Included in the section on Round I student achievement is an examination of student achievement based on school clusters. Clusters are used to group similar schools together and enable Reading First leadership and school administration to make valid comparisons. Given the significant differences between schools in size, proportion of minority, disadvantaged and special education students, it was clear that analyzing student achievement based on cluster membership would better allow educators to make instructional adjustments that meet the unique needs of students in their schools. In two rounds of funding and participation, schools have transformed the way they trained their teachers, measured student progress, and taught. This transformation is one of the hardest tasks in education and it has taken the considerable dedication of school personnel as well as dedicated leaders from the Nebraska Department of education. The program has seen great success in increasing the proportion of students acquiring basic literacy skills of phonemic awareness, decoding, and oral reading fluency. That initial success has led to an increase in outcomes even for comprehension and vocabulary areas that are much harder to remediate. It is clear, however, that a program such as Reading First has very clear limitations. That is beyond an initial improvement of 10-15% (by no means a trivial one) over the first 2 years of implementation, other gains are small and inconsistent. The program is able to "hold the line" even with large number of mobile students but not to go any further. This trend is reinforced if we look at the results of the Nebraska State Assessment in reading as presented in the table below. Nine schools are at or above the state average (if standard error is taken into account), while fifteen are significantly below state average. The reasons for schools success in meeting the established goals seem to be associated with two factors. The first factor is related to the students showing up at the schools door. For example state test scores show that there is a significant relationship between average district results and the percent of students who receive Free and Reduced Lunch (the correlation is -0.94). At the same time individual school results show that school leadership and instructional focus can overcome some of these challenges and make significant gains. Finally, school reform that is meaningful takes more than three four or even five years. Future efforts must be based on sustained efforts that research has shown to be effective in an average of seven years. (Contains 16 figures and 1 footnote.) Book excerpt: The No Child Left Behind Act of 2001 created the Reading First program to help ensure that all students could read at or above grade level by the end of grade 3. The program promotes practices recommended by the National Reading Panel for early reading instruction, highlighting essential components of reading instruction. As required by the legislation, the Reading First impact study examined instruction and student reading outcomes in 248 schools (about half Reading First and half not) in 17 districts and 1 statewide program to address three main questions: (1) What is the impact of Reading First on student reading achievement? (2) What is the impact of Reading First on classroom instruction? and (3) What is the relationship between the degree of implementation of scientifically based reading instruction and student reading achievement? The study collected observational data on reading instruction in grades 1 and 2 and assessed student reading comprehension in grades 1 through 3 over three school years: 2004-05, 2005-06, and 2006-07. The study also assessed students' decoding skills in grade 1 and surveyed school personnel about their reading programs in spring 2007. Reading First was not found to improve student reading comprehension in grades 1, 2, or 3, although it did improve first graders' skills in decoding unfamiliar words. It also produced changes in instructional practices, including the amount of time spent on essential components of reading instruction and the amount of professional development in reading instruction. The analyses are considered exploratory because they are based on correlational analysis. The study was not designed to provide a rigorous test of these hypotheses, so the results must be considered as suggestive. (Contains 1 note and 2 figures.)
