Book excerpt: The U.S. Army War College (USAWC) is proud to present the 28th Edition of How the Army Runs: A Senior Leader Reference Handbook, 2011-2012. Publication of this text at this time, when the Army has been at war for almost a decade, has almost completed restructuring of its operating force, and is addressing the structure of the generating force, as well as completing formidable base closure and restationing actions, gives credence to the enduring truth that in order to be successful the Army must sustain and improve itself while it is fully committed to the Nation's bidding. The systems and processes documented and explained in this work are designed to do just that. This text was prepared under the direction of the faculty of the Department of Command, Leadership, and Management. It is intended to be used in an academic environment during the study of the systems and processes used to develop and sustain trained and ready combat forces to be used by the Combatant Commanders.

If there was ever a time when leaders and staffs - military and civilian - needed a guide to understand our systems and process it is right now. Having been in a continuous state of conflict for the past 12 years and entering a history-impacting era of scarcity, you must use this reference to be an effective steward of our profession. This updated volume, the 29th Edition of How the Army Runs; A Senior Leader Reference Handbook, 20132014, is exceptionally relevant. Leaders who understand and can use the systems and processes documented and explained in this work will be able to keep the United States Army Ihe best fighting force in the world, even in the face of uncertainty and declining resources. Book excerpt: Defense Technological Innovation describes the emerging paradigm for innovation at the US Department of Defense, and the consequent impacts on its stakeholders. Leveraging a combination of prior research, archival data, first-person observations and interviews, the authors identify practices and themes characterizing the key trends in defense innovation, describe current organizational approaches and practices, and develop a theoretical framework that elucidates the competencies required to underwrite defense innovation objectives. The findings therein are relevant to any large, technology-driven organization contending with the implications of rapid change in the high-tech landscape.

Book excerpt: This book presents the U.S. Army Asymmetric Warfare Group (AWG) as an example of successful change by the Army in wartime. It argues that creating the AWG required senior leaders to create a vision differing from the Army’s self-conceptualization, change bureaucratic processes to turn the vision into an actual unit, and then place the new unit in the hands of uniquely qualified leaders to build and sustain it. In doing this, it considers the forces influencing change within the Army and argues the two most significant are its self-conceptualization and institutional bureaucracy. The work explores three major subject areas that provide historical context. The first is the Army’s institutional history from the early 1950s through 2001. This period begins with the Army seeking to validate its place in America’s national security strategy and ends with the Army trying to chart a path into the post-Cold War future. The Army’s history is largely one of asymmetric warfare. The work thus examines several campaigns that offered lessons for subsequent wars. Some lessons the Army took to heart, others it ignored. As the AWG was a direct outgrowth of the failures and frustrations the Army experienced in Afghanistan and Iraq, the book examines these campaigns and identifies the specific problems that led senior Army leaders to create the AWG. Finally, the work chronicles the AWG’s creation in 2006, growth, and re-assignment from the Army staff to a fully-fledged organization subordinate to the U.S. Army Training and Doctrine Command in 2011 to its deactivation. This action resulted not from the unit’s failure to adapt to a post-insurgency Army focusing on modernization. Rather, it resulted from the Army failing to realize that while the AWG was a product of counterinsurgency, it provided the capability to support the Army during a period of great strategic and institutional uncertainty.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines how U.S. domestic institutions stand up to global threats and whether intelligence sharing across military and civilian law enforcement barriers is legal. The U.S. Constitution is designed to distribute power in order to prevent its concentration, and in particular, it draws clear lines between the responsibilities of the military and those of civilian law enforcement. But the new global threat paradigm, requiring responses both abroad and at home, calls out for military and civilian intelligence gathering to work in tandem. The Civil-Military Divide: Obstacles to the Integration of Intelligence in the United States looks at historic and legal ramifications of such efforts. Louise Stanton's thought-provoking work sums up the current state of U.S. intelligence gathering at all levels of government. It then looks at the range of recommendations for overhauling our intelligence efforts in the context of the U.S. Constitution to assess what may or may not be constitutionally supportable. At issue are three long-established, often reaffirmed principles: the separation of powers, the federalist system that gives the U.S. government precedence over states, and the separation of the civilian and military sectors.
