Book excerpt: Symptomatic of an emergent shift away from prescriptive and deterministic accounts of change in South Africa, Predicaments of culture in South Africa posits an open-ended and speculative approach to the question and agency of culture. The key question, posed by Justice Albie Sachs of the Constitutional Court of South Africa, 'what does it mean to be a South African?' is shifted from its familiar ontological and epistemological habitat, 'what is identity?', the better to embrace its ethical and political rider, 'what are identities for?', and its more pragmatic possibility, 'what can identities do?' These qualifications - Bhabha's - form the building blocks that skew and enrich existing presumptions about South Africa's history, its present moment and its future. Jamal challenges and qualifies the conflicting and contiguous drives of fatalism, positivism and relativism, which are the dominant claimants upon the South African cultural imaginary. It is this critical non-positionality that forms the distinctive trait of an inquiry which, in eschewing allegiance and closure, opens up the debate about what it means to be South African and the role of culture therein. 'In hindsight, and with the hither side of the future before us', Jamal's driving assumption is that 'world society is advancing towards yet another age of ignorance; an age beyond suspicion and irony, in which thought, whether self-critical or not, is no longer the agent of reason'. Jamal calls for an urgent reappraisal of the absence of love - of lovelessness - which he sees as the infected root of South Africa's inability to create a positively affirmative cultural imaginary.

Book excerpt: Conflict among nations for forty-five years after World War II was dominated by the major bipolar struggle between the United States and the Soviet Union. With the end of the Cold War; states in differing legions of the world are taking their affairs more into their own hands and working out new arrangements for security that best suit their needs. This trend toward new &"regional orders&" is the subject of this book, which seeks both to document the emergence and strengthening of these new regional arrangements and to show how international relations theory needs to be modified to take adequate account of their salience in the world today. Rather than treat international politics as everywhere the same, or each region as unique, this hook adopts a comparative approach. It recognizes that, while regions vary widely in their characteristics, comparative analysis requires a common typology and set of causal variables. It presents theories of regional order that both generalize about regions and predict different patterns of conflict and cooperation from their individual traits. The editors conclude that, in the new world of regional orders, the quest for universal principles of foreign policy by great powers like the United States is chimerical and dangerous. It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. The authors find at least three areas where migration is resulting in important development impacts. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. Second, by mitigating shortcomings and distortions in regional labour markets. Third, by providing support to struggling rural economies and ever expanding urban areas in terms of livelihoods and social capital transfers. Chapter One consists of a study of the country’s historical experience of migration and, in particular, analyses the changes in official attitudes throughout the twentieth century, indicating the roots of contemporary ideas and policy dilemmas. Chapters Two, Three, Four and Five complement this analysis of the South African State’s capacity to reform and manage the South African migration situation by looking at often neglected dimensions: the first explores the question of skilled labour, a crucial question given the unbalanced structure of the South African labour market; the second examines the impact of migration on local government in South African cities and specifically implications for urban planning, service delivery, health, security, and political accountability; the third analyses the nature of undocumented migration to South Africa and the challenges it raises to both State and non-State actors; The book concludes with an examination of health as a critical issue when examining the relationship between migration and development in South Africa, in light of recent empirical data.
