Book excerpt: The Committee on Ozone-Forming Potential for Reformulated Gasoline was asked whether the existing body of scientific and technical information is sufficient to permit a robust evaluation and comparison of the emissions from motor vehicles using different reformulated gasolines based on their ozone-forming potentials and to assess the concomitant impact of that approach on air-quality benefits of the use of oxygenates within the RFG program. As part of its charge, the committee was asked to consider (1) the technical soundness of various approaches for evaluating and comparing the relative ozone-forming potentials of RFG blends, (2) technical aspects of various air-quality issues related to RFG assessment, and (3) the sensitivity of evaluations of the relative ozone-forming potentials to factors related to fuel properties and the variability of vehicle technologies and driving patterns.

Book excerpt: Gasolines reformulated specifically for reducing vehicle emissions will result in the most significant changes in the U.S. refining industry since the advent of unleaded gasoline. This paper will review the results from the Auto/Oil Air Quality Improvement Research Program showing the beneficial effects on vehicle emissions of individually decreasing gasoline aromatic, olefin and sulfur contents, 90% distillation temperature, and Reid vapor pressure, and of adding oxygenates. The paper discusses the importance of reformulated gasolines for reducing emissions from existing vehicles by complying with requirements in the Clean Air Act and California's Low Emission Vehicle/Clean Fuels Program. It will show the importance of controlling specific aromatic and olefin compounds in gasoline, and it will discuss how automotive manufacturers will utilize reformulated gasolines to meet future stringent vehicle emission standards.

Book excerpt: This book reviews a draft report from the federal government that assesses the effects of oxygenated gasoline on public health, air quality, fuel economy, engine performance, and water quality. In addition to evaluating the scientific basis of the report, the book identifies research needed to better understand the impacts of oxygenated fuels. Methyl tertiary-butyl ether (MTBE), which is intended to reduce carbon monoxide pollution during winter, is the most commonly used additive in the federal oxygenated fuels program. MTBE has been implicated in complaints by the public of headaches, coughs, and nausea. Other questions have been raised about reduced fuel economy and engine performance and pollution of ground water due to the use of MTBE in gasoline. The book provides conclusions and recommendations about each major topic addressed in the government's report.

Book excerpt: For a century, almost all light-duty vehicles (LDVs) have been powered by internal combustion engines operating on petroleum fuels. Energy security concerns about petroleum imports and the effect of greenhouse gas (GHG) emissions on global climate are driving interest in alternatives. Transitions to Alternative Vehicles and Fuels assesses the potential for reducing petroleum consumption and GHG emissions by 80 percent across the U.S. LDV fleet by 2050, relative to 2005. This report examines the current capability and estimated future performance and costs for each vehicle type and non-petroleum-based fuel technology as options that could significantly contribute to these goals. By analyzing scenarios that combine various fuel and vehicle pathways, the report also identifies barriers to implementation of these technologies and suggests policies to achieve the desired reductions. Several scenarios are promising, but strong, and effective policies such as research and development, subsidies, energy taxes, or regulations will be necessary to overcome barriers, such as cost and consumer choice.

Book excerpt: In the diesel sector, engine technology is in continuous development and a number of after-treatment systems have been found which in combination with an enhanced fuel quality reduce emissions of PM, such as the oxidative catalyst and the particle trap. Today, the oxidative catalyst is incorporated in all modern LD diesel vehicles, which meets the EURO-3 and equivalent standards. The particle trap is an expensive and complicated solution not yet common in diesel vehicles. Nevertheless, in order to meet future stricter emission standards the particle trap seems unavoidable for LD and could be one of the future options for HD vehicles. However, there is a notable time lag between the introduction of a new emission standard or a new engine technology and the renewal of the vehicle park and as a short term alternative to the particle trap new fuel formulations may be employed to abate particle emissions.

Book excerpt: Managing the nation's air quality is a complex undertaking, involving tens of thousands of people in regulating thousands of pollution sources. The authors identify what has worked and what has not, and they offer wide-ranging recommendations for setting future priorities, making difficult choices, and increasing innovation. This new book explores how to better integrate scientific advances and new technologies into the air quality management system. The volume reviews the three-decade history of governmental efforts toward cleaner air, discussing how air quality standards are set and results measured, the design and implementation of control strategies, regulatory processes and procedures, special issues with mobile pollution sources, and more. The book looks at efforts to spur social and behavioral changes that affect air quality, the effectiveness of market-based instruments for air quality regulation, and many other aspects of the issue. Rich in technical detail, this book will be of interest to all those engaged in air quality management: scientists, engineers, industrial managers, law makers, regulators, health officials, clean-air advocates, and concerned citizens.
