Book excerpt: In recent years, the city many hoped would help democratize China has instead become a research setting in which to study China’s increasing intolerance of dissent. Since Hong Kong’s return to Chinese sovereignty in 1997, China’s treatment of Hong Kong could be divided into three stages: non-intervention, intervention, and securitization. If the July 1 march in 2003 is a watershed that marked Beijing’s change from non-intervention to intervention, this book suggests that the Umbrella Movement in 2014 is another watershed that marked Beijing’s change from intervention to securitization. This book is a theoretically driven case study of the Umbrella Movement, a massive sit-in that paralyzed key business and retail districts for 79 days in Hong Kong in 2014. Many Hongkongers believe that they have the right to a fair election of the chief executive, and Beijing’s insistence on vetting candidates prompted the outbreak of the Umbrella Movement. Drawing insights from the securitization theory and fear appeal literature, the book proposes the framework of “security appeal.” It argues that the outbreak of the Umbrella Movement resulted from a premature use of hard repression, that is, before the government convinced the general public that the Umbrella Movement was a threat. The eventual successful securitization entails a general acceptance of the threatening nature of the Umbrella Movement and agreement with its crackdown. This book concludes that one of the consequences of the securitization of the Umbrella Movement is Beijing’s eventual switch to the policy of “patriotocracy” – a system that allocates power and resources based on one’s professed patriotism – in lieu of One Country, Two Systems. The policy implications and theoretical and methodological contributions of this book will be of interest to scholars and students of security studies; Chinese politics; and various social science disciplines, including political science, psychology, criminology, and sociology.

However, since the handover in 1997, the transformation of Hong Kong’s political and socio-economic environment has eroded the conditions that supported a viable state-business alliance. This state-business alliance, which was once a solution for Hong Kong’s governance, has now become a political burden, rather than a political asset, to the post-colonial Hong Kong state. This book presents a critical re-examination of the post-1997 governance crisis in Hong Kong under the Tung Chee-hwa and Donald Tsang administrations. It shows that the state-business alliance has failed to function as an organizational machinery for supporting the post-colonial state, and has also served to generate new governance problems. Drawing upon contemporary theories on hybrid regimes and state capacity, this book looks beyond the existing opposition-centered explanations of Hong Kong’s governance crisis. By establishing the causal relationship between the failure of the state-business alliance and the governance crisis facing the post-colonial state, Brian C. H. Fong broadens our understanding of the governance problems and political confrontations in post-colonial Hong Kong. In turn, he posits that although the state-business alliance worked effectively for the colonial state in the past, it is now a major problem for the post-colonial state, and suggests that Hong Kong needs a realignment of a new governing coalition. What accounts for this dramatic change in this critical policy area surrounding China's insatiable quest for energy? In China's Water Warriors, Andrew C. Mertha argues that as China has become increasingly market driven, decentralized, and politically heterogeneous, the control and management of water has transformed from an unquestioned economic imperative to a lightning rod of bureaucratic infighting, societal opposition, and open protest. Although bargaining has always been present in Chinese politics, more recently the media, nongovernmental organizations, and other activists—actors hitherto denied a seat at the table—have emerged as serious players in the policy-making process. Drawing from extensive field research in some of the most remote parts of Southwest China, China's Water Warriors contains rich narratives of the widespread opposition to dams in Pubugou and Dujiangyan in Sichuan province and the Nu River Project in Yunnan province. Mertha concludes that the impact and occasional success of such grassroots movements and policy activism signal a marked change in China's domestic politics. He questions democratization as the only, or even the most illuminating, indicator of political liberalization in China, instead offering an informed and hopeful picture of a growing pluralization of the Chinese policy process as exemplified by hydropower politics. For the 2010 paperback edition, Mertha tests his conclusions against events in China since 2008, including the Olympics, the devastating 208 Wenchuan earthquake, and the Uighar and Tibetan protests of 2008 and 2009.
