ICAE received 64 papers in various topics including Control Systems and Mechanical Engineering, Applied Mechanics and Control Systems, Computational Mechanics and Microelectronic Circuits and Systems, Micro-Electro-Mechanical System, RFID and Electronics Design, Electronics materials, Sensor Networks, Fuzzy Systems, AI and Expert Systems, Virtual Reality, Augmented Reality, Architecture and Topology, Geo-Information, GIS and Remote Sensing, Multimedia Content, IoT, Semiconductor technology, IoT Devices and other related fields. All submission were peer-reviewed with at least 3 reviewers provided for each paper. A total of 37 selected, which is around 58% acceptance rate. We express gratitude to all who contributed to the success of ICAE 2022. We acknowledge the invaluable assistance of the track chairs and the track program committee members. It required the significant efforts of many people to make this virtual conference possible, especially in this time of COVID-19 pandemic. We thank the Organizing Committee members along with the numerous reviewers for their assistance with the reviews of the submitted manuscripts. These reviewers serve to bring a broad set of perspectives to the research arena. We especially thank the authors who have provided the submitted manuscripts. The quality of these papers is a tribute to the authors and also to the reviewers who have guided any necessary improvement. The acceptance rate for ICAE 2023 stands at 25%, leading to the selection of 28 substantial papers. The conference featured three distinct tracks: Informatics, Electronics, and Mechanicals. Two keynote addresses were delivered in conjunction with the outstanding technical paper presentations at the technical program. The keynote addresses were delivered by Dr. Ir. Basuki Rahmatul Alam, Chair of the IEEE EDS Indonesia Chapter and Senior Member of IEEE, and Dr. MK Radhakrishnan, Technical Consultant at NanoRel LLP in Singapore and Vice President of IEEE EDS. Coordination effectiveness with the steering committee was crucial to guaranteeing the conference's success. We wish to convey our profound gratitude for their consistent guidance and support that accompanied the entire undertaking. The ICAE Chair Committee deserves special recognition for their conscientiousness in finalizing the peer-review procedure of technical papers, which ultimately led to the creation of a technical program of exceptional quality. Book excerpt: We assess the status and effects of the twin crises (COVID-19 and the military coup) on different segments (production, trade, and consumption) of Myanmar’s food processing sector. Since 2020, we note overall a stalled transformation in food processing in the country: 1. Production (post-farm): The food-processing sector – and especially rice milling – is shown to be very important, making up more than 80 percent of the revenue and value addition of the local industrial sector. The sector suffered substantially from the twin crises, as seen by reduced output and limited new investments in the two most recent years. 2. International trade: Myanmar is in most years a net agricultural exporter (in value terms). However, food exports are dominated by unprocessed and minimally processed products while food imports are mostly more expensive processed foods. While there was fast growth in international food trade between 2009 and 2019, new central bank regulations – focused on an import-substitution strategy to mitigate foreign exchange constraints – have altered trade substantially since. 3. Consumption: The categories of unprocessed and especially of minimally processed food products represent 64 and 23 percent of calories and food expenditures respectively, reflecting the importance of rice in Myanmar’s food economy. After the twin crises, the value of food consumption significantly decreased by 30 and 36 percent for rural and urban areas respectively between 2020 and 2022. However, consumption levels for rural residents are still lower after the crises than those of urban ones. Moreover, while real food consumption expenditures declined significantly for all income groups, the poorest suffered most from the crises as seen in the higher reduction of expenditures for the poorest quintiles (by 31 and 39 percent in rural and urban areas respectively).
