Book excerpt: "Every year, between 200,000 and 250,000 people are making Canada their new home every year. This constant influx of immigrants is of great value. It helps the country to prosper economically and maintain its demographic stability. It should also reinforce the social and linguistic fabric according to its core values. Unfortunately, this is not always the case: the specific focus of this study are communities where an official language is spoken in a minority context and where there are currently too few immigrants compared with the national average"--Foreword, page 3.

Book excerpt: Previous work has shown that immigration hurts Canada's Francophone population, and especially its official language minorities. This report contains the Standing Committee's observations and recommendations on immigration and its impact on the development of official language minority communities. It looks at the 4 phases of the immigration process: promotion and selection abroad; settling in Canada; adapting to the host community; integrating into the community. It also addresses the special immigration needs of Quebec's Anglophone community.

Book excerpt: Most accounts of the provincial role in Canadian immigration focus on the experience of Quebec. In Province Building and the Federalization of Immigration in Canada, Mireille Paquet shows that, between 1990 and 2010, all ten provinces became closely involved in immigrant selection and integration. This considerable change to the Canadian model of immigration governance corresponds to a broader process of federalization of immigration, by which both orders of government became active in the management of immigration. While Canada maintains its overall positive approach to newcomers, the provinces developed, and continue to develop, their own formal immigration strategies and implement various selections and integration policies. This book argues that the process of federalization is largely the result of provincial mobilization. In each province, mobilization occurred through a modern iteration of province building, this time focused on immigrants as resources for provincial economies and societies. Advocating for a province-centred analysis of federalism, Province Building and the Federalization of Immigration in Canada provides key lessons to understanding the contemporary governance of immigration in Canada.

Available in PDF, EPUB and Kindle. Book excerpt: Re-envisioning multiculturalism in Canada In 1971, Canada became the first nation in the world to officially declare its bilingual and multicultural policies. Reconstructions of Canadian Identity examines what has changed over the past fifty years, highlighting the lived experiences of marginalized Canadians and offering insights into the critical work that lies ahead. Editors Vander Tavares and Maria João Maciel Jorge bring together a wide range of disciplines and perspectives to investigate inclusion and exclusion within the processes, discourses, and practices that forge and frame Canadian identity. Chapters analyze ways current multicultural policies continue to benefit the dominant groups and (further) harm minoritized ones. Exposing the pitfalls of established notions of Canadian identity, this volume moves traditionally othered identities—immigrant, racialized, hybridized, Indigenous, and women—to the forefront. In doing so, it reveals how these identities negotiate and claim legitimacy, arguing for a reconceptualization from the margins that truly fosters diversity and inclusion. Illustrating both the shortcomings of and possibilities for a more inclusive multiculturalism in Canada, Reconstructions of Canadian Identity invites readers to reflect on what it means to be Canadian in the twenty-first century.

Book excerpt: This wide-ranging volume explores how gender and language are used and transformed to discuss, enact, and project social differences in light of global economic and political changes in the late nineteenth, twentieth, and early twenty-first centuries. It presents analyses of language and gender from a broad spectrum of national contexts: Catalonia, Canada, China, India, Japan, Nigeria, Vietnam, Philippines, Tonga, and the United States. Cases studies consider language and gender in changing workplaces, schools and immigrant integration workshops, as well as in new and emerging sites for consumption and the production of identity. They also analyze the changing meanings of multilingualism, and the construction of ideologies about gender and language in colonial and postcolonial/national ideologies. The papers engage with and contribute to theoretical conceptualizations of globalization, cosmopolitanism, (post)colonialism, (trans)nationalism, and public spheres by drawing on a variety of sociolinguistic analytic strategies (variation analysis, media analysis, interactional sociolinguistics, ethnography of speaking, sociology of language, colonial discourse analysis).

Book excerpt: The dimensions of time and space fundamentally cause and shape the variability of all human language. To reduce investigation of this insight to manageable proportions, researchers have traditionally concentrated on the “deepest” dialects. But it is increasingly apparent that, although most people still speak with a distinct regional coloring, the new mobility of speakers in recently industrialized and postindustrial societies and the efflorescence of communication technologies cannot be ignored. This has given rise to a reconsideration of the relationship between geographical place and cultural space, and the fundamental link between language and a spatially bounded territory. Language and Space: An International Handbook of Linguistic Variation seeks to take full account of these developments in a comprehensive, theoretically rich way. The introductory volume examines the concept of space and linguistic approaches to it, the structure and dynamics of language spaces, and relevant research methods. A second volume offers the first thorough exploration of the interplay between linguistic investigation and cartography, and subsequent volumes uniformly document the state of research into the spatial dimension of particular language groupings. Key features: comprehensive coverage of the field in terms of theory and methods the unique volume stands alone, since it neither is a handbook of dialectology or of areal linguistics, nor a handbook on language variation alone gathers together a great number of distinguished scholars and experts in the field

Available in PDF, EPUB and Kindle. Book excerpt: Nationalism informs our ideas about language, culture, identity, nation, and State--ideas that are being challenged by globalization and an emerging new economy. As language, culture, and identity are commodified, multilingualism becomes a factor in the mobility of people, ideas and goods--and in their value. In Paths to Post-Nationalism, Monica Heller shows how hegemonic discourses of language, identity, and the nation-State are destabilized under new political and economic conditions. These processes, she argues, put us on the path to post-nationalism. Applying a fine-grained ethnographic analysis to the notion of "francophone Canada" from the 1970s to the present, Heller examines sociolinguistic practices in workplaces, schools, community associations, NGOs, State agencies, and sites of tourism and performance across francophone North America and Europe. Her work shows how the tensions of late modernity produce competing visions of social organization and competing sources of legitimacy in attempts to re-imagine--or resist re-imagining--who we are.

Book excerpt: This series of HANDBOOKS OF LINGUISTICS AND COMMUNICATION SCIENCE is designed to illuminate a field which not only includes general linguistics and the study of linguistics as applied to specific languages, but also covers those more recent areas which have developed from the increasing body of research into the manifold forms of communicative action and interaction. For "classic" linguistics there appears to be a need for a review of the state of the art which will provide a reference base for the rapid advances in research undertaken from a variety of theoretical standpoints, while in the more recent branches of communication science the handbooks will give researchers both an verview and orientation. To attain these objectives, the series will aim for a standard comparable to that of the leading handbooks in other disciplines, and to this end will strive for comprehensiveness, theoretical explicitness, reliable documentation of data and findings, and up-to-date methodology. The editors, both of the series and of the individual volumes, and the individual contributors, are committed to this aim. The languages of publication are English, German, and French. The main aim of the series is to provide an appropriate account of the state of the art in the various areas of linguistics and communication science covered by each of the various handbooks; however no inflexible pre-set limits will be imposed on the scope of each volume. The series is open-ended, and can thus take account of further developments in the field. This conception, coupled with the necessity of allowing adequate time for each volume to be prepared with the necessary care, means that there is no set time-table for the publication of the whole series. Each volume will be a self-contained work, complete in itself. The order in which the handbooks are published does not imply any rank ordering, but is determined by the way in which the series is organized; the editor of the whole series enlist a competent editor for each individual volume. Once the principal editor for a volume has been found, he or she then has a completely free hand in the choice of co-editors and contributors. The editors plan each volume independently of the others, being governed only by general formal principles. The series editor only intervene where questions of delineation between individual volumes are concerned. It is felt that this (modus operandi) is best suited to achieving the objectives of the series, namely to give a competent account of the present state of knowledge and of the perception of the problems in the area covered by each volume.
