Book excerpt: This volume, the result of an ongoing Nordic research project undertaken under the auspices of the Danish Centre for Human Rights in Copenhagen and the Raoul Wallenberg Institute for Human Rights and Humanitarian Law in Lund, examines the relationship and possible interaction between good governance and human rights. The contributors consist of academics and professionals with backgrounds in development studies, economics, law, political science, and sociology. Together they demonstrate the need for interdisciplinary dialogue and clarification of concepts, contents, and processes of realisation. While good governance is mainly pursued in a development context, it is a central message of the book that good governance guidelines ought to have universal applicability, affecting international organisations and public and private actors in Northern as well as Southern countries. Yet an established consensus does not exist on how good governance and human rights can or should complement each other. The book therefore assesses the advantages of using existing links and identifies ways of building new bridges for mutual support between governance and human rights. The authors examine their topics on the basis of theory, best practices, law, the experiences of societies undergoing democratic transition, and other empirical evidence, without attempting to come up with a common definition of good governance. The plurality of interpretations will hopefully further strengthen good governance and human rights as integral elements of a global agenda.

A shift in the global balance of power away from the United States further undermines the foundations on which the global human rights regime is based. American decline exposes the contradictions, hypocrisies and weaknesses behind the attempt to enforce this regime around the world and opens the way for resurgent religious and sovereign actors to challenge human rights. Historically, Hopgood writes, universal humanist norms inspired a sense of secular religiosity among the new middle classes of a rapidly modernizing Europe. Human rights were the product of a particular worldview (Western European and Christian) and specific historical moments (humanitarianism in the nineteenth century, the aftermath of the Holocaust). They were an antidote to a troubling contradiction—the coexistence of a belief in progress with horrifying violence and growing inequality. The obsolescence of that founding purpose in the modern globalized world has, Hopgood asserts, transformed the institutions created to perform it, such as the International Committee of the Red Cross and recently the International Criminal Court, into self-perpetuating structures of intermittent power and authority that mask their lack of democratic legitimacy and systematic ineffectiveness. At their best, they provide relief in extraordinary situations of great distress; otherwise they are serving up a mixture of false hope and unaccountability sustained by “human rights” as a global brand. The Endtimes of Human Rights is sure to be controversial. Hopgood makes a plea for a new understanding of where hope lies for human rights, a plea that mourns the promise but rejects the reality of universalism in favor of a less predictable encounter with the diverse realities of today’s multipolar world.

Despite the conflicting and often politicized uses of the term, three key dimensions of global governance can be identified: the impact of diplomatic international organizations such as the International Criminal Court, the importance of nonstate actors and global civil society, and global political trends that can be gleaned from empirical observation and data collection. In Human Rights and Global Governance, Meyer defines global governance generally as the management of global issues within a political space that has no single centralized authority. Employing a combination of historical, quantitative, normative, and policy analyses, Meyer presents a series of case studies at the intersection of power politics and international justice. He examines the global campaign to end impunity for dictators; the recognition, violation, and protection of indigenous rights; the creation and expansion of efforts to ensure corporate social responsibility; the interactions between labor rights and development in the Global South; just war theory as it applies to torturing terrorists, war crimes in Afghanistan and Iraq, and the drone wars; and the global strategic environment that best facilitates the making of human rights treaties. Nevertheless, with eyes worldwide trained on Turkish politics, and with accession to the European Union underway, Turkey's human rights record remains a key indicator of its governmental legitimacy. Bureaucratic Intimacies shows how government workers encounter human rights rhetoric through training programs and articulates the perils and promises of these encounters for the subjects and objects of Turkish governance. Drawing on years of participant observation in programs for police officers, judges and prosecutors, healthcare workers, and prison personnel, Elif M. Babül argues that the accession process does not always advance human rights. In casting rights as requirements for expertise and professionalism, training programs strip human rights of their radical valences, disassociating them from their political meanings within grassroots movements. Translation of human rights into a tool of good governance leads to competing understandings of what human rights should do, not necessarily to liberal, transparent, and accountable governmental practices. And even as translation renders human rights relevant for the everyday practices of government workers, it ultimately comes at a cost to the politics of human rights in Turkey.
