Being one of globalization process manifestation, migration in large causes positive influence on social, economic and political development of states, contributes to integration of integration of international community , cultural convergence of peoples, development of productive forces. However, if migration processes have uncontrolled character, the level of state security is significantly reducing. Especially it has to be considered in the present period when global community faces terrorist threats and violence. The relevance of my master thesis is stipulated by exacerbation of illegal immigration problem due to widening of the EU in recent times, which entailed improvement of national legislations and the European Law in this field. Thus, there is a necessity of the analysis of the EU law application experience in sphere of tackling the illegal migration.

In recent months, the issues of xenophobia, of openness to refugees, of a rea sonable attitude towards international migration have come to the fore as a key to the future shape of Europe. The discussion is unfortunately couched in ex treme and irrational terms: social scientists may bear part of the responsibility for this, because for a very long time they devoted only minimal attention to the phenomenon of international migration, and we are still lacking a coherent view which will integrate international development with the freedom of movement of capital and labour and the preservation of the environment. Given the growing attention on the issue, the Conference organised by Fondazione Eni Enrico Mattei on 3-4 June 1991 at the Centro Studi Americani in Roma was extremely timely. In the light of 'new' migration phenomena, such as the migration wave into Germany from the East or into Italy from Albania, the Conference represented a unique opportunity to think of new policy measures to tackle migration.

Migration (far from being an income-maximizing choice taken by lone individuals) is often a household strategy, and local wages benefit from migration. This book shows how ssuccesses arise when governments liberalize and accompany the international movements of people with appropriate legislation, while failures take place when the legislation enacted is insufficient, belated or ill shaped. Part I of this book addresses mainly methodological issues. Past and present migration is basically defined as a cross-cultural movement; cultural boundaries need prolonged residence and active integrationist policies to allow cross-fertilization of cultures among migrants and non-migrants. Part II collects chapters that examine the role of public bodies with reference to migratory movements, depicting a series of successes and failures in the migration policies through examples drawn from the European Union or single countries. Part III deals with challenges immigrants face once they have settled in their new countries: Do immigrants seek "integration" in their host culture? Through which channels is such integration achieved, and what roles are played by citizenship and political participation? What is the "identity" of migrants and their children born in the host countries?
