Abstract: Abstract of dissertation entitled The Strategies to Sustain Hong Kong International Airport as the Air Cargo Hub in the Pearl River Delta Submitted by Lam Hon Chuen For the Degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2003 To what extent Hong Kong International Airport (HKIA) can sustain its strategic role as a regional cargo hub against competition from the airports in the Pearl River Delta is an important question for the Airport Authority. Despite the air cargo traffic just accounts for only 1% of the total cargo movement, it represents almost 27% of the total value of the Hong Kong's total trade. It is an important strategic industry of Hong Kong. The aim of this study is to formulate some strategies for the HKIA in sustaining its leading position as an air cargo hub through examining its present strengths and weaknesses and exploring its future opportunities and threats. To get more information and understand more about the internal factors of HKIA, a field research was conducted for this pursuit. And Porter's Five Forces Model was applied in analyzing those external factors influencing the status of HKIA. The results of this study indicate that HKIA in general is the dominant regional air- transportation hub and it will be able to maintain its edge in the foreseeable future despite the ambition of airports in the Pearl River Delta. However, at the same time, it is suggested that HKIA should adopt a low cost and differentiation strategies in order to enhance its leadership role. The Abstract The Abstract Hong Kong has excellent natural resources and geographical location to support its role as a transportation centre in South China. With these competitive advantages, Hong Kong has become one of the busiest airports and container ports in the world. As a result of the rapid growth in the cargo export of the manufacturing industry in the Pearl River Delta region, the demand for a logistics hub in the region has been a major concern of the Guangdong Province and Hong Kong Government in recent years. With decades of experience in transport and logistics, Hong Kong has been established as an entrepot, a primitive form of logistics hub, for Mainland China exporters. However, since China adopted the open door policy, a number of the Pearl River Delta cities have started developing their transport and logistics facilities which can serve their cargo export business and bring economic benefits to the cities. As they operate at a lower cost, they impose threats to Hong Kong's role as the logistics hub of the Pearl River Delta region. In order to find out how Hong Kong can outplay other Pearl River Delta cities to develop into a Logistics Hub in Asia serving the region, the characteristics of Hong Kong have been analyzed and checked against a logistics hub model proposed by academics to identify Hong Kong's weaknesses and areas for improvement. As a result, two problems concerning the accessibility of Hong Kong and the quality of its third party logistics providers have been identified. Three major transport infrastructure projects are recommended to tackle the problems.

This book examines the scale of the economic impacts from the investments in logistics infrastructure expansion as well as the investment in the installation of latest logistics technology necessary to transform Hong Kong into a state-of-the-art logistics centre.

Such growth partly results from the construction or upgrading of a large number of airports including the new airports in Hong Kong and Macau which were opened in 1998 and 1996 respectively, and the existing airports in Singapore, Malaysia and Taiwan which continuously expand their capacities. Each of these airports aims at becoming a major air transport centre or hub of the region to stimulate the local economy. At present, the Hong Kong International Airport (HKIA) located at Chek Lap Kok in Lantau Island provides functional and cost efficient airport facilities with sufficient capacity to accommodate continued growth in passenger and cargo demand. i It acts as an aviation hub which enables airlines to carry passengers and cargoes to and from Hong Kong. Other airports in the Asia Pacific and Pearl River Delta Economic Region (PRD) are posing competitive pressures to affect the status of Hong Kong's position as Asia aviation hub. Besides, after the reversion of Hong Kong to China in 1997, Hong Kong has been more closely integrated with the PRD Region. It is small in area and population but dominant in the value of exports and gross national product when compared with the PRD Region. Under these situations, some questions are raised about the appropriateness of the location, capacity and cost of the HKIA and its continuing importance as an aviation hub in the region.
