Book excerpt: This paper uses an economy-wide model to identify agricultural activities and value-chains in Ethiopia whose expansion would be most effective at generating economic growth, reducing national and rural poverty, creating jobs, and diversifying diets. Results indicate that expanding cereals production would continue to contribute positively to national pro-poor growth. However, the analysis suggests that there is no single value-chain that can achieve all policy objectives. Instead, a more balanced portfolio of valuechains would not only enhance agriculture’s future contribution to poverty reduction and economic growth, but also promote faster rural transformation and dietary diversification, both of which are needed to create job opportunities and improve nutrition outcomes over the longer-term. After considering alternative weighting schemes for competing policy goals, the final analysis suggests that vegetables and fruits/tree crops should be considered “priority” value-chains, because these are among the most effective at achieving multiple policy objectives. Other highly-ranked value-chains include oilseeds, tobacco/cotton/tea, and milk/dairy.

Book excerpt: We study post-harvest losses (PHL) in important and rapidly growing rural-urban value chains in Ethiopia. We analyze self-reported PHL from different value chain agents – farmers, wholesale traders, processors, and retailers – based on unique large-scale data sets for two major commercial commodities, the storable staple teff and the perishable liquid milk. PHL in the most prevalent value chain pathways for teff and milk amount to between 2.2 and 3.3 percent and 2.1 and 4.3 percent of total produced quantities, respectively. We complement these findings with primary data from urban food retailers for more than 4,000 commodities. Estimates of PHL from this research overall are found to be significantly lower than is commonly assumed. We further find that the emerging modern retail sector in Ethiopia is characterized by half the level of PHL than are observed in the traditional retail sector. This is likely due to more stringent quality requirements at procurement, sales of more packaged – and therefore better protected – commodities, and better refrigeration, storage, and sales facilities. The further expected expansion of modern retail in these settings should likely lead to a lowering of PHL in food value chains, at least at the retail level.

Book excerpt: This paper explores the spatial heterogeneity in dairy production in the highland production area around the capital of Ethiopia, Addis Ababa. We look at how urban proximity – defined as the travel time from the farm to the central market of Addis Ababa – affects the production decisions of Ethiopian dairy farmers. We sampled 870 households from the major rural production zones around Addis Ababa, where villages were stratified according to their distance to Addis Ababa. Using an instrumental variable approach, we find evidence of strong spatial heterogeneity in dairy milk productivity in Ethiopia. With each additional hour of travel time, the milk productivity per cow is reduced by almost 1 liter per day, a reduction by 26 percent on average. This spatial heterogeneity in milk productivity reflects a pronounced spatial variation in dairy production decisions (producing liquid milk or processed dairy products), the application of modern inputs, and marketing. When trying to disentangle the mechanisms through which urban proximity affects dairy productivity, we show that the effect of travel time mainly runs through farmers’ inclusion into ‘modern’ value chains and more specifically through their access to commercial milk buyers. This finding holds when we control for prices, indicating that access to commercial value chains are an important determinant of dairy productivity. However, as only a limited number of farmers now have access to such value chains in these settings, measures to make dairy value chains more inclusive to remote farmers can have important economic development benefits for them.

The major objectives include assessing and identifying the gender perspectives and potential barriers to the participation and benefiting of women in the Agricultural value chains and to contribute towards food security. It assessed their participation in terms of different roles in chains of the sector on the levels of representations in decision-making and womens economic empowerment in general. It tried to answer core research question on what socioeconomic constraints limit women to from participating the agricultural value chains and Methodologically it used desk review to collect data from agricultural value chains in development contexts and in Ethiopia in particular. The findings are; Women smallholder in Ethiopia, usually play multiple responsibilities; they are farmers, producers and providers and also they perform household chores. But they face a multiple constraints that influence them of utilizing their potential and benefit from the agricultural productions. Among the deterring factors mainly include womens access to important resources such as land, unequal division of labor and low level of skills. Due to these factors, they are mostly engaged in the production activities and informal activities that do not need initial financial sources. The findings show that when women have better, fairer access to markets in the agricultural value chain to sell their products and had the same access to productive resources as men, they could increase food productivity and contribute towards achieving food security. But various factors have mainly contributed womens fewer performances in the value chain and in achieving food security at large. Thus based on these findings the paper delivered alternative strategies as policy recommendations that can be used to improve competitiveness, accesses to resources and information and networking of women in all stages of the value chain process that lead to food security in the country.

Rethinking Markets Initiative aims to provide evidence on what types of bundled innovations, incentive structures, and policies are most effec tive for creating more equitable sharing of income and employment opportunities in growing food markets, while reducing the food sector’s environmental footprint. The initiative has four work packages addressing different but interrelated issues and that are being implemented in one or more countries. Most of the value chain research conducted throughout the world are either too general or are simply functionalistic and, thus, fail to address the socio-cultural context. This study contributes to the literature in several ways: firstly, the present research suggests that a central focus of value chain analysis should be the examination of social networks within local, but also global, value chains, as social relations might play an important and so far neglected role in the struggle to participate in the rapidly changing world economy. Secondly, as a clear departure from mainstream value chain research, this study makes use of a mixture of value chain and network approaches for exploring processes and micro-level interactions used by individuals to construct and maintain networks.

Book excerpt: The study developed a results framework to analyze Ethiopia’s progress towards selected CAADP/Malabo, SDGs and Agenda 2063 goals. A Computable General Equilibrium model linked to an income distribution Micro-Simulation model were used to identify priority investment areas for accelerated agricultural growth, poverty and inequality reduction. Simulation results indicate that the current investment trend and composition would leave Ethiopia off-track to meet these objectives. The analysis of alternative agricultural investment scenarios shows that the public sector has still a great role to play in promoting agricultural growth in Ethiopia. Past expenditure levels have been high, though not sufficient, and would need to increase substantially with an emphasis on the quality of public agricultural spending. Productivity remains one of the major challenges but also one of the most effective solutions for accelerated agricultural growth in Ethiopia. Agricultural investments should be designed considering the agricultural value-chain. While social protection programs are important for the poor, rural non-agricultural development could provide a more sustainable source of income.

Book excerpt: Exchange rate policies can have important implications on incentives for export agriculture. However, their effects are often not well understood. We study the issue of foreign exchange controls and pricing in the value chain for Ethiopia’s coffee - its most important export crop. Relying on unique pricing and cost data, we find that coffee exporters are willing to incur losses during exporting by offering high prices for coffee locally in order to access scarce foreign exchange. The losses in export markets are then more than recovered in importing, indicating rents - import parity prices are significantly lower than the prices charged for imported goods, so that profits on imports are much higher than the losses incurred in exporting. We further show that the high coffee wholesale prices are transmitted to farmers, so that they benefit from the rents downstream. These results suggest that a better exchange rate alignment to reduce the overvaluation of the local currency in this case would have a lower impact on export crop producer prices than typically is anticipated.

Book excerpt: This book contains a collection of studies on the interactions between businesses in Africa and Global Value Chains (GVCs) in terms of social, environmental and economic sustainability. This is particularly pertinent given the asymmetrical power distribution between the global buyer and the African supplier, their governance relationships and the ongoing competitive pressures to reduce costs and increase flexibility to meet GVC demands. Rather than focusing on the sustainability of a single organization, GVCs address the sustainability of inter-firm value chains and global industries as a whole. With little differentiation between value chain creation and social / environmental degradation extending to people and raw material extraction (upstream) and disposal or recycling (downstream), sustainability issues need to be at the forefront of African business research interests. Nowadays, sustainability is considered a competitive advantage for a firm looking to join a GVC. Whether sustainability is approached from the viewpoint of an exporting firm motivated to join a GVC in its respective industry or whether a firm’s continuing contractual or collaborative relationship with a buyer depends on its compliance with sustainability standards, both approaches focus on the ability of firms in Africa to benefit from joining sustainable GVCs.
