She traveled extensively, especially in Europe and the United States, supported myriad charities, and cajoled many to invest in the Kingdom. Universally respected, many people sought her advice for she shared her ambitions and ideas to benefit the entire country. Book excerpt: How the “recycling” of the Ottoman Empire’s uses of genealogy and religion created new political orders in the Middle East In this groundbreaking book, Adam Mestyan argues that post-Ottoman Arab political orders were not, as many historians believe, products of European colonialism but of the process of “recycling empire.” Mestyan shows that in the post–World War I Middle East, Allied Powers officials and ex-Ottoman patricians collaborated to remake imperial institutions, recycling earlier Ottoman uses of genealogy and religion in the creation of new polities, with the exception of colonized Palestine. These polities, he contends, should be understood not in terms of colonies and nation-states but as subordinated sovereign local states—localized regimes of religious, ethnic, and dynastic sources of imperial authority. Meanwhile, governance without sovereignty became the new form of Western domination. Drawing on previously unused Ottoman, French, Syrian, and Saudi archival sources, Mestyan explores ideas and practices of creating composite polities in the interwar Middle East and, in doing so, sheds light on local agency in the making of the forgotten Kingdom of the Hijaz, Jordan, Egypt, Saudi Arabia, and Syria, the first Muslim republic. Discussion focuses on refugee communities currently living in Saudi Arabia, some of which migrated due to war, forced displacement, environmental catastrophe, and economic hardship. Some migrants have come from bordering countries such as Iraq and Yemen; others reached the Arabian Peninsula from Africa and Asia. All have been welcomed and cared for, though settlement conditions, repatriation and deportation circumstances were not always ideal. Inevitably, and mirroring experience elsewhere in the world, there are undeniable gulfs between policies and practices. Policy shortcomings are measured against the substantive assistance planks that Riyadh espouses, including providing financial aid to refugees in third countries, over and above United Nations appeals. These acts are done without prejudice and mostly without publicity. Aid to the needy is justified by religious obligations, as well as on humanitarian grounds. Book excerpt: After the conservative Arab Gulf Monarchies - Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE) - joined forces on 25 May 1981 within the Gulf Co-operation Council (GCC), few fathomed that security requirements on and around the Arabian Peninsula would be so precarious and for so long. To answer their search for permanent stability, Arab Gulf rulers erected a regional alliance that sought to integrate internal and regional defences, as well as strengthen their existing socio-economic ties. Several of the monarchies even hoped that co-ordination on foreign policy issues over which near unanimity existed could, eventually, lead to a full-fledged union as envisaged in the organisation's founding charter. Between 1981 and 2015 these Arab Gulf monarchies experienced major socio-political transformations resulting from upheavals throughout the Arab and Muslim worlds. The perceived necessity to bring about a full-fledged union has come into conflict with entrenched viewpoints from regimes that value traditional military/political roles and norms. In this new study, Joseph A. Kechichian provides an evaluation of GCC States' military institutions to better evaluate whether a stable alliance is capable of enduring over the next few decades, and how civilian leaders perceive the role and influence of their military officers for the task. Kechichian raises fundamental questions over internal, regional and international threats, including an existential challenge emanating from the Islamic revolutionary government of Iran, and assesses how GCC professionals may be preparing to tackle them. He further elucidates on the best methods to meet security challenges not only to secure political survival but also to determine whether conservative Arab Gulf regimes can flourish outside an effective alliance.
