By digging into the data, economist Nathan Grawe has created probability models for predicting college attendance. Overall, he spots demographic patterns that are tilting the US population toward the Hispanic southwest. Moreover, since 2007, fertility rates have fallen by 12 percent. Higher education analysts recognize the destabilizing potential of these trends. However, existing work fails to adjust headcounts for college attendance probabilities and makes no systematic attempt to distinguish demand by institution type. This book analyzes demand forecasts by institution type and rank, disaggregating by demographic groups. The authors find that size of place is a critical demographic factor, affecting population composition (rural populations are older and more predominantly male than urban populations), the distribution of poverty (urban poverty tends to be concentrated in neighborhoods; rural poverty may extend over large blocks of counties), and employment opportunities (job quality and income are lower in rural areas, though rural occupational patterns are converging with those of urban areas). In general, rural and small town America still lags behind urban America on many indicators of social well-being. Its conclusions-drawn from a review of literature and analyses of data from 180 countries, about half of which experienced civil conflict at some time from 1970 through 2000-argue that: Recent progress along the demographic transition-a population's shift from high to low rates of birth and death is associated with continuous declines in the vulnerability of nation-states to civil conflict. If this association continues through the 21st century, then a range of policies promoting small, healthy and better educated families and long lives among populations in developing countries seems likely to encourage greater political stability in weak states and to enhance global security in the future.
