By reviewing the contributions from the neoclassical and endogenous growth theory and empiric evidences for the link between ICT and economic growth, the paper clearly concludes that ICTs facilitate economic growth, principally by providing incentives for capital deepening and increasing productivity through rapid technological progress. However, the impact on growth is more extensive from the long-term ICT use and networking that though requires appropriate ICT investment and complementary efforts in order that spillovers and productivity improvements are triggered and exploited totally. This paper derives the key determinants and interacting factors that, in the corresponding correct synergic combination, promote ICT’s impact on growth-generating processes. For a variety of reasons, the states of these factors in developing countries provide a less ICT favourable environment for taking advantage from ICTs. These economies exhibit a lower stock of human capacities and per capita capital to trigger the productivity benefits from the ICT use. Therefore, the level of effort is higher than in the developed world to receive return on ICT investment. However, when they achieve to attract capital and knowledge by encouraging ICT investment and technology transfer supported by international openness, maintained financial and institutional systems, deregulation of markets and higher competition, they have the chance to benefit from adopting best practices and technologies from the industrialized world with complementary efforts in the reorganisation of business organisations and processes and enhanced human ICT-skills and management.

But according to standard neoclassical theory, technical progress in one industry should not raise TFP growth in other industries. Yet the TFP acceleration is due mostly to industries that use, but do not produce ICT capital. This paper investigates two explanations for this apparent puzzle, one based on existence of intangible capital that is not measured in the National Income Accounts, and othe other based on productive externalities.

Book excerpt: "Solow's paradox has disappeared in the United States but remains alive and well in the United Kingdom. In particular, the U.K. experienced an information and communications technology (ICT) investment boom in the 1990s in parallel with the U.S., but measured total factor productivity has decelerated rather than accelerated in recent years. We ask whether ICT can explain the divergent TFP performance in the two countries. Stories of ICT as a 'general purpose technology' suggest that measured TFP should rise in ICT-using sectors (reflecting either unobserved accumulation of intangible organizational capital; spillovers; or both), but perhaps with long lags. Contemporaneously, investments in ICT may in fact be associated with lower TFP as resources are diverted to reorganization and learning. In both the U.S. and U.K., we find a strong correlation between ICT use and industry TFP growth. The U.S. results are consistent with GPT stories: the acceleration after the mid- 1990s was broadbased-located primarily in ICT-using industries rather than ICT- producing industries. Furthermore, industry TFP growth is positively correlated with industry ICT capital growth in the 1980s and early 1990s. Indeed, as GPT stories would suggest, controlling for past ICT growth, industry TFP growth appears negatively correlated with increases in ICT usage in the late 1990s. A somewhat different picture emerges for the U.K. TFP growth does not appear correlated with lagged ICT investment. But TFP growth in the 1990s is strongly and positively associated with the growth of ICT capital services, while being strongly and negatively associated with the growth of ICT investment. If, as we argue, unmeasured investment in complementary capital is correlated with ICT investment, then this finding too is consistent with the GPT story. However, comparing the first and second halves of the 1990s, the net effect of ICT is positive, suggesting that ICT cannot explain the observed TFP slowdown. On the other hand, our results do suggest, albeit tentatively, that the U.K. could see an acceleration in TFP growth over the next decade"--Federal Reserve Bank of Chicago web site.

Book excerpt: This paper reviews the latest evidence on the contribution of Information and Communication Technology (ICT) - and the digital economy more broadly - on economic growth for Europe and the United States since the late 1990s until most recently. The paper provides estimates on the contributions from ICT to growth from three channels affecting the long-term growth performance of entire economies: 1) a productivity effect through the ICT-producing sector, 2) an investment effect from ICT-using industries through capital deepening, and 3) a productivity effect from an efficiency rise through the use of ICT which goes beyond the direct capital deepening effect. The study finds that the slowing of the total factor productivity growth rate in Europe reflects a failure to effectively adopt new technologies and innovation. It is also argued that the lack of rapid accumulation of intangible capital (such as information assets, innovative property, and economic competencies) constrains Europe's ability to accelerate and facilitate the innovation effects from digital technology. Finally, we discuss some policy implication emerging from our work, in particular the need to complete the Single Market in Europe to improve the productivity effects from the digital economy.

Book excerpt: In this paper we present an international comparison of growth trends in the OECD countries, with a special attention to developments in labour productivity - allowing for human capital accumulation - and multifactor productivity (MFP) - allowing for changes in the composition of fixed capital. An attempt is also made to identify both the embodied (in particular in ICT equipment) and disembodied components of technical progress. The possible relation between improvements in MFP and the accumulation of knowledge (as proxied by R&D expenditures) is discussed, and some tentative policy considerations are advanced, mainly with reference to general framework conditions that might have a bearing in fostering technological changes. The main conclusions are that some "traditional" factors lay behind the disparities in growth patterns across the OECD countries. In particular, they refer to the ability of countries to employ their labour force. There also seem to be some new factors behind growth performance, especially in connection with the diffusion of ICT and related increases in MFP growth rates in the United States. However, it is too early to say whether, even in the United States, the more recent pick-up in the (disembodied) component of MFP may also be related to the presence of spillover and network effects.

TFP growth is found to be relatively small in most Asian countries.

In view of the economic boom in the U.S. accompanying the introduction of the Internet, the question arises as to what extent the new economy actually has exerted lasting positive effects on productivity - not only in the United States, but also worldwide.Inspired by these developments, the Federal Ministry of Economics and Technology commissioned RWI, Essen, to study the driving forces of the new economy. In this report, the trends of the ICT sector and of the use of ICT products are analyzed with respect to the overall economic effects in Germany in comparison to the U.S. Further analyses were carried out regarding the intensity and effects of e-business. Finally, the influence of different methods of price measurement on productivity was analysed, since this is important for international comparisons of total factor productivity. The study culminates in a growth accounting calculation separating the contributions to economic growth by capital, labor, and technological progress.
