Book excerpt: This paper focuses on strategies and progress toward establishing the Idaho National Laboratory's (INL's) Human Systems Simulator Laboratory at the Center for Advanced Energy Studies (CAES), a consortium of Idaho State Universities. The INL is one of the National Laboratories of the US Department of Energy. One of the first planned applications for the Human Systems Simulator Laboratory is implementation of a dynamic nuclear power plant simulation (NPP) where studies of operator workload, situation awareness, performance and preference will be carried out in simulated control rooms including nuclear power plant control rooms. Simulation offers a means by which to review operational concepts, improve design practices and provide a technical basis for licensing decisions. In preparation for the next generation power plant and current government and industry efforts in support of light water reactor sustainability, human operators will be attached to a suite of physiological measurement instruments and, in combination with traditional Human Factors Measurement techniques, carry out control room tasks in simulated advanced digital and hybrid analog/digital control rooms. The current focus of the Human Systems Simulator Laboratory is building core competence in quantitative and qualitative measurements of situation awareness and workload. Of particular interest is whether introduction of digital systems including automated procedures has the potential to reduce workload and enhance safety while improving situation awareness or whether workload is merely shifted and situation awareness is modified in yet to be determined ways. Data analysis is carried out by engineers and scientists and includes measures of the physical and neurological correlates of human performance. The current approach supports a user-centered design philosophy (see ISO 13407 "Human Centered Design Process for Interactive Systems, 1999) wherein the context for task performance along with the requirements of the end-user are taken into account during the design process and the validity of design is determined through testing of real end users.

This volume provides an over view of one category of such tools: mathematical models of human performance. It represents a collection of invited papers from a 1988 NATO Workshop. The Workshop was conceived and organized by NATO Research Study Group 9 (RSG.9) on "Modelling of Human Operator Behaviour in Weapon Systems". It represented the culmination of over five years of effort, and was attended by 139 persons from Europe, Canada, and the United States. RSG.9 was established in 1982 by Panel 8 of the Defence Research Group to accomplish the following objectives: * Determine the utility and state of the art of human performance modelling. * Encourage international research and the exchange of ideas. * Foster the practical application of modelling research. * Provide a bridge between the models and approaches adopted by engineers and behavioral scientists. * Present the findings in an international symposium.

A plant or other facility consists of both the engineered system and the human users of that system. Engineering design, specifically instrumentation and control (I&C) design, can influence human performance by driving how plant personnel carry out work and respond to events within a nuclear power plant. As a result, humansystem interfaces (HSIs) for plant operators as well as the maintenance and testing of the I&C system cannot be designed by isolated disciplines. The focus of this publication is to integrate knowledge from the disciplines of human factors engineering (HFE) and I&C to emphasize an interdisciplinary approach for the design of better HSIs and consequently improved human performance in nuclear power plants. This is accomplished by practical explanations of the HFE processes and corresponding outputs that inform the I&C development. More specifically, the publication addresses issues in the design process where collaboration between HFE, I&C and other important disciplines and stakeholders is paramount and identifies key tools and tasks for exchanging inputs and outputs between different design disciplines, particularly I&C and HFE. The practical information provided in this publication is intended to support Member States capabilities to improve their approach to I&C through the consideration of HFE.
