It was a comprehensive test of low rate initial production (LRIP) M1 tanks operated by members of a standard Army tank battalion in live-firing and non-firing field exercises. The test was designed to provide data and analyses of the capabilities of LRIP M1 tanks in an operational environment. The results were for use in the decision of whether or not to place the M1 tank system into full-scale production and fielding. The test agent for XM1 OT III was the United States Army Training and Doctrine Command's Combined Arms Test Activity (TCATA). The purpose of the human factors test objective was to provide data to determine if problems observed previously during XM1 OT II (March 1979) on prototype tanks had been corrected on the LRIP tanks and to identify additional needed modifications. The scope of the effort was to include the following activities: assess the ability of the tank commander to function in the M1's commander's weapon station; administer questionnaires to all crew members to obtain data on human factors engineering design considerations; collect performance data on the times required to accomplish loader's tasks involving loading and transferring main-gun ammunition.

The methodology includes a technique for training system experts as data collectors as a means of increasing the effective coverage of the system by Human Factors Engineering test and evaluation personnel. It also describes a modification of the basic methodology which uses video records of operator/maintainer task performance for a posteriori error assessment in cases where real-time data collection is difficult or impossible. Other alternate methods of error data collection are also suggested. Recommendations are also made for a methodology study to develop suitable human error probability (HEP) prediction techniques, the establishment of an HEP data base for military systems, and the development of a standardized instrument for recording operator transactions at complex control/display consoles. Book excerpt: This paper describes the lessons learned from several research and development efforts to develop a combat data base, an automated analysis and retrieval system, and data normalization techniques for analysis. These lessons were learned from several efforts and contracts to develop the data base. Technically, combat data bases need to be collected systematically. The data collection techniques include: a) identify the required data, b) identify the data available, c) identify any data shortfalls, d) structure the data collection forms prior to data collection, e) define the data collection procedures, f) identify the data collection skills required, and g) train the data collectors. Also, before the data can be analyzed, they should be normalized to match the conditions and characteristics of the desired scenario of the analysis effort. Finally, in using foreign data, key characteristics of the data should be reviewed and compensated for, because the foreign data are inherently different from ours. Additional lessons were learned concerning contract management. Specifically, the contract monitor should aggressively review and address contract management issues. These issues include reviewing and identifying inconsistencies between contractor progress and cost reports, financial records, and delivery schedules. (kr).
