Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

The U.S. Department of Health and Human Services estimates that there are more than 547,000 children currently in foster placement in the United States due to inadequate and inappropriate parenting. Mediating influences such as stressors, socioeconomic status, level of education, and knowledge of child rearing approaches are viewed as factors determining parenting abilities. Previous research has determined that authoritative parenting style is the most nurturing and tends to produce children who are more socially adjusted, competent, and self-assured. Children parented in nonauthoritative parenting styles are more likely to suffer maladaptive behaviors. When abuse is the result of improper parenting, one alternative option for temporary care is the foster care system. However, once placed, children with severe behavior problems strain the abilities of foster parents who are often unprepared to parent in a style most adaptive to the needs of these children. The purpose of this study was to determine the extent of authoritative parenting among foster parents and to assess whether involvement in authoritative parenting and perceived desire for training in authoritative parenting differed based on foster parents' total household income, level of education, and the number of years involved in foster parenting. Results showed that foster parents in this study demonstrated an overall involvement in the use of authoritative parenting and indicated an overall interest in authoritative parenting training. While the variable of income had no effect on either foster parents' use of authoritative parenting or their desire for training on authoritative parenting, education was a significant factor in the use of authoritative parenting. The results of this study may be used to more fully understand the demographic characteristics that affect foster parents' involvement in authoritative parenting and desire for additional training. Recommendations for future research and training efforts for training foster parents in the use of authoritative parenting are offered. Continuing research and development of new training techniques could increase the ability of foster parents to parent effectively, increase self-efficacy as foster parents, and ultimately increase foster parent retention rates.

Book excerpt: The number of children in foster care continues to rise with 442,995 in foster care according to the Adoption and Foster Care Analysis and Reporting System (AFCARS) Report, (2018). Although many scholarly articles on the foster care system have been published in recent years, limited studies existing on efforts to recruit with kinship or non-related foster parents. With the number of foster children placed in non-related foster homes outnumbering those in kinship homes, the present study is designed to increase understanding of how knowledge of the foster care system, perceptions of the foster care system and foster parents, and personality traits of agreeableness, openness, and conscientiousness impacts prospective foster parents willingness to foster a non-related or kinship child. One finding from the study was that only the personality trait of Conscientiousness predicted willingness to foster a non-related child with R = .195, R2 =.038, F(1,78) =.3.068, p = .084. Another outcome of the study showed that Perceptions of the Foster Care system and the personality trait of Conscientiousness predicted willingness to foster a kinship child at R = .195, R2=.038, F(1,78) =.3.068, p = .084, and R = .187, change in R2= .035, F(1,78) = 2.834, p = .096 respectively. This is one of the first exploratory studies to contribute to the identification of personality traits or knowledge or perceptions of the foster care system with the potential to predict willingness to foster either non-related of kinship children. Future research in this area should continue in attempts to close the gaps between the number of children entering into foster care and the number of foster homes available for them.

Book excerpt: There is a dearth of research on the connection between foster parent characteristics and child outcomes (Orme & Buehler, 2001). Few studies examine foster parents' and foster children's perspectives on how children achieve optimal functioning. The aim of this study was to assess how foster parents facilitate the adjustment and adaptation of children in care. This study used grounded theory methodology (Glaser, 1978; Glaser & Strauss, 1967; Strauss & Corbin, 1998) to elicit a theoretical understanding of the day-to-day interactions between foster parents and children. Focus groups and semi-structured interviews were conducted with 35 foster parents and 18 young adults 18 to 25 years of age and formerly in care. Foster parents and young adults described the basic social process of committing to the child's needs. Foster parents, the child welfare system, and other significant people were integral to children's processes of adjustment and adaptation. Foster parent commitment was demonstrated by identifying and meeting children's needs; including children equally in the home; providing safety, care, and nurturance; and building trust and attachment. Foster parents also needed to collaborate with the multiple systems involved in these children's lives and with other important people to ensure that children's needs were met. Child welfare system commitment was indicated by consistent communication and coordination with the child and foster parent. Involvement with other people such as teachers and counselors enhanced adaptation and adjustment. Children's use of personal coping skills suggested that resilience plays a significant role in adaptation and adjustment. The results of this study can inform foster parent and child welfare staff trainings and systems procedures. Additional research on the operationalization of foster parent commitment could prove useful in foster parent screening and ongoing assessments.

Book excerpt: The primary objective of the current study was to investigate parental trauma knowledge, empathic response style, and emotional intelligence as correlates of placement stability in foster homes. The study was a retrospective survey study. Foster parents completed a series of surveys, including demographic questions, self-report of understanding of emotions/emotional intelligence, empathic response patterns, and trauma knowledge. Foster parents also reported on child demographics, length of stay for each child placed in their care, and children's externalizing behaviors. Higher levels of foster parent emotional intelligence (EI) trended toward a significant relationship to higher rates of child placement stability. In the subset of parents who had ever requested any removals, foster parental empathic perspective taking correlated with higher rates of child placement stability as did parental trauma knowledge. Foster parent EI significantly moderated the relationship between child externalizing behavior and placement stability that placement stability was highest when parental EI was high and child externalizing behavior was low, while all other combinations of parent EI and child externalizing behavior levels showed higher rates of child removal requests. Results contribute to knowledge of parent/family characteristics that may be important correlates of placement stability in foster care and suggest that parental empathic perspective taking, emotional intelligence/understanding of emotions and trauma knowledge may be important protective factors for the placement stability of children in foster care. While parental strengths like emotional intelligence may be protective against placement disruption when children have relatively low levels of externalizing behavior, future studies should attempt to identify parental resources and contextual factors that may be protective when children have higher levels of externalizing behavior, a common risk factor for placement disruption.
