Book excerpt: Recognition by the US Army that a potential threat to the public from continued storage was potentially as great a threat as from transportation and the final demilitarization of chemical agents gave rise to the Chemical Stockpile Emergency Preparedness Program (CSEPP). CSEPP is a civilian community emergency preparedness program complementing the Department of Defense's initiative to destroy domestic stockpiles of aged chemical warface munitions. An incident involving chemical warfare agents requires a unique hazardous materials (HAZMAT) response. As with any HAZMAT event, federal regulations prescribe that responders must be protected from exposure to the chemical agents. But unlike other HAZMAT events, special considerations govern the selection of personal protective equipment (PPE). PPE includes all clothing, respirators and detection equipment used to respond to a chemical release. PPE can differ depending on whether responders are military or civilian personnel. FEMA requested that ORNL create training materials for CSEPP participants. These training materials were to provide information on a variety of topics and answer questions that a typical CSEPP participant might ask, including the following: how did the Army select the CSEPP recommended ensemble (i.e., protective clothing, respiratory equipment, and detection equipment); how does the CSEPP participant know this ensemble is the right PPE for chemical warfare agents and will actually protect him; what are the concept of operations and work rules? Does one need to know what the CSEPP concept of operations and work rules include? This report describes the training document ORNL created.

Book excerpt: 'The primary purpose of the Guide for the Selection of Personal Protective Equipment for Emergency First Responders is to provide emergency first responders with information to aid them in the selection of PPE, both percutaneous (skin) protection and respiratory protection. PPE providing percutaneous protection addressed in this guide includes protective ensembles, footwear, and gloves. PPE providing respiratory protection from CBRN threats addressed in this guide includes air-purifying respirators (APRs), powered air-purifying respirators (PAPRs), self-contained atmosphere supplying respirators (SCBAs), and escape respirators. The guide is intended to be more practical than technical and provides information on a variety of factors that should be considered when purchasing and using PPE, including duration of protection, dexterity/mobility (how cumbersome is the equipment), cleanability, and use/reuse, to name a few. The remainder of this guide is divided into several sections. Section 2 presents background information about the function, components, protection levels, and certification standards associated with PPE. Section 3 provides an introduction to chemical agents, toxic industrial chemicals/materials (TICs/TIMs), biological agents, and radiological/nuclear agents. Specifically, it discusses CBRN agents by providing overviews, physical and chemical properties, routes of entry, and symptoms. It also discusses the 98 TICs/TIMs that are considered in this guide. Section 4 presents an overview of percutaneous protection and is divided into several subsections that focus on ensembles, boot, and gloves. Section 5 presents an overview of respiratory protection equipment and is divided into several subsections that focus on APRs, PAPRs, SCBAs, and escape respirators."--Document home page.

Book excerpt: The National Institute of Justice is the focal point for providing support to State and local law enforcement agencies in the development of counterterrorism technology and standards, including technology needs for chemical and biological defense. In recognizing the needs of State and local emergency first responders, the Office of Law Enforcement Standards (OLES) at the National Institute of Standards and Technology (NIST), supported by the National Institute of Justice (NIJ), the Technical Support Working Group (TSWG), the U.S. Army Soldier and Biological Chemical Command, and the Interagency Board for Equipment Standardization and Interoperability (IAB), is developing chemical and biological defense equipment guides. The guides will focus on chemical and biological equipment in areas of detection, personal protection, decontamination, and communication. This document focuses specifically on assisting the emergency first responder community in the evaluation and purchase of personal protective equipment. The long range plans are to: (1) subject existing personal protective equipment to laboratory testing and evaluation against a specified protocol, and (2) conduct research leading to the development of multiple series of documents, including national standards, user guides, and technical reports. It is anticipated that the testing, evaluation, and research processes will take several years to complete; therefore, the National Institute of Justice has developed this initial guide for the emergency first responder community in order to facilitate their evaluation and purchase of personal protective equipment. In conjunction with this program, additional guides, as well as other documents, are being issued in the areas of chemical agent and toxic industrial material detection equipment, biological agent detection equipment, decontamination equipment, and communication equipment. This Volume, IIa, of the Guide for the Selection of Personal Protective Equipment for Emergency First Responders, which focuses particularly on respiratory protection. It contains the information data sheets that were used to support the personal protective equipment evaluation detailed in Volume I. The compilation of data in Volume IIa is the result of the merger of several data acquisition methods used independently by NIST and TSWG.

Book excerpt: The first edition of this book, Chemical Warfare Agents: Toxicity at Low Levels, was published just prior to the terrorist attacks of September 11, 2001. The second edition titled, Chemical Warfare Agents: Pharmacology, Toxicology, and Therapeutics, included new epidemiological and clinical studies of exposed or potentially exposed populations; new treatment concepts and products; improved organization of the national response apparatus addressing the potential for CWA terrorism; and improved diagnostic tests that enable rapid diagnosis and treatment. Since the second edition, the chemical warfare agent community has worked hard to advance research for protection and treatment and develop/improve response approaches for individuals and definitive care. Consequently, in addition to updating previous chapters, Chemical Warfare Agents: Biomedical and Psychological Effects, Medical Countermeasures, and Emergency Response, Third Edition features several new chapters that address the Syrian War, chemical destruction, the Organisation for the Prohibition of Chemical Weapons, biomarkers for chemical warfare agent exposure, field sensors, aircraft decontamination, lung/human on a chip, chemical warfare response decision making, and other research advancements. Features: Describes the newest medical interventions, and the latest technologies deployed in the field, as well as developments in the international response to CW usage highlighting recent events in the Middle East Discusses the latest in organizational/interagency partitioning in terms of responsibilities for emergency response, not just in the United States but at the international level—whether prevention, mitigation, medical care, reclamation, or medico-legal aspects of such response Contains the most current research from bench-level experts The third edition contains the most up-to-date and comprehensive coverage of the question of chemical warfare agent employment on the battlefield or in terrorism. Edited by workers that have been in the field for 35+ years, it remains faithful to the scientific "constants," while evaluating and crediting the advances by the industry that have made us safer.

Book excerpt: A HazMat team evacuates five square miles of a city business district in response to a chemical spill. Ten city blocks away, a police special response team forms a perimeter around an office building where a terrorist threatens the release of a deadly chemical agent. Meanwhile, paramedics administer first aid to victims exposed to a possible vesicant. In the real-life world of emergency response, nothing is more crucial to crisis personnel than quick and decisive action. D. Hank Ellison's Emergency Action for Chemical and Biological Warfare Agents tells police, paramedics, and firefighters just what actions to take in the event of a crisis involving hazardous materials. The book contains abridged versions of the class indices from Ellison's larger Handbook of Chemical and Biological Warfare Agents. The indices deal with classes of agents (nerve, blister, etc.) instead of focusing on specific agents. Each index contains information on the toxicology/health impacts, physical characteristics, hazards from fire or reactivity, protection of personnel, and general first aid for that agent class. Designed to provide rapid access to critical emergency information at the scene of a release of chemical or biological warfare agents, this handy field guide is also ideal for facilitating the coordination with off-site personnel who have access to more comprehensive information in Ellison's larger Handbook. It differs from its larger companion, however, in that agent specific data, as well as information on evacuation distances, are listed in table format, making it the ideal tool for emergency responders deployed in the field.

Book excerpt: Since Operation Desert Shield/Desert Storm, Gulf War veterans have expressed concerns about health effects that could be associated with their deployment and service during the war. Although similar concerns were raised after other military operations, the Gulf War deployment focused national attention on the potential, but uncertain, relationship between the presence of chemical and biological (CB) agents and other harmful agents in theater and health symptoms reported by military personnel. Strategies to Protect the Health of Deployed U.S. Forces which is one of the four two-year studies, examines the detection and tracking of exposures of deployed personnel to multiple harmful agents.
