While the public broadcaster remains the dominant national player in terms of reach in both radio and television, commercial broadcasters have introduced a substantial level of diversity in the industry. Public broadcasting faces serious competition from the numerous private and independent broadcasters, especially in and around the capital Kampala and major urban centres. In fact, the private/commercial sector clearly dominates the industry in most respects, notably productivity and profitability. The public broadcaster, which enjoys wider geographical coverage, faces the challenge of trying to fulfil a broad mandate with little funding. This makes it difficult for UBC to compete with the more nimble operators in the commercial/private sector. Overall, there appears to be a healthy degree of pluralism and diversity in terms of ownership.

Globally praised as an African success story and heavily backed by international financial institutions, development agencies and bilateral donors, the country has become an exemplar of economic and political reform for those who espouse a neoliberal model of development. The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. But this self-celebratory narrative, which is critiqued by many in Uganda, masks the disruptive social impact of these reforms and silences the complex and persistent crises resulting from neoliberal transformation. Bringing together a range of leading scholars on the country, this collection represents a timely contribution to the debate around the New Uganda, one which confronts the often sanitised and largely depoliticised accounts of the Museveni government and its proponents. Book excerpt: With the increased interest in study abroad from government, educators, employers and students, the question is: is study abroad engendering the desired intercultural competencies and intellectual development?To achieve this goal, this book proposes two strategies: structure study abroad to bridge the separation of academic learning from experiential and intercultural learning; and integrate study abroad with the undergraduate curriculum.In proposing this integration, the editors take into account the need for institutional change, and recognize faculty members’ concerns about maintaining the integrity of the curriculum, teaching in areas outside their expertise, and keeping up with ever-evolving institutional missions.This book opens with two chapters presenting different theoretical perspectives relevant to the integration of study abroad into the curriculum. The following nine chapters provide examples from a variety of disciplines – from anthropology and religious studies, to literature, urban studies, biology and public health – and within such contexts as distance learning, service learning, and the senior thesis. The concluding chapter considers faculty development activities and institutional structures and policies that support curriculum integration. While the examples are drawn from Beloit College and Kalamazoo College – liberal arts colleges with substantial study abroad enrollments, and nationally recognized for their innovative practices – readers will recognize they are easily adaptable to their own institutions. The two colleges achieved their curricular innovations with limited financial resources, and in the context that most of their students are dependent on financial aid. Book excerpt: Transitional justice, commonly defined as the process of confronting the legacies of past human rights abuses and atrocities, often does not produce the kinds of results that are imagined. In multiethnic, divided societies like Uganda, people who have not been directly affected by harm, atrocity, and abuse go about their daily lives without ever confronting what happened in the past. When victims and survivors raise their voices to ask for help, or when plans are announced to address that harm, it is this unaffected population that see such plans as pointless. They complain about what they perceive as the "needless" time and money that will be spent to fix something that they see as unimportant and, ultimately, block any restorative processes. Joanna R. Quinn spent twenty years working in Uganda and uses its particular case as a lens through which she examines the failure of deeply divided societies to acknowledge the past. She proposes that the needed remedy is the development of a very rudimentary understanding—what she calls "thin sympathy"—among individuals in each of the different factions and groups of the other's suffering prior to establishing any transitional justice process. Based on 440 extensive interviews with elites and other thought leaders in government, traditional institutions, faith groups, and NGOs, as well as with women and children throughout the country, Thin Sympathy argues that the acquisition of a basic understanding of what has taken place in the past will enable the development of a more durable transitional justice process.

However, laws and policies at the continental, regional and national levels have been promulgated and enacted by African leaders. These initiatives have included the establishment of anti-corruption agencies mandated to tackle graft at national level, as well as coordinate bodies at regional and continental levels to ensure the harmonisation of normative standards and the adoption of best practices in the fight against corruption. Yet, given the disparity between the apparent impunity enjoyed by public servants and the anti-corruption rhetoric of governments in the region, the effectiveness of these agencies is viewed with scepticism. This continent-wide study of anti-corruption agencies aims to gauge their relevance and effectiveness by assessing their independence, mandate, available resources, national ownership, capacities and strategic positioning. These surveys include evidence-based recommendations calling for stronger, more relevant and effective institutions that are directly aligned to regional and continental anti-corruption frameworks, such as the African Union Convention on Preventing and Combating Corruption (AUCPCC), which the three countries in this current report Kenya, Tanzania and Uganda have all ratified.
