In this the author followed the Immigration Commission, which was created by Congress in 1907, and presented its report in 1910. He was not unaware of the existence of a sentiment against immigration, based upon other than economic considerations. Indeed, most of the first chapter, and a part of the third, are devoted to this aspect of the question. But he concurs in the opinion of the experts of the Immigration Commission, and of the Commission on Industrial Relations, that the objections to immigration are fundamentally of an economic nature. Prior to the war, the only real power behind the agitation in favor of restriction of immigration was organized labor. Our statesmen in Washington took scant notice of the academic disquisitions in the domains of anthropology, ethnology, sociology, eugenics, and political science, which presented the old arguments of the Know-Nothings dressed up in a modern scientific garb. But they listened to union officials who proposed to reward their friends and punish their enemies on election day. Yet the opposition of labor to immigration was outweighed by the influence of capital, which regarded free trade in the labor market as indispensable for the expansion of American industry. The social revolution in Russia and its echoes in Hungary, Germany, and Italy, as well as the growth of the Socialist and Communist parties in all European countries, have aroused a fear of immigration among American capitalists. The 1917 law also established the notorious Barred Zone provision, sealing ofi' im migration from most of the Orient. When, in turn, these devices were found insufficiently restrictive, they were supplemented by the rigid quota plans of 1921 and 1924 which represented the final hardening of a national anti-immigration mood into a national policy. The basic principles of the 1924 law without the Oriental exclusion provisions were re-enacted in the mccarran-walter Immi gration Act of 1952.
