Book excerpt: The Public Administration Select Committee (PASC) has concluded a year-long inquiry into the future of the Civil Service with only one recommendation: that Parliament should establish a Joint Committee of both Houses to sit as a Commission on the future of the Civil Service. It should be constituted within the next few months and report before the end of the Parliament with a comprehensive change programme for Whitehall with a timetable to be implemented over the lifetime of the next Parliament. The Report considers the increased tensions between ministers and officials which have become widely reported, and places the problems in Whitehall in a wider context of a Civil Service built on the Northcote-Trevelyan settlement established in 1853 and the Haldane principles of ministerial accountability set out in 1919. The government's Civil Service Reform Plan lacks strategic coherence and clear leadership from a united team of ministers and officials. The Northcote-Trevelyan Civil Service remains the most effective way of supporting the democratically elected Government and future administrations in the UK. Divided leadership and confused accountabilities in Whitehall have led to problems: a low level of engagement amongst civil servants in some departments and agencies, and a general lack of trust and openness; the Civil Service exhibits the key characteristics of a failing organisation with the leadership are in denial about the scale of the challenge they face. There is a persistent lack of key skills and capabilities across Whitehall and an unacceptably high level of churn of lead officials, which is incompatible with good government.

Savoie reveals how the traditional deal struck between politicians and career officials that underpins the workings of our national political and administrative process is today being challenged. He argues that the role of bureaucracy within the Canadian political machine has never been properly defined, that the relationship between elected and permanent government officials is increasingly problematic, and that the public service cannot function if it is expected to be both independent of, and subordinate to, elected officials. While the public service attempts to define its own political sphere, the House of Commons is also in flux: the prime minister and his close advisors wield ever more power, and cabinet no longer occupies the policy ground to which it is entitled. Ministers, who have traditionally been able to develop their own roles, have increasingly lost their autonomy. Book excerpt: Although Armed Forces personnel have a lower rate of criminal offending than the general population, the rate for violent incidents is substantially higher, particularly amongst those who have previously been deployed in combat roles and those who misuse alcohol. The MoD needs to understand better the links between deployment, alcohol misuse and violent behaviour especially domestic violence. In particular, there has been no research as to the incidence of domestic violence amongst Armed Forces personnel. The Committee also found a 'shocking' backlog in the processing of claims for War Pensions and for the Armed Forces Compensation Scheme. The Committee is concerned that the demand for support from the Defence Recovery Capability already exceeds supply. Veterans need more support navigating the overlapping bureaucracy of the health system. Despite assurances from the MoD and the Department of Health, the Committee is concerned that, as operations in Afghanistan and Iraq fade from the public's mind and personnel move on to other lives, the necessary long term support for those injured physically and psychologically will not be maintained. The MoD, in conjunction with the Health Service, has introduced some measures to support veterans with mental health problems and amputees but other conditions also require this focus. The MoD should monitor the results of its work and report the outcomes in its annual report on the Armed Forces Covenant.
