Book excerpt: The East Asian countries have been relatively more advanced than other developing countries in the field of human capital development. Even in the 1960s they managed to attain higher levels of human capital compared with other low- and middle-level economies in the developing world. This volume examines the role of human capital formation in the rapid growth of the East Asian economies. Apart from the formal education variable, other factors such as better health care of the labour force, nutritional status of the population, and on-the-job training are important concerns that were not given sufficient attention in the 1993 World Bank study The East Asian Miracle. This present volume offers many insights of interest to policy-makers and specialists with regard to developing (and transitional) economies.

Book excerpt: This book investigates the role of wealth in achieving sustainable rural economic development. The authors define wealth as all assets net of liabilities that can contribute to well-being, and they provide examples of many forms of capital – physical, financial, human, natural, social, and others. They propose a conceptual framework for rural wealth creation that considers how multiple forms of wealth provide opportunities for rural development, and how development strategies affect the dynamics of wealth. They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Based on these case studies, a typology of rural wealth creation strategies is proposed and an approach to mapping the potential of such strategies in different contexts is demonstrated. This book will be relevant to students, researchers, and policy makers looking at rural community development, sustainable economic development, and wealth measurement.

Available in PDF, EPUB and Kindle. Book excerpt: The object of research is the human capital of the agricultural sector of the national economy. The study of scientific works has revealed that in defining the essence of human capital as an economic category, scientists have not reached a common opinion. With all the variety of theoretical approaches, the problem of the peculiarities of human capital formation in the agricultural sector remains insufficiently studied. There are significant differences in methodological approaches to the interpretation of its essence at different levels of manifestation and certainty. The methods of systematic approach and structural-functional analysis, abstract-logical, monographic and graphical methods were used in the research. The study identifies the nature and peculiarities of human capital formation in the agrarian sector of the economy and clarifies the human capital functions of the agrarian sector and the factors that contribute to its development. In the work on the basis of generalization of theoretical researches on the role of human capital in the economy, its state and prospects of development in the agrarian sector of economy are analyzed. The factors that influence the level of formation and development of human capital are analyzed. The functions of human capital are described and ways to improve the available human capital in rural areas are proposed. The peculiarities of the human capital of the agrarian sector of the economy are revealed, the main of which are:- close connection of the human capital of the agrarian sector with the rural way of life, agrarian work and life;- significant social and professional homogeneity;- great dependence of its use on natural rhythms and cycles;- significant territorial dispersion of the human capital of the agricultural sector, its relatively low mobility compared to human capital in other sectors of the national economy;- need for development and development under conditions of disability due to the lower standard and quality of life in rural areas, etc.

Available in PDF, EPUB and Kindle. Book excerpt: Human development plays a pivotal role in the process of economic development. A country's potential to grow is dependent, not only on physical resources, but also on human resources. Human capital formation is both qualitative and quantitative, in the sense that it involves attainment of the skills, education, and experience, as well as enhancing the number of individuals who possess these qualities. The modern concept of development is much more than the increase in income and output. Rather, it is a multi-dimensional process which involves the reorganization and reorientation of the whole economic and social system. It not only involves radical changes in institutional, social, and administrative structures, but also in popular attitudes, customs, and beliefs. Economic development in modern times is understood, inter alia, in terms of reduction of poverty, inequality, and unemployment in a growing economy. Human capital formation, thus, is central to any development strategy. This book contains a comprehensive study on the inter-relationship between human development and economic growth, covering most of the countries of the world, categorized as: developing countries, high income countries, upper middle income countries, lower middle income countries, low income countries, and all countries taken together.

Available in PDF, EPUB and Kindle. Book excerpt: Macroeconomic research on human capital - the stock of human capabilities and knowledge - has been extensively published but to date the literature has lacked a comprehensive analysis of human capital within the organization. The Oxford Handbook of Human Capital has been designed to fill that gap, providing an authoritative, inter-disciplinary, and up to date survey of relevant concepts, research areas, and applications. Specially commissioned contributions from over 40 authors reveal the importance of human capital for contemporary organizations, exploring its conceptual underpinnings, relevance to theories of the firm, implications for organizational effectiveness, interdependencies with other resources, and role in the future economy. Unlike neoclassical macroeconomic concepts of human capital, human capital in organizations is shown to be dynamic and heterogeneous, requiring new theories and management frameworks. The systemic role of human capital is explored, revealing it as the lynchpin of social, structural and other forms of intangible and tangible capital. Connections between human capital and organizational performance are investigated from HR management, procurement, alignment, value appropriation, and accounting perspectives. Links between micro and macro perspectives are provided through analyses of inter firm human capital mobility, national and regional human capital formation regimes and industry employment relations practices. This Handbook is designed for scholars and graduate students of organization and management theory, strategy, entrepreneurship, knowledge and intellectual capital, accounting, IT, HR, IR, economic sociology and cultural studies. For policy makers and practitioners it should provide an up to date guide to the nature and role of human capital in contemporary organizations and the roles that government, industry and other extra firm institutions can play in facilitating its development.

Available in PDF, EPUB and Kindle. Book excerpt: Human capital—the knowledge, skills, and health that people accumulate over their lives—is a central driver of sustainable growth, poverty reduction, and successful societies. More human capital is associated with higher earnings for people, higher income for countries, and stronger cohesion in societies. Much of the hard-won human capital gains in many economies over the past decade is at risk of being eroded by the COVID-19 (coronavirus) pandemic. Urgent action is needed to protect these advances, particularly among the poor and vulnerable. Designing the needed interventions, targeting them to achieve the highest effectiveness, and navigating difficult trade-offs make investing in better measurement of human capital now more important than ever. The Human Capital Index (HCI)—launched in 2018 as part of the Human Capital Project—is an international metric that benchmarks the key components of human capital across economies. The HCI is a global effort to accelerate progress toward a world where all children can achieve their full potential. Measuring the human capital that children born today can expect to attain by their 18th birthdays, the HCI highlights how current health and education outcomes shape the productivity of the next generation of workers and underscores the importance of government and societal investments in human capital. The Human Capital Index 2020 Update: Human Capital in the Time of COVID-19 presents the first update of the HCI, using health and education data available as of March 2020. It documents new evidence on trends, examples of successes, and analytical work on the utilization of human capital. The new data—collected before the global onset of COVID-19—can act as a baseline to track its effects on health and education outcomes. The report highlights how better measurement is essential for policy makers to design effective interventions and target support. In the immediate term, investments in better measurement and data use will guide pandemic containment strategies and support for those who are most affected. In the medium term, better curation and use of administrative, survey, and identification data can guide policy choices in an environment of limited fiscal space and competing priorities. In the longer term, the hope is that economies will be able to do more than simply recover lost ground. Ambitious, evidence-driven policy measures in health, education, and social protection can pave the way for today’s children to surpass the human capital achievements and quality of life of the generations that preceded them.
