This executive agency of the Home Office was established on 13 May 2013. At the beginning of June 2014, it became apparent that there were delays in the processing of passport applications. Members of the public who did not contact their MPs were held in queues and their cases were not dealt with a sufficient level of service. All applicants should be able to receive details of their applications, regardless of whether they follow it up themselves, or if it is followed up by their constituency MP. A number of people have ended up out of pocket due to HMPO's inability to meet its service standard. HMPO should compensate all those people who made an initial application on or after 1 May 2014, who subsequently upgraded to the fast-track service and who met the criteria for the free upgrade which was later offered and the Home Office should remove the agency status from Her Majesty's Passport Office (HMPO) bringing it back under the direct control of Ministers.

Book excerpt: Despite the impressive performance of the Foreign and Commonwealth Office in representing the UK's interests across the globe with what is, in Governmental terms, a particularly small budget, the Foreign Affairs Committee believes that the FCO is under-funded. This situation has been exacerbated by the Spending Review 2010 and the lack of detail provided by the FCO and the BBC World Service as to exactly how the spending reductions target will be met is disappointing. There are concerns about the steps taken by the FCO to adjust to its reduced budget: reductions in the deployment of UK-based staff overseas and the optimistic planned programme of property sales will have a detrimental impact on the ability of the UK to protect its interests overseas. The establishment of the European External Action Service (EEAS) will place a further strain on the FCO's resources. The Committee welcomes the appointment of Lord Williams of Baglan to the post of "International Trustee" with responsibility for the BBC World Service, but reiterates its belief that a formal concordat governing the World Service's budget and output should be drawn up setting out the World Service's independence from budgetary pressures elsewhere in the BBC. The budget cuts faced by the British Council will lead to the Council becoming a substantially different organisation by the end of the Spending Review period. The greater emphasis that the British Council will place on commercial activity risks a diminution of the UK's influence and soft power.

Book excerpt: The Home Office has made good progress in improving its financial management since 2009 when the National Audit Office last evaluated its financial capability. However, while financial control is good, the Home Office could do more to integrate its financial and operational planning and thereby understand better the link between resources and performance. In addition, many of the strengths which the Department demonstrates in its core business are much less apparent in its 'change programmes'. The Department is starting to benefit from its new governance structures but there still challenges. The Department has clear plans to reduce costs in its core activities but business areas have not fully considered efficiency and effectiveness when evaluating where cuts should be made. The Department will need to achieve further savings of £1.1 billion a year by 2014-15 but a third of this sum remains uncertain. Reductions in funding from the Home Office mean that police forces must make savings worth around £1.5 billion by 2014-15 through efficiency improvements; but, in 2011, around two-thirds of forces had shortfalls in their cost reduction plans, amounting to £500 million in total. The Department will shortly be in a position to confirm how far this savings gap has been covered in the plans. There are risks to the successful delivery of the Department's change programmes, specifically in respect of the development of the National Crime Agency (NCA) and Disclosure and Barring Service (DBS) and the phasing out of the National Policing Improvement Agency (NPIA)

Book excerpt: The Government published the UK Cyber Security Strategy in June 2009 (Cm. 7642, ISBN 97801017674223), and established the Office of Cyber Security to provide strategic leadership across Government. This document sets out the Home Office's approach to tackling cyber crime, showing how to tackle such crimes directly through the provision of a law enforcement response, and indirectly through cross-Government working and through the development of relationships with industry, charities and other groups, as well as internationally. The publication is divided into five chapters and looks at the following areas, including: the broader cyber security context; cyber crime: the current position; the Government response and how the Home Office will tackle cyber crime.

This is Volume I. Your budget submission to OMB should build on the President's commitment to advance the vision of a Federal Government that spends taxpayer dollars more efficiently and effectively and to provide necessary services in support of key National priorities while reducing deficits. OMB looks forward to working closely with you in the coming months to develop a budget request that supports the President's vision. Most of the changes in this update are technical revisions and clarifications, and the policy requirements are largely unchanged. The summary of changes to the Circular highlights the changes made since last year. This Circular supersedes all previous versions. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). Book excerpt: This report is the Committee's annual review of how the FCO is managing its resources, examining the departmental annual report for 2007-08 (Cm. 7398, ISBN 9780101739825). Chapters cover: new strategic framework; performance measurement; global network; essential services; FCO Services; personnel issues; transparency and openness; financial management; public diplomacy and communication; the British Council; the BBC World Service. The Committee is concerned that the FCO is facing serious financial pressures in this financial year due to the Treasury's withdrawal of its support for the Overseas Pricing Mechanism (OPM) which used to protect departments from the weakening of sterling. There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

Book excerpt: Surveillance and Identity analyses the discourse of surveillance in the contemporary United Kingdom, drawing upon public language from central government, governmental agencies, activist movements, and from finance and banking. Examining the logics of these discourses and revealing the manner in which they construct problems of governance in the light of the insecurity of identity, this book shows how identity is fundamentally linked to surveillance, as governmental discourses privilege surveillance as a response to social problems. In drawing links between new technologies and national surveillance projects or concerns surrounding phenomena such as identity fraud, Surveillance and Identity presents a new understanding of identity - the model of 'surveillance identity' - demonstrating that this is often applied to individuals by powerful organisations at the same time as the concept is being actively contested in public language. The first comprehensive study of the discursive politics of surveillance in the UK, this book makes significant contributions to surveillance theory, governmentality theory, and to political and social identity theories. As such, it will be of interest to social scientists of all kinds working on questions of public discourse and political communication, identity, surveillance and the relationship between the individual and the state.

Book excerpt: This report focusses on the FCO's financial situation and the implications of the Spending Review 2010 for its work and performance, and that of its associated body, the British Council. The FCO is one of the major departmental 'losers' in the Spending Review. Reductions in spending on the FCO, if they result in shortfalls in skilled personnel and technical support in key countries and regions, can have a serious effect in terms of the UK's relations with foreign countries, out of all proportion to the amounts of money involved, especially in relation to the UK's security and that of its Overseas Territories. Cuts to the core FCO budget of even 10% may have a damaging effect on the Department's ability to promote UK interests overseas. The FCO will also face cuts of 55% to its capital budget. The target of raising £50 million per year through selling existing buildings may be difficult to achieve, and may not secure savings in the long-term. A further reduction in the opportunities for more junior UK-based staff to serve in overseas posts, and a consequent diminishing of experience and morale among FCO employees, could over time have a damaging effect on the quality of British diplomacy and the effectiveness of the FCO. The British Council, facing a 25% cut in spending, should give detailed information on its strategy for implementing the cut, which may well trigger fundamental rethinking of the role and work of the Council.

Book excerpt: 'Carrera and Dunleavy provide a crystal clear and comprehensive account of the complex issues involved in how best to improve the productivity of government services. They offer a nuanced but powerful explanation of productivity puzzles, conundrums and dilemmas in the public sector. But they also offer solutions to many of these problems. Finally, I have found a text on public economics that makes sense, gives genuine management insights and offers real suggestions to practitioners as to what to do next.' – Barry Quirk, Chief Executive, London Borough of Lewisham, UK 'This book presents a welcome and sobering analysis of productivity performance in UK central government – a subject that has received remarkably little serious academic attention up to now, in spite of decades of general commentary on managerialism.' – Christopher Hood, All Souls College, UK 'Leandro Carrera and Patrick Dunleavy have performed an amazing feat in this book through their rigorous examination of a thorny topic that has dogged pundits and academics alike. Just how efficient is government and how well does it do its job? As a result of an impressive – but accessible – set of data analyses, the authors make an authoritative attack on the proponents of the New Public Management, and offer some clear recommendations for reform based on better use of new technology.' – Peter John, University College London, UK Productivity is essentially the ratio of an organization's outputs divided by its inputs. For many years it was treated as always being static in government agencies. In fact productivity in government services should be rising rapidly as a result of digital changes and new management approaches, and it has done so in some agencies. However, Dunleavy and Carrera show for the first time how complex are the factors affecting productivity growth in government organizations – especially management practices, use of IT, organizational culture, strategic mis-decisions and political and policy churn. With government budgets under stress in many countries, this pioneering book shows academics, analysts and officials how to measure outputs and productivity in detail; how to cope with problems of quality variations; and how to achieve year-on-year, sustainable improvements in the efficiency of government services.

This book was released on 2011-02-03 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: Newport Passport Application Processing Centre serves the whole of Wales and south west England. It deals with 47,000 passport applications annually-around 10 per cent of the national total. The Identity and Passport Service (IPS) proposes to close the Passport Office at Newport, with a loss of over 300 jobs, although the Home Office announced that a customer service centre would be retained in Newport to service South Wales and the South West of England. The piecemeal nature of the announcements suggests the lack of a co-ordinated strategy regarding the future of the IPS in Wales. The Office's significance to Wales and its value to the Welsh economy have not been truly appreciated by the Government. No economic impact assessment of the proposal has been completed, and the criteria on which the decision was based should be re-examined. The Newport Passport Office is the second largest employer in the city centre. Its closure would have a significant economic impact on the city and would be a further blow for the Welsh economy. The Committee is not convinced that long-term savings will be made by reducing the size of the Office. The IPS should, on the contrary, provide a detailed appraisal of the costs and benefits of consolidation and expansion as opposed to a reduction of services. Without the retention of the office in Newport, the Government's duty to provide a Welsh-language service to users may not be properly discharged.
