Book excerpt: The agricultural sector in Nigeria is characterized by low productivity that is driven by low use of modern agricultural technologies, such as improved seed, chemical fertilizer, agrochemicals, and agricultural machinery. Poor access to credit is claimed to be one of the key barriers to adoption of these technologies. This study examines the nature of credit constraints among smallholder farmers – whether smallholders are credit constrained or not and the extent to which credit constraints emanate from supply-side or demand-side factors. Using multinomial probit and seeming unrelated simultaneous equations econometric models with data from the 2018/19 Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) for Nigeria, the study investigates the factors affecting credit access and the effects of these credit constraints on adoption of four agricultural technologies – inorganic fertilizer, improved seed, agrochemicals, and mechanization. The results show that about 27 percent of survey households were found to be credit constrained – 12.8 percent due to supply-side factors and 14.2 percent due to demand-side factors. Lack of access to information and communication technology, extension services, and insurance coverage are the major demand-side factors negatively affecting smallholder’s access to credit. Registered land tiles and livestock ownership enhance credit access. Credit constraints manifests themselves differentially on the adoption of different agricultural technologies. While adoption of inorganic fertilizer and improved seed are significantly affected by credit constraints from both the supply and the demand-sides; use of agricultural machinery is affected only by demand-side factors, while use of agrochemicals is not affected from either supply or demand-side credit factors. From a policy perspective, our findings indicate that improving credit access via supply-side interventions alone may not necessarily boost use of modern agricultural technologies by smallholder farmers in Nigeria. Demand-side factors, such as access to information, extension services, and insurance cover, should equally be addressed to mitigate the credit constraints faced by smallholders and increase their adoption of modern agricultural technologies and improve their productivity.

A drought experiment conducted in a cacao agroforestry plantation showed that this plantation was surprisingly resilient to an induced drought of more than a year (Schwendenmann et al. 2009). However, droughts can have a strong impact on household incomes from agriculture, they strongly a?ect the vulnerability to poverty and thus have to be analyzed as important exogenous shocks to households, forcing them to adjust their behaviour and develop strategies to cope with these problems. The stability of rainforest margins is a critical factor in the protection of tropical rainforests (Tscharntke et al. 2007). At present, however, rainf- est margins in many parts of the tropics are far from stable, both in soc- economic and in ecological terms. For example, protected areas may attract, rather than repel, human settlement, which may be due to international donor investment in national conservation programs (Wittemeyer et al. 2008). An alternative hypothesis is that protected areas might be compromised if leakage takes place, that is, if impacts that would take place inside the restricted area are displaced to a nearby, undisturbed area (Ewers and Rodrigues 2008).

Book excerpt: This volume deals with land degradation, which is occurring in almost all terrestrial biomes and agro-ecologies, in both low and high income countries and is stretching to about 30% of the total global land area. About three billion people reside in these degraded lands. However, the impact of land degradation is especially severe on livelihoods of the poor who heavily depend on natural resources. The annual global cost of land degradation due to land use and cover change (LUCC) and lower cropland and rangeland productivity is estimated to be about 300 billion USD. Sub-Saharan Africa (SSA) accounts for the largest share (22%) of the total global cost of land degradation. Only about 38% of the cost of land degradation due to LUCC - which accounts for 78% of the US$300 billion loss – is borne by land users and the remaining share (62%) is borne by consumers of ecosystem services off the farm. The results in this volume indicate that reversing land degradation trends makes both economic sense, and has multiple social and environmental benefits. On average, one US dollar investment into restoration of degraded land returns five US dollars. The findings of the country case studies call for increased investments into the rehabilitation and restoration of degraded lands, including through such institutional and policy measures as strengthening community participation for sustainable land management, enhancing government effectiveness and rule of law, improving access to markets and rural services, and securing land tenure. The assessment in this volume has been conducted at a time when there is an elevated interest in private land investments and when global efforts to achieve sustainable development objectives have intensified. In this regard, the results of this volume can contribute significantly to the ongoing policy debate and efforts to design strategies for achieving sustainable development goals and related efforts to address land degradation and halt biodiversity loss.

Book excerpt: Despite several studies showing the effect of access to markets and weather conditions on crop production, we know quite little on whether and how livestock production systems respond to variation in weather risk and access to markets. In this paper, we study whether and how livestock production responds to access to markets and varying weather risk. We also explore whether such responses vary across livelihood zones and livestock production systems. We study these research questions using information on the livestock production, ownership, and marketing decisions of households in Ethiopia. We find that households living close to markets are more likely to engage in market-oriented livestock production and use modern livestock inputs. We also find that households exposed to more unpredictable weather are less likely to engage in livestock production for markets. Rather, they are more likely to engage in livestock production for precautionary savings and insurance. Furthermore, greater rainfall uncertainty influences livestock portfolio allocation towards those types of livestock which can be easily liquidated, while also discouraging investment in modern livestock inputs. However, these responses and patterns vary across livelihood zones and production systems - most of these stylized responses and impacts are more pronounced in the arid and semi-arid lands of Ethiopia, where livestock herding remains a dominant source of livelihood. Those households relying only on livestock production seem more sensitive and responsive to weather risk and weather shocks. The heterogeneity in responses to and impacts of weather risk among farming systems and livelihoods highlights the need for more tailored livestock sector policies and interventions.

We present a simple model of technology adoption by farm households in an environment of incomplete financial and land markets. We then use a probit model and symmetrically censored least squares estimation of a dynamic tobit model to analyze the decisions to adopt, expand, and disadopt the method. We find that seasonal liquidity constraints discourage adoption by poorer farmers. Learning effects--both from extension agents and from other farmers--exert significant influence over adoption decisions.

Book excerpt: Though there is increasing evidence of the availability and potential of new agricultural technologies in Africa south of the Sahara, effective demand for them is still low. A recent refocus on increasing farmers use of modern technologies such as improved seed and chemical fertilizer has led to a resurgence of input subsidies for these products in many developing countries. One popular mechanism currently in use is input vouchers. Targeted input vouchers are intended to simultaneously improve the targeting of subsidies and develop demand in private markets. While there is growing evidence of the impact of targeted subsidies on private input demand, as far as we are aware no empirical studies have examined the spillover effects of targeted subsidies for just one input on the use of other complementary inputs with which there is low substitutability. Consequently, this study begins to fill this gap by exploring the effect of increasing access to subsidized fertilizer on farmers use of improved seed in Nigeria. Using a control function approach within a limited dependent variable framework, we explore the effect of receiving subsidized fertilizer on a farmers likelihood of using improved seed. The study finds evidence that increased access to subsidized fertilizer increased the likelihood of farmers using improved seed in Kano, Nigeria. This indicates that farmers are re-optimizing their use of other inputs in response to increasing availability of one input. This complicates the ability to isolate the returns to any one input when evaluating programs targeted at just one input. Our results were robust to various model specifications and indicate that there is a clear link between farmers use of improved seed and fertilizer in Kano, which could be leveraged in the development of input subsidy programs across Africa south of the Sahara.
