Book excerpt: The Halden Man-Machine Laboratory (HAMMLAB) has been at the heart of human factors research at the OECD Halden Reactor Project (HRP). The HRP is sponsored by a group of national organizations, representing nuclear power plant regulators, utilities, and research institutions. The HRP is hosted by the Institute for Energy Technology (IFE) in Halden, Norway. HAMMLAB comprises three full-scale nuclear power plant control room research simulators. The simulator studies performed in HAMMLAB have traditionally been experimental in nature. In a simulator it is possible to study events as they unfold in real time, in a highly realistic operational environment under partially controlled conditions. This means that a wide range of human factors issues, which would be impossible or highly impracticable to study in real-life settings, can thus be addressed in HAMMLAB. Simulator-based Human Factors Studies Across 25 Years celebrates the twenty-fifth anniversary of HAMMLAB by reviewing the human factors studies performed in HAMMLAB across this time-span. A range of human factors issues have been addressed, including: • human-system interfaces; • alarm systems; • computerized procedures; • human-automation interaction; • staffing, teamwork and human reliability. The aim of HAMMLAB studies has always been the same: to generate knowledge for solving current and future challenges in nuclear power plant operation to contribute to safety. The outcomes of HAMMLAB studies have been used to support design and assessment of nuclear power plant control rooms.

The author shows that (French) regulations concerning nuclear safety depend on maintaining a technical dialogue between the ASN, IRSN and nuclear operators. In the face of an ongoing European and global re-evaluation of the safety of nuclear power and alignment towards the Anglo-Saxon standard, the French approach may yet be able to make a significant contribution. This work will be of interest to all involved in nuclear power engineering and in the field of risk management and nuclear safety.

Transportable nuclear power plants are not designed to operate during transportation. This publication highlights the potential benefits of TNPPs, describes the legal and institutional issues for their deployment in countries other than the country of origin, reveals challenges that might be faced in their deployment, and outlines pathways for resolution of the identified issues and challenges in the short and long terms. It is addressed to senior legal, regulatory and technical officers in Member States planning to embark on a nuclear power programme or to expand an existing one by considering the introduction of a TNPP.

Committee on Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants and published by National Academy Press. This book was released on 2014-10-29 with total page 394 pages. Available in PDF, EPUB and Kindle. Book excerpt: The March 11, 2011, Great East Japan Earthquake and tsunami sparked a humanitarian disaster in northeastern Japan. They were responsible for more than 15,900 deaths and 2,600 missing persons as well as physical infrastructure damages exceeding $200 billion. The earthquake and tsunami also initiated a severe nuclear accident at the Fukushima Daiichi Nuclear Power Station. Three of the six reactors at the plant sustained severe core damage and released hydrogen and radioactive materials. Explosion of the released hydrogen damaged three reactor buildings and impeded onsite emergency response efforts. The accident prompted widespread evacuations of local populations, large economic losses, and the eventual shutdown of all nuclear power plants in Japan. "Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants" is a study of the Fukushima Daiichi accident. This report examines the causes of the crisis, the performance of safety systems at the plant, and the responses of its operators following the earthquake and tsunami. The report then considers the lessons that can be learned and their implications for U.S. safety and storage of spent nuclear fuel and high-level waste, commercial nuclear reactor safety and security regulations, and design improvements. "Lessons Learned" makes recommendations to improve plant systems, resources, and operator training to enable effective ad hoc responses to severe accidents. This report's recommendations to incorporate modern risk concepts into safety regulations and improve the nuclear safety culture will help the industry prepare for events that could challenge the design of plant structures and lead to a loss of critical safety functions. In providing a broad-scope, high-level examination of the accident, "Lessons Learned" is meant to complement earlier evaluations by industry and regulators. This in-depth review will be an essential resource for the nuclear power industry, policy makers, and anyone interested in the state of U.S. preparedness and response in the face of crisis situations.
