Lo strumento, quindi, rappresenta un’utile guida pratica a beneficio di tutti coloro che, a vario titolo (operatori, dirigenti, professionisti, etc.), interagiscono con l’articolato sistema di programmazione/pianificazione che caratterizza le amministrazioni pubbliche, in un contesto di crescente complessità di sistema.
