Book excerpt: As the United States Naval Academy undertakes an institution-wide curriculum review, questions have been raised regarding the composition of course material, and the allocation of credit hours for its First Class Leadership Capstone courses. This study analyzes the needs of the Surface Warfare Officer Leadership Capstone Course at USNA. The purpose of this research is to use qualitative data to determine how the USNA SWO Leadership Capstone Course should be structured, and to determine the appropriate balance between leadership education and practical training. The research also determines whether or not there is a gap between current course content and the expectations of Commanding Officers, Executive Officers, Department Heads, and Division Officers in the Fleet, with respect to the knowledge, skills, abilities, and attitudes Ensigns should possess on the day they arrive onboard their first ship. In addition to holding focus groups with course instructors and faculty coordinators, interviews were conducted with prospective Commanding Officers, prospective Executive Officers, prospective Department Heads, and Ensigns enrolled in the Division Officer's Course at Surface Warfare Officer School Command, Newport, RI.

Examination of both Army and Navy mid-grade leadership courses will gage the competing services level of leader development and the effectiveness of the Department Head Leadership Curriculum. The survey revealed low marks for Resource Management and Leading Change in both services. Recommendations are made for improving SWOS leadership and offers options for future study.

About the Author After leaving the Navy, Frank created Gamboa International Corporation, a management consulting company that he and Linda successfully operated in the private sector from 1994 to 2006. In 1989, he was elected Vice President of the Naval Academy Class of 1958 and continues to serve in that capacity. He and his wife, the former Linda Marie Lehtio, reside in Fairfax, Virginia. Their son, John Frank "Jack" Gamboa, Junior, and his daughter Emma live in Portland, Oregon. Their daughter Judith Ann Callsen and her husband Gary and her daughter Loren reside at Foxcroft School in Middleburg, Virginia.

Book excerpt: This research analyzes the United States Naval Academy's (USNA) admissions and professional development processes and their impact on the career development of its graduates in the Unrestricted Line (URL) communities. Three hypotheses are advanced to explain the high level of fleet performance and retention of USNA graduates: selectivity of applicants; Navy-specific human capital investment; and institutional favoritism. Non-linear LOGIT regression models for the USNA Classes of 1980 through 1985 are developed to analyze the influence of the hypothesed factors on the probability of a midshipman: (a) graduating from the USNA, and (b) developing into a career officer. Both the USNA's composite "whole-person" and individual selection criteria play a significant role in the probability of graduation. Non-scholastic affective selection criteria, and both affective military performance and Navy-specific cognitive skill development at the US NA, are positively associated with the development of career officers. Additionally, several key predictors of career potential are identified. A paradigm shift in perspective from the current short-term context to a life-cycle career context is recommended in the "whole- person" selection and development of USNA midshipmen..
