Book excerpt: This report describes a study to provide a picture of the stage of development, level, and nature of the debate on nonformal learning in Greece. It describes the national debate on questions of identification, assessment, and recognition of nonformal learning, including means, motives, and areas of agreement and conflict. Then, it describes existing and proposed methodologies and systems based on viewpoints and debates involving stakeholders. Links between initiatives related to nonformal learning assessment and the national qualification standards/framework are explored, and reference is made to areas of importance and concern. Finally, effectiveness, legitimacy, and validity of existing methods and experiences are assessed, including issues of mobility and visibility. Gaps and weaknesses are highlighted, and reflections on the future are expressed. Findings indicate that the past 3-4 years have witnessed the beginning of an awareness and interest by social partners and the government in Greece to issues related to identification, assessment, and recognition of nonformal learning. There is evidence of an initial level of dialogue on the issue but no coordinated integrated approach. Interest in the issues around nonformal learning focus essentially on recognition of nonformal vocational training and regulation over time of certain professions and trades, in a piecemeal and limited way, with inconsistent outcomes. Book excerpt: This Report presents an overview of European initiatives to make the identification, assessment and recognition of learning which takes place outside formal education and training institutions i.e.non-formal learning, more visible. Its invisibility is increasingly perceived as a problem affecting competence development at all levels from the individual to society as a whole. This Report is based on fourteen national reports commissioned 1997-1999 and includes information from other sources including the EU. Following the introduction, the report is in five chapters. Chapter 2 looks at basic theoretical issues such as the character of non-formal learning and the political implications of setting up systems in this area. Chapter 3 outlines initiatives and developments in the member states. Chapter 4 presents and discusses initiatives at the EU level, focusing on the white paper on teaching and learning and on experiences from the Leonardo da Vinci programme. Chapter 5 analyses the previous chapters and concluding remarks are presented in Chapter 6. The conclusion looks at why there has been a sudden burst of activity and interest in questions linked to non-formal learning and at how the positive elements of this activity can be supported.

"Vocational Training Markets and Validation of Trainer Qualifications in Portugal" (Horacio Covita) provided a model of cross-disciplinary training skills linked to a credit system.
