Book excerpt: Regional Spatial Strategies (RSSs) bridged the gap between those planning issues determined by local policy or concern, and those subject to policy goals defined at a national level - such as those for housing or renewable energy. The committee did not pass judgment on the merits of regional spatial strategies, but is concerned about the hiatus created by their intended abolition. This is giving rise to an inertia that is likely to hinder development - making it much harder to deliver necessary but controversial or emotive 'larger than local' facilities and to ensure that our national need for new housing is met. There also needs to be a strengthened local authority 'duty to co-operate' and a better understanding of where Local Enterprise Partnerships will fit into these new planning arrangements. The Government's recognition that we need to build more houses, and its commitment to deliver 150,000 affordable homes over the next four years (although this is not an exceptional number by historic standards) is welcomed. However, the likelihood of achieving this increase through the New Homes Bonus is questioned. There is no evidence this mechanism will increase housing supply by 8 - 13% in the way that ministers predict. Indeed, it became clear during this inquiry that estimates for new house building contained in local authorities' plans have already fallen by 200,000 following the decision to abolish RSSs. The committee concludes that this Government may face a stark choice between whether to build fewer homes than its predecessors, or abandon its commitment to promote localism in decisions of this kind. The committee therefore calls for the New Homes Bonus to be linked explicitly to the delivery of homes provided for in local plans following robust assessments of housing need

The DCLG faces unusual challenges as a result of how it is structured and its reliance on the performance of other departments, agencies, local authorities for the achievement of its goals set by the Government. The challenge of delivery is examined under several headings: the capability review carried out by the Prime Minister's Delivery Unit; the ten public service agreements (focussing particularly on decent homes, fire and rescue services, race equality and community cohesion and gender equality); home information packs; FireLink and FiReControl, two major technology projects currently under way and both overdue and exceeding planned costs. On the Departmental report, the Committee welcomes the higher standard of the report, and the improvement in provision of full and clear information to Parliament and the public. A concern remains about the number of staff reporting feeling bullied, harassed or discriminated against.

The Governance of Britain Green Paper (Cm. 7170, ISBN 9780101717021) put forward proposals for improved democractic accountability and scrutiny of the delivery of public services in the English regions. The Committee, in this report, has concluded that there is clear evidence of an accountability gap at regional level. Regional Development Agencies (RDAs), although accountable to ministers, still conduct many activities that are not subject to a regular, robust scrutiny, and the Committee believes more should be done to monitor the delivery of services. With this in mind, the Committee recommends the establishment of a system of regional select committees, with one select committee for each of the administrative regions in England, with the exception of London. Further, the Committee recommends that up to two regional grand committee meeting should take place in each session for each of the 8 regions. To avoid an adverse impact on House Members' other commitments, membership of regional committees should consist of 10 Members in total. This report therefore sets out a desirability of establishing new structures within the House of Commons to improve regional accountability and Parliamentary scrutiny.

Book excerpt: In 2005, traffic collisions killed 3,201 people with almost 29,000 seriously injured on British roads. Although the level of road crash fatalities and injuries has fallen over successive decades and Britain has one of the safest road environments in the world, the numbers still remain far too high and many of these casualties might have been avoided if there was a higher level of compliance with traffic law. The Committee's report examines the road casualty problem, focusing on the role of roads policing and the contribution which enforcement can make to casualty reduction. It considers how technology is influencing the policing and enforcement of particular offences, relating to speeding, drink and drug driving, driving whilst using a mobile phone and driving while impaired by fatigue. The report finds that, despite progress made by the Department for Transport against its 2010 casualty reduction targets, the Home Office has continued to deny traffic law enforcement issues the priority it requires and must explicitly adopt the targets as a key part of its future national policing plans. Investment and research into new technological equipment, such as roadside breath testing equipment and time-distance cameras, and a higher profile and more visible traffic enforcement effort would bring important casualty reductions. However, the efficiencies which technology can bring should not be seen as a opportunity to cut the number of roads police officers, as technology alone cannot carry out the multitude of functions undertaken by roads police officers.

Such a strategy must set objectives for all transport spending and explain the criteria Ministers will use to decide between different claims on limited financial resources. The report welcomes the commitment to undertake transport investment that will deliver sustainable growth and enterprise, including 'green' industries, balanced across all sectors and in a manner that will reduce regional disparities. Ministers must however ensure that this vision for transport investment is backed up by a pro-active and fully integrated economic development strategy. This is so far absent. The current Government has swept away the regional tier of planning and many institutions that played a key role in the development of strategic priorities for transport spending in support of economic development. This has created a vacuum that has left regions without the institutions and arrangements they need to plan and prioritise sub-national transport schemes and other significant transport infrastructure. The Coalition also needs a much stronger strategy for developing the UK's major ports and airports. The Government must also do more to correct regional disparities in transport investment. The Department for Transport's 'New Approach To Appraisal' process, which plays such a major role in deciding which transport schemes get Government funding, is highly controversial. Small schemes, including sustainable transport projects, may be cut disproportionately under new transport funding arrangements.
