advances made in tsunami detection and preparedness, and identifies the challenges that still remain. The book describes areas of research and development that would improve tsunami education, preparation, and detection, especially with tsunamis that arrive less than an hour after the triggering event. It asserts that seamless coordination between the two Tsunami Warning Centers and clear communications to local officials and the public could create a timely and effective response to coastal communities facing a pending tsuanami. According to Tsunami Warning and Preparedness, minimizing future losses to the nation from tsunamis requires persistent progress across the broad spectrum of efforts including: risk assessment, public education, government coordination, detection and forecasting, and warning-center operations. The book also suggests designing effective interagency exercises, using professional emergency-management standards to prepare communities, and prioritizing funding based on tsunami risk.

It summarises the interim findings from ongoing assessments in Indonesia, the Maldives, the Seychelles, Somalia, Sri Lanka, Thailand and Yemen, including evidence of environmental concerns that require immediate action. The short term clean-up programme must be coupled with policy development and strengthened institutions, and the recovery agenda will require the clean-up of contamination hotspots, and rehabilitation of critical livelihoods and ecosystems.

Book excerpt: The tsunami that struck a dozen countries around the Indian Ocean on 26 December 2004 evoked international sympathy on a scale beyond any previous natural disaster. The international relief effort broke all records both in scale and diversity, with seven billion U.S. dollars donated from all over the world through public and private agencies for Sumatra alone. Simply as a reconstruction effort, therefore, the disbursement of those funds and the rebuilding of housing, infrastructure, and economy posed major national and international challenges. However this was not simply a reconstruction effort. Aceh at that time was a war zone, with Indonesia's military engaged in a major operation to crush a separatist rebellion that had been simmering since 1976. Even though the funds had been donated for tsunami relief, any real reconstruction of Aceh had to consider the impact of the conflict on the well-being of the population, as well as governance and administrative capacities. This volumes serves the purpose not only of discussing some of the lessons of the Aceh reconstruction and peace processes, but also of maintaining critical links between Aceh and the international community after the initial tranches of aid expire.

One of the most recent trends has been a focus on ‘humanitarian cooperation’ between the governments of disaster affected countries and other humanitarian actors. The research presented in this book builds on this trend by comparing two governmental recovery agencies, namely the Interim Haiti Recovery Commission (IHRC) and the Aceh Nias Rehabilitation and Reconstruction Agency (BRR). Through a review of the literature on policy transfer, the creation of an integrated conceptual/analytical framework for policy transfer and the application of Lijphart’s ‘comparative method’, the research attempts to identify both whether or not policy transfer occurred between the two contexts, as well as the possible causes for the difference in both agencies’ ability to ‘build back better’. The outcomes of the research are then used to suggest possible areas of future research and related hypotheses.
