Book excerpt: Army engineer support to U.S. Central Command's joint maneuver force during the Persian Gulf War was massive and critical. Over 100 active and reserve component engineer units contributed significantly to the success of Operation DESERT SHIELD/DESERT STORM. These contributions are well documented in Supporting the Troops: The U.S. Army Corps of Engineers in the Persian Gulf War. The Gulf War dramatically demonstrated the need to deploy engineers early so that they can determine the engineer requirements, communicate those requirements to the maneuver commanders, and take appropriate steps to bed down and sustain U.S. forces. The delayed flow of engineers and their equipment into Southwest Asia directly affected the ability of the maneuver units to sustain themselves and operate effectively. We are now moving toward a smaller, quality Army with rapidly deployable forces. There are fewer engineer units than in 1990, and a larger proportion of the engineer force is in the reserve components. As the active component force continues to shrink, we must insure that the reserve component engineer forces are well trained and ready to deploy on short notice. During the Gulf War engineers provided the model for the Total Army concept, successfully blending Active Army, Army National Guard, Army Reserve, and Department of Defense civilian engineer capabilities. U.S. forces could not have succeeded in the Gulf without the assistance of the reserve components and civilians. The force structure of today's Active Army does not include a number of specialized engineer units needed to support a large-scale deployment. Nor do operational engineer units have all the special expertise that can be found inthe U.S. Army Corps of Engineers. As Supporting the Troops vividly illustrates, the contributions of the Corps' military and civilian members were diverse and significant. Over 160 Corps civilians, who voluntarily deployed to Southwest Asia, provided procurement, design, construction, and real estate support. Corps members worked diligently, often in difficult conditions, to provide for the well-being and safety of tens of thousands of U.S. soldiers. They devised creative solutions to the problems they, encountered, whether implementing new policies or developing new project designs. It was my privilege to serve with them in the Persian Gulf. Discussions during the seminar led us to conclude that similar goals were to be found in studies of the topic that spanned the breadth of ecological research. Yet, the exact meaning of 'habitat structure', and the way in which it was measured, seemed to differ widely among subdisciplines. Our own research, which involves several sorts of ecology, convinced us that the differences among subdisciplines were indeed real ones, and that they did inhibit communica tion. We decided that interchange of ideas among researchers working in marine ecology, plant-animal interactions, physiological ecology, and other more-or-less independent fields would be worthwhile, in that it might lead to useful generalizations about 'habitat structure'. To foster this interchange of ideas. we organized a symposium to attract researchers working with a wide variety of organisms living in many habitats, but united in their interest in the topic of 'habitat structure'. The symposium was held at The University of South Florida's Chinsegut Hill Conference Center, in May. 1988. We asked participants to think about 'habitat structure' in new ways; to synthesize important, but fragmented, information; and. perhaps. to consider ways of translating ideas across systems. The chapters contained in this book reflect the participants' attempts to do so. The book is divided into four parts, by major themes that we have found useful categorizations.

Book excerpt: This study underscores the important use of electronic intelligence and jamming as an electronic countermeasure. Three decades ago, the USAF faced a North Vietnamese electronic air defense threat about which little was known. Through some extraordinary efforts, the USAF ably countered that threat employing an obsolete aircraft, the EB-66, only refitted and upgraded for mid 1960s missions. Since the aircraft was at the end of its projected lifecycle, and a new jammer was on the drawing board, the air staff would not fund additional EB-66 modifications and maintenance requirements. Parallels are easy to draw with today's jammers, as essentially the same situation exists with the EA-6B. The number of EB-66 aircraft during the Vietnam War was inadequate to meet both operational and training requirements. Thus, crews were trained on the job, often during combat operations, and the "boneyard" at Davis-Monthan was often the site of scavenger hunts for repair parts needed to keep the aircraft aloft. The advent of the Pueblo crisis created an additional demand for the EB-66 forcing a partial redeployment of the fleet from Thailand to Korea. Training assets were also flown from Shaw to Germany during the same period to monitor the escalating air defense threat in the Warsaw Pact nations. Missions and employment doctrine had to change to match electronic counters by adversaries from all directions.
