Poverty, violence, and distressed schools still make headlines, but central cities and older suburbs are attracting new residents and substantial capital investment. In most accounts, native-born empty nesters, their twentysomething children, and other educated professionals are credited as the agents of change. Yet in the past decade, policy makers and scholars across the United States have come to understand that immigrants are driving metropolitan revitalization at least as much and belong at the center of the story. Book excerpt: This research note applies previously estimated effects of immigration on housing values to urban counties in the United States. Determining the extent to which increase in urban housing values is attributable to immigration fills a gap in the economics literature. Furthermore, our findings here also help estimate how much of the increase in the net-capital share of income since 1970 as observed by Piketty (2014) is caused by immigration. We find that in most urban counties in the United States, increased levels of immigration have had a modest but non-negligible effect on the level of real estate prices. These effects explain 32.4 percent of the increases in housing prices in the 20 densest counties since 1970, which we interpret in terms of capital share, following Rognlie (2015). While not all housing is urban, the magnitudes of these results suggest that there is some link between increased levels of immigrants and a higher capital share since 1970.

Admitting more immigrants is one way U.S. policymakers can bolster growth in the workforce and the economy. A larger role for immigrant workers also can help mitigate other symptoms of the economy's long-run malaise, such as low productivity growth, declining domestic geographic mobility, and falling entrepreneurship, as well as help address the looming mismatch between the skills U.S. employers want and the skills U.S. workers have. While some might argue that technological change and globalization mean there is less need to admit immigrant workers, such arguments fail to account for both recent data and historical experience. Of course, immigration - like anything else - is not without costs, which are disproportionately borne by the least educated. A plan to increase employment-based immigration as a way to spur economic growth could be paired with new programs to help low-skilled U.S. natives and earlier immigrants so that the benefits of immigration are shared more equitably.
