But now, five years later, that generous aid has clearly failed. In Humanitarian Aftershocks in Haiti, anthropologist Mark Schuller captures the voices of those involved in the earthquake aid response, and they paint a sharp, unflattering view of the humanitarian enterprise. Schuller led an independent study of eight displaced-persons camps in Haiti, compiling more than 150 interviews ranging from Haitian front-line workers and camp directors to foreign humanitarians and many displaced Haitian people. The result is an insightful account of why the multi-billion-dollar aid response not only did little to help but also did much harm, triggering a range of unintended consequences, rupturing Haitian social and cultural institutions, and actually increasing violence, especially against women. The book shows how Haitian people were removed from any real decision-making, replaced by a top-down, NGO-dominated system of humanitarian aid, led by an army of often young, inexperienced foreign workers. Ignorant of Haitian culture, these aid workers unwittingly enacted policies that triggered a range of negative results. Haitian interviewees also note that the NGOs “planted the flag,” and often tended to “just do something,” always with an eye to the “photo op” (in no small part due to the competition over funding). Worse yet, they blindly supported the eviction of displaced people from the camps, forcing earthquake victims to relocate in vast shantytowns that were hotbeds of violence. Humanitarian Aftershocks in Haiti concludes with suggestions to help improve humanitarian aid in the future, perhaps most notably, that aid workers listen to—and respect the culture of—the victims of catastrophe.

Book excerpt: Natural disasters have long been seen as naturally generated events, but as scientific, technological, and social knowledge of disasters has become more sophisticated, the part that people and systems play in disaster events has become more apparent. Production of Disaster and Recovery in Post-Earthquake Haiti demonstrates how social processes impact disasters as they unfold, through the distribution of power and resources, the use of discourses and images of disaster, and the economic and social systems and relations which underlie affected communities. The authors show how these processes played out in post-earthquake Haiti to set in motion the mechanics of the disaster industrial complex to (re)produce disasters and recovery rather than bring sustainable change. The book reveals that disaster and recovery rhetoric helped create fertile conditions for neoliberal disaster governance, militarized and digital humanitarianism, non-profiteering, and disaster opportunism to flourish while further disenfranchising marginalized populations. However, the Haiti earthquake, as is the case with all disaster sites, was ripe with mutual aid, community building, and collective action, all of which further local resilience. The authors seek to re-construct dominant discourses, policies, and practices to advance equitable, participatory partnerships with local community actors and propose a praxis for a people’s recovery as an action-oriented framework for resisting the transnational disaster industrial machinery. The authors argue for new synergies in policymaking and program development that can respond to emergencies and plan for true long-term, sustainable development after disasters that focuses as much on humans and the natural world as it does on economic progress. Production of Disaster and Recovery in Post-Earthquake Haiti will be of great interest to students and scholars of disaster studies, humanitarian studies, development studies, Haitian studies, geography and environmental studies, as well as to non-governmental organizations, humanitarians, and policymakers.

Book excerpt: After supporting Préval as the indispensable President of Haiti, the United States and France grew increasingly antagonistic to him and were bent on preventing the election of his handpicked successor, Jude Célestin. In fact, Seitenfus reveals that this antagonism reached the point where the Core Group led by Mulet attempted to remove Préval from office and send him into exile. Had it not been for the intervention of Seitenfus himself, Préval might well have had in Mulet's words "to leave the presidency and abandon Haiti." While the Core group failed to carry this gross and illegal coup, it nonetheless succeeded in creating a process that changed the results of the first round of the presidential elections and opened the way to Martelly's election in the second round. Seitenfus' explosive revelations are of great significance and deserve to be known by a wide audience. In addition, Seitenfus expands the thoughts he initially developed in an interview published in December 2010 that was highly critical of the international intervention in Haiti and that ultimately led to his firing by the OAS. Haiti: International Dilemmas and Failures shows convincingly that the intervention has been a failure. It has not contributed to any significant economic development, it has failed to stabilize the democratic transition, and it has a deeply flawed record on establishing the institutions required for a secure environment. He also makes the case that the agreements signed between the Haitian government and the UN allowing MINUSTAH to take control of the country were illegal; they lacked the endorsement of Haiti's president, and were thus unconstitutional. Seitenfus is not only critical of the foreign community; he has harsh words for the behavior of Haiti's venal political class and predatory elite. While he has good things to say about Préval, he is right in condemning his anarchic disdain for institutions and his slow and hesitant reaction to the earthquake. Préval was no dictator and probably did more for national reconciliation than any other Haitian leader, but he lacked a sense of purpose to guide the country in the aftermath of the devastating earthquake. In conclusion, Seitenfus has written a provocative and most persuasive and detailed account of the travail of the foreign occupation of Haiti. It will attract a wide audience; "Haitianists," academics and professionals studying international relations, humanitarian interventions, the Caribbean, Latin America, and the UN will be interested in Haiti: International Dilemmas and Failures. Seitenfus has thus written an important and critical book that will become a must read for anyone interested in Haiti, development, and humanitarian interventions. He shows persuasively that the type of foreign assistance that Haiti has been receiving does more harm than good. I am convinced that Haiti: International Dilemmas and Failures will be a major reference in Haitianist circles for a long time to come; it is an eloquent challenge to the prevailing system of foreign assistance and imperial interference. Book excerpt: The earthquake that hit Port-au-Prince on January 12, 2010 was perhaps the largest urban natural catastrophe in recorded history. It killed more than 220,000 people, injured 300,000, and displaced 2.3 million. The world's reaction was swift. The U.S. military was deployed, specially trained search and rescue units were dispatched, and non-governmental organizations (NGOs) quickly set up essential programs. In the first six months of the humanitarian response, 1.5 million people received some form of shelter; 4.3 million people were given food; and 1 million people were provided access to potable water on a daily basis. However, for displaced Haitians, life continued to be difficult and grew more perilous for many. A large number of those displaced still lacked secure access to basic goods and services. Rapes and other forms of gender-based violence were increasing, perhaps precipitously. Forced displacements had begun, spurred on by the desire by landowners to clear their land of IDP tent camps. Without effective mechanisms to hold powerful NGOs to account, expressions of dissatisfaction took different forms. In the rainy heat of Port-au-Prince, graffiti reading "Aba ONG volè" (Down with NGO thieves) began to appear on walls in Port-au-Prince. In this fraught context, the desire to measure progress is compelling. The assessment of progress in the humanitarian sphere has involved the prominent use of indicators. These metrics are in widespread use in post-earthquake Haiti. But these metrics, aimed at responding to demands for quality and accountability, raise many questions of their own. Based on empirical research and focusing on the use of indicators in Haiti, this Article examines leading standards and indicators developed by professional humanitarians in the last dozen years. Integrating specific understandings of human rights, these self-regulation projects attempt to codify the "lessons learned" by the humanitarian community following a series of humanitarian failures. Using the language of management and the logics of audit, the indicators projects encapsulate the knowledge and expertise of professional humanitarians across key sectors. As such, they represent an impressive collaborative effort by a transnational network to learn lessons and evolve professional practices in an incredibly challenging environment. At the same time, the standards and indicators tend to treat the core tensions that led to their creation as technical problems, displacing rather than solving those issues. Indeed, current debates over what to measure and monitor via these indicators may be understood as symptoms of the unresolved tensions inherent in the humanitarian endeavor today. These tensions are visible in the humanitarian response in Haiti. For example, indicators-related issues concerning coverage and scope of services, the management of the dividing line between emergency relief and development work, and the role of the operational community in ensuring protection of disaster-affected communities, have been discussed as technical problems in Haiti. This Article uncovers these dynamics and suggests that a focus on the tensions elided by these technical discussions could allow humanitarians - perhaps working together with human rights advocates - to more effectively harness the power of numbers and audit but also to understand and perhaps transcend their very real limits.
